S.248, the Hands Free bill, provides a clear and enforceable infraction for reducing distracted driving from cell phone use. It requires motorists to not hold a cell phone while operating a motor vehicle, in most cases. It will reduce SC's traffic fatalities by 7-15% and enable South Carolina to become the 25th state with a comprehensive Hands Free law. A comprehensive law prohibits both texting and talking on a cell phone while holding the phone (without use of hands free technology). Further, if passed, there will be a fair and effective deterrent to cell phone use in SC, due to a clear and enforceable infraction that won't require presence of another infraction.
