Update: Proposed Stormwater Management Ordinance Changes |
|
First Reading took place at the May 5th Regular City Council meeting.
The Second Reading is tentatively scheduled for the June 16th Regular City Council meeting.
The ordinance implementation date is to be set following adoption at Second Reading. The ordinance will include amendments to the following sections of the code: section 16-51 Definitions, section 16-115 Stormwater Construction Standards, section 30-339 Adjustment of fees, credits, and surcharges, section 30-340 Credit and surcharge for permitted stormwater management systems, sections 30-400 through 30-420 Illicit stormwater discharges and connections.

Also shared at the first reading was the proposed changes to the Stomwater Standards Handbook. A resolution amending Appendix A – FEES AND CHARGES SCHEDULE will be scheduled for adoption following adoption of the Second Reading of the ordinance. The effective date of the amendments to Appendix A is to be determined.
CBIA member, Christian Andrea and legislative liaison, Kathy Curatolo spoke against the increase in the cost of a stormwater permit and the gutter specifications. Council agreed to have staff re-evaluate for the second reading.

Donalds and Velázquez Introduce Bill to
Protect Small Construction Firms
WASHINGTON— Rep. Byron Donalds (R-FL) Member of the House Small Business Committee and House Small Business Committee Chairwoman Nydia M. Velázquez (D-NY) introduced legislation to preserve payment protections for small construction firms working as subcontractors on federal projects. The legislation would exclude the threshold for construction contracts that must be bonded under the Miller Act from periodic inflation adjustments, ensuring that more projects are covered under federal bonding requirements.

High Lumber Costs Add Thousands to Price of Home
Soaring lumber prices that have tripled over the past 12 months have caused the price of an average new single-family home to increase by $35,872, according to analysis by NAHB’s Economics team. Policymakers are beginning to grasp the severity of the crisis. During recent testimony before a House Appropriations subcommittee, Commerce Secretary Gina Raimondo promised to make rising lumber prices and production issues a priority.
Treasury Releases Emergency Rental Assistance
The Treasury Department on May 7 announced it is releasing $21.6 billion in funding for the second allotment of the Emergency Rental Assistance Program (ERAP). NAHB had urged White House officials to release the funds. The Treasury released its first $25 billion in rental assistance earlier this year.

NAHB’s International Builders’ Show® (IBS) is looking for experts to share their knowledge at the 2022 IBS – happening in-person Feb. 8-10 in Orlando. IBS is accepting proposals for 60-minute Building Knowledge sessions, Pre-show Master Workshops and Tech Bytes. Applicants should include the full roster of speakers for each proposed session. Applications are due by May 30, 2021.
