M  akes userID and password management easier
A recent upgrade to MoDOT Carrier Express , our online system, included several improvements to the password protection of your account.
USER PROFILE
Since the change, the first time a visitor attempts to log in to the system, they will be prompted to set up a user profile.
The profile consists of:
  • The user’s name,
  • The user’s email, and
  • The user’s phone number

The information in the new user profile will make it easier for visitors to manage their userID and password. As is the case with many other organizations, verification of a userID and requests to change passwords will occur through a simple email process.

REQUESTING ADDITIONAL USERIDs TO FURTHER SECURE YOUR ACCOUNT
UserIDs will remain the same as the one assigned to your company when you first used MCE, however, now you can request additional userIDs for assignment to other individuals if more than one person accesses MCE on your company’s behalf.

This option is not available for permit services or insurance companies. These types of MCE accounts are unique and still require a single login.

PASSWORD REQUIREMENTS
Those who update their password or request an additional userID should know that passwords must now be more robust. In order to be valid, a password must
  • Include at least 8 characters,
  • At least 4 characters must be letters – and one letter must be capitalized,
  • At least one special character – e.g. ~`!@#$%^&*()-_=+[]{}\|;:’”,<>./? ,
  • At least 1 number, and
  • The password cannot include the account’s userID.

New federal Hours-of-Service rule in final rule-making stage
Comments due July 1

Recently, the Federal Motor Carrier Safety Administration issued publication of a new HOS Final Rule. 
The final rule
  • expands the short haul exemption to 150 air miles,
  • allows for a 14-hour work shift,
  • expands the driving window during adverse driving conditions by two hours,
  • uses only drive time to calculate the 8 hours before a 30 minute break is required. The final rule also allows 30 minutes of on-duty time to qualify for the 30-minute rest break requirement, and
  • allows drivers to split the 10-hour off duty period as long as one off-duty period is at least 2 consecutive hours and the other involves at least 7 consecutive hours in the sleeper berth. When used together, neither period counts against the 14-hour driving window.  

The rule does not increase drive time and the 30-minute break is still a requirement.
Please note that the register provides an effective date of Sept. 29, 2020.


Petitions for Reconsideration of this final rule must be submitted to FMCSA Administrator no later than July 1, 2020.


Relief now limited to transportation of certain goods

The Federal Motor Carrier Safety Administration extended its COVID-19 nationwide emergency declaration which exempts certain carriers from most of Parts 390 through 399 of the Federal Motor Carrier Safety Regulations to July 14, 2020 and modified what is covered under the extension.

The extension of Emergency Declaration No. 2020-002 provides regulatory relief for commercial motor vehicle operations providing direct assistance in support of emergency relief efforts related to COVID-19 and is limited to transportation of:
  1. livestock and livestock feed;
  2. medical supplies and equipment related to the testing, diagnosis and treatment of COVID-19; and
  3. supplies and equipment necessary for community safety, sanitation, and prevention of community transmission of COVID-19 such as masks, gloves, hand sanitizer, soap and disinfectants. 

Direct assistance does not include routine commercial deliveries, including mixed loads with a nominal quantity of qualifying emergency relief added to obtain the benefits of this emergency declaration.

A number of restrictions and limitations apply to carriers and drivers providing relief. Please read the extension document carefully to understand the limits of the exemptions.

FMCSA concluded that there is no longer a need for emergency relief with respect to the other categories of supplies, equipment, and persons covered by the May 13 extension and expansion of Emergency Declaration No. 2020-002, and those categories are therefore no longer covered.

I-270 North Project to renew North St. Louis County loop
Extensive improvements through 2023
The I-270 North Project is the next step toward improvements along interstate 270 north of I-70.

The large-scale effort addresses issues of safety, congestion, accessibility and aging infrastructure.

The project goals include:
  • Reconstruction of interchanges at North Lindbergh, Hanley/Graham, New Florissant, Washington/Elizabeth, West Florissant, New Halls Ferry, Old Halls Ferry, and Lewis and Clark.
  • Additional driving lane in both directions on I-270 from North Lindbergh to Lewis and Clark.
  • Improve safety with an updated outer road system that includes removal of all cross over slip ramps.
  • Signal updates and replacements.
  • Bike and pedestrian paths added to outer roads.
  • New and replaced bridges.
As bridges are demolished and rebuilt, the interstate will close temporarily. During the recent Old Halls Ferry bridge demolition, for example, traffic was rerouted to the exit and entrance ramps at the interchange. During closures and when traffic is delayed, those traveling through the Metro area should consider using I-70, I-64 or I-55 as an alternate.
