SAN FERNANDO SPOTLIGHT PROGRAM
SUMMER DAY CAMP
The City will offer a limited Summer Day Camp this summer. SPACE IS LIMITED and will be on a first come, first served basis.

POP-UP VACCINATION CLINICS IN SAN FERNANDO

  • San Fernando Park: Vaccination appointments are offered Tuesdays through Saturdays (subject to vaccine availability). Residents may register online at CarbonHealth.com/COVID-19-Vaccines/Los-Angeles.
  • IBEW Local 11 District 4 Office: On May 15, 2021, there will be a mobile vaccination clinic offering the Pfizer vaccine. Residents may register online at Curative.com/sites/26203.
  • Kidneys Quest Foundation: On May 22, 2021 and May 23, 2021, there will be a mobile vaccination clinic offering the Pfizer vaccine. Residents may register online at Remediacare.md-hq.com/schedule_unregistered (select "Mobile Vaccination Site 1", then select the date, then select the "1058 N. Maclay Ave, San Fernando" site) or call (818) 521-6348. Walk-ups are welcome.
  • Santa Rosa Catholic Church: On May 26, 2021 and May 27, 2021, there will be a mobile vaccination clinic offering the Pfizer vaccine. Residents may register online at Curative.com/sites/27735.
  • Providence Community Health Vaccination Clinic at Vaughn International Studies Academy: There will be a mobile vaccination clinic every Monday, Wednesday and Friday. Residents may call (818) 847-3860 to schedule an appointment.
  • San Fernando Community Health Center and Northeast Valley Health Corporation: Both of these federally qualified health centers receive a limited supply of vaccine. Residents may contact the following vaccination hotlines for additional information:

COVID-19 VACCINE POP-UP CLINIC AT LAS PALMAS PARK
In partnership with Los Angeles County, Curative, and Elements Pharmacy, a total of 416 people were vaccinated over three vaccine pop-up clinics at Las Palmas Park during April 2021. Staff is hoping to offer additional pop-up clinics at Las Palmas Park in May 2021. FREE COVID-19 TESTING SITE AT RECREATION PARK
A free testing site for COVID-19 is available at San Fernando Recreation Park (208 Park Avenue) Monday through Saturday, from 8 am to 4 pm. Pre-registration is recommended, but San Fernando residents may also register on site.

LOS ANGELES COUNTY MEETS THRESHOLD FOR YELLOW TIER REOPENINGS

Los Angeles County has met the state's threshold to reopen key sectors in line with the YELLOW TIER, allowing sectors to reopen or expand operations, effective May 6, 2021, at 12:01 am. Moving into the yellow tier allows for increases in capacity in many sectors and allows bars to begin providing indoor service at 25% capacity. All of these changes will still require safety modifications, including masking, distancing and infection control to reduce the risk of transmission.

CITYWIDE PARKING MANAGEMENT MASTER PLAN VIRTUAL COMMUNITY MEETING
The City of San Fernando has launched a Citywide Parking Management Master Plan to address the location and amount of parking in specified areas. The overall goal of the plan is to make parking more convenient for residents, visitors and local businesses by engaging community members in problem-solving for parking solutions. The project area includes all on-street parking areas within the City of San Fernando as well as off-street parking lots in major corridors.

SAFE AND ACTIVE STREETS
WALKING AND BIKING AUDITS
Do you live or work in San Fernando? Sign-up to perform a walking audit (approximately 1 to 1.5 mile) or bike audit (approximately 3 miles) with other members of your community! The aim of the Safe and Active Streets project is to make safety improvements in priority areas that are focused on increasing the ability to safely walk and bike through the City. By doing so, the City is looking to encourage active transportation (walking and biking), promoting healthy options for getting around town, and connecting residents from their homes to key locations like shopping, schools, and parks.

The audits will begin during the week of May 10, 2021, and will continue through the first week of June 2021. Free refreshments will be provided. Masks, temperature screening, and social distancing are required to participate. Space is limited and a completed registration form is required. HOUSING ELEMENT UPDATE
On May 12, 2021, at 6 pm, the City will hold the second Virtual town Hall Meeting regarding the Housing Element Update. Staff is currently receiving feedback from the community via an online interactive map that allows residents to choose where they believe additional housing is adequate.

LAYNE PARK REVITALIZATION PROJECT COMMUNITY MEETING

CHILDREN IN CAGES MURAL MOVES TO FRESNO!
In January 2021, local artist Lalo Garcia installed a temporary "Children in Cages" mural in the City of San Fernando. The temporary mural was approved by the San Fernando City Council in support of a coalition of artists using art to keep the "Children in Cages" policy in the forefront of the national policy discussion.

The eight-foot by eight-foot installation depicts children in a room behind a physical chain link fence and was placed on the City-owned wrought iron fence located in the Civic Center Parking Lot (corner of First Street and Maclay Avenue) facing the Mission City Bike Trail. The temporary mural was well-received with overwhelming support by the community and media coverage including: NBC, ABC, Telemundo, Spectrum, and the San Fernando Valley Sun Newspaper.

As of May 1, 2021, the "Children in Cages" mural made its way to the City of Fresno and has been temporarily installed at the Teocalli Cultural Academy, in downtown Fresno. The mural is expected to be on display at its current location until July 2021.

EDUCATION COMMISSION 2021 SCHOLARSHIP PROGRAM

On April 27, 2021, the San Fernando Education Commission awarded over $5,000 in scholarships through the 6th annual Scholarship Program Essay Contest, ranging from $250 to $1,000 to 12 students who live in, or attend high school in, San Fernando or are currently enrolled in a community college or four-year university. Special thanks to scholarship donors Mayor Sylvia Ballin who raised funds via the California Latino Water Coalition Foundation and the Independent Cities Finance Authority, Councilmember Hector A. Pacheco and Former Mayor Joel Fajardo who also donated via their Community Investment Funds. In addition, scholarship funds were donated by Republic Services Inc., Education Commission Chair Angel Zobel-Rodriguez, Vice Chair David Govea, and other private donors. The 6th Annual Scholarship Program Essay Contest included scholarships in memory of Elias Rodriguez and Gabriel Fernandez. There are seven additional scholarship programs; Cesar Chavez, Pahola Mascorro, Barack Obama, Future Entrepreneurs, Unheard Voices and Environmental Sustainability Scholarships.

Applications for the Gerry’s Kids Scholarship, funded by former Deputy City Manager/Director of Community Development Timothy Hou in honor of his mother Geraldine Hou, will open on May 10, 2021 to begin receiving student essays.

  • At its regular meeting on April 12, 2021, the Planning and Preservation Commission swore in three new Planning Commissioners (Dave Bernal, Joel Fajardo, and Yvonne Pena) and selected Joel Fajardo as the Chair.

Data provided below describes efforts in Code Enforcement and Graffiti Abatement for Fiscal Year 2019-2020 and Fiscal Year 2020-2021 to date.
IMPORTANT DATES FOR THE FISCAL YEAR 2021-2022 BUDGET PROCESS
The Fiscal Year (FY) 2021-2022 Budget process officially kicked-off on March 3, 2021, when staff gave a presentation reviewing the City's Comprehensive Annual Financial Report for FY 2019-2020, an update to the FY 2020-2021 Budget, and a preliminary outlook for the FY 2021-2022 Budget. Below are key dates for those community members interested in providing input to the City's Budget process:
 
  • May 3, 2021: Proposed Budget Book Distributed to City Council and Post to City's website for public review.
  • May 17, 2021: Budget Study Session at 6 pm during the Regular City Council Meeting - Overview of Budget and review of the following departments: Administration, City Clerk, Finance, Police Department, and tentatively Community Department.
  • May 24, 2021 (tentative): Budget Study Session at 6 pm during the Special City Council Meeting - Review of the following departments: Community Development (if needed), Recreation and Community Services, Public Works, and tentatively Capital Improvement Program.
  • June 1, 2021: Budget Study Session at 6 pm during the Special City Council Meeting - Review of Capital Improvement Program (if needed).
  • June 7, 2021 (tentative): Budget Study Session at 6 pm during the Regular City Council Meeting - Summary of FY 2021-2022 Budget.
  • June 21, 2021: Budget Study Session 6 pm during the at Regular City Council Meeting - Adoption of FY 2021-2022 Budget.
  • July 1, 2021: Start of FY 2021-2022.

WATER BILLS
The Water Department has experienced a technical glitch in printing this month's (May 2021) water bills. Please excuse the delay, the Water Department will mail out the bills as soon as they are available. Customers may expect to receive their May 2021 water bills approximately one week later than usual.

The City of San Fernando WILL NOT be disconnecting any customers’ water and WILL BE waiving all late fees due to limited access to City Hall. If you are behind in your account, the City encourages you to set-up a payment plan, if possible. If your water bill is due, currently, there are three payment options:

  1. By Mail: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.
  2. Night Dropbox: Located outside City Hall’s main entrance on the right-hand side. Place your payment in an envelope and put it in the drop box. NO CASH PLEASE. Payments received in the drop-box will be processed by 9:00 am the next business day.
  3. AutoPay: Available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.

ALCOHOLIC BEVERAGE CONTROL (ABC)
The Police Department is planning two additional Informed Merchants Preventing Alcohol Related Crime Tendencies (IMPACT) inspections over the next few weeks. The upcoming inspections will be focused on reeducating local restaurants and breweries, with onsite and offsite alcohol licensing, as many are reopening and have hired new staff due to the pandemic. The goal is to prevent future citations due to regulation violations in the interest of protecting minors and the general public. As these inspections are completed, the Police Department will team up with ABC Agents over the next few months to conduct Shoulder Tap and Minor Decoy operations again to protect youth against the illegal purchase of alcoholic beverages.
HOMELESS OUTREACH
The Police Department has again received funding to conduct homeless outreach in collaboration with the Los Angeles Homeless Service Authority. Over the next few months, San Fernando Police Officers, alongside Homeless Outreach specialists from the Los Angeles Homeless Service Authority (LAHSA), will make contact with persons experiencing homelessness in the City to provide them assistance in obtaining resources and services to improve their quality of life and seek placement. These special police details are not for enforcement purposes and are directed at outreach and support thanks to the allocation of Measure H funds through the Los Angeles County Police Chief’s Association.
PUBLIC WORKS WEEK
National Public Works Week is scheduled for the week of May 16, 2021. The American Public Works Association (APWA) recognizes the men and women who work hard on various public works assignments including street maintenance, water production, tree maintenance, and engineering among other disciplines that make up Public Works.
UNLICENSED DRIVER WEBINAR
In conjunction with the San Fernando Police Department, the Transportation and Safety Commission will be host an Unlicensed Driver webinar on Thursday, May 13, 2021, at 7:00 p.m. Information on how to obtain a driver’s license will be provided during the webinar. The information will also be made available in Spanish. Visit the City's website and will be providing information on how to access the webinar on our website and through social media.
ARBOR DAY
The City of San Fernando proclaimed April 28, 2021 as Arbor Day. Public Works crews planted two oak trees and one jacaranda tree to replace the trees that were recently removed at Recreation Park. The trees were donated to the City by Republic Services, the City's solid waste services provider. Due to on-going restrictions with public gatherings the City was unable to have a celebration this year with community members. The City has been recognized by the Arbor Day Foundation as a Tree City for 13 years.
URBAN WATER MANAGEMENT PLAN (UWMP)
Public Works staff is finalizing the update to the City's UWMP. This document must be updated every five years in accordance with state law. The UWMP includes an overview of the City's water system, a forecast of water supplies/demand, and other issues facing the City's water system, such as water quality and conservation programs. The UWMP will be presented to the City Council for consideration at a future meeting.
SAN FERNANDO RESIDENTIAL FOOD DISTRIBUTION PROGRAM
The San Fernando Food Distribution Program (Round 6) was conducted on April 17, 2021, at Las Palmas Park. Approximately 35 families residing in the City of San Fernando were approved to receive a supply of non-perishable food items, Personal Protective Equipment (PPE), and shower curtains to aid as physical distancing barriers for households with limited space to self-isolate. In addition, families were provided with referral listings for other food resources, mental health services, and COVID-19 vaccination information.

LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank distribution was held on May 3, 2021, at Las Palmas Park. This monthly drive-through Food Bank distribution continues to serve seniors age 60 and over on the first Monday of every month at Las Palmas Park. This program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains and serves an average of 150 seniors each month.

OUTDOOR FITNESS
The next session of Outdoor Fitness features two new additional classes, Yoga with Yovanni (Saturday mornings) and Cardio Salsa with Lenny from Danzone (Tuesday evenings).

The six-week session will began May 3, 2021 and ends June 11, 2021, and will be held outdoors at Las Palmas Park and Rudy Ortega Park. 

The Outdoor Fitness Program is part of the Healthy San Fernando Campaign, encouraging the community to take charge of their health by investing in their wellbeing through affordable and accessible options.

3 WINS FITNESS: JOURNEY TO HEALTH 365 | EL CAMINO PROGRAM
The 3 Wins Fitness 365 Journey to Heath | El Camino Program is a great resource to help the community get started on their journey to health, and it's FREE! The virtual program was developed by 3 Wins Fitness as a response to the pandemic and offers a support system enhanced by professionals in the field providing nutritional information, access to physical therapists and exercise physiologist. The program currently meets virtually twice a week, with English and Spanish sessions, and offers a variety of activities through Zoom, Facebook Live and other social media outlets.

PARENT AND ME PAINTING CLASS
The Parent and Me Painting Class held on April 24, 2021, was another great success with an enrollment of 49 participants. This virtual activity was made possible with the support of First 5 LA and LAEP.  Parents and their children explored their artistic talents together to create an original work of art that they can keep.

PARKS, WELLNESS AND RECREATION COMMISSION
The Parks, Wellness and Recreation Commission met on April 13, 2021, via Zoom. Items discussed included establishing a reorganization schedule for the Commission, updates on the Department's virtual programming, the Department’s response to COVID-19, reopening efforts, the Layne Park Revitalization Project, and the Tutcint Youth Empowerment Program.

Meetings are live streamed via Youtube and the next regular meeting will be held on Tuesday, May 11, 2021, at 6:30 pm. Meeting agendas and audio/video is available on the City website at SFCITY.ORG/Commissions-Board/#Parks-Wellness-Recreation.
VETERANS RECOGNITION PROGRAM
The City's Veteran Recognition Program was created to honor and recognize local U.S. Military Veterans that reside (current or previously) or have a family member that resides in the City of San Fernando. Beginning in May 2021, the Veteran Banners will be displayed on Maclay Avenue, as well as San Fernando Boulevard. Keep an eye out for them!

TUTČINT YOUTH EMPOWERMENT PROGRAM
Emotions and Mental Wellness is the theme that the Tutčint Youth Empowerment Program will focus on during May 2021, featuring a presentation on realizing self-wellness and workshops on cultural expression.

“The Medicine is Inside You,” by local Author/Activist Luis J. Rodriguez, along with a four-week series on “Mask Making Adventures in Creativity” led by renowned artist, Judy Leventhal, will be featured. Youth will be taught techniques on drawing and creating sculptural masks that reflect various mask making traditions around the world. Also scheduled is a trip to Malibu Lagoon Museum and State Beach with lunch on the Pier.

  • SAN FERNANDO CITY HALL: Effective April 19, 2021, San Fernando City Hall will reopen to the public Monday through Thursday, from 7:30 am to 5:30 pm. City Hall will remain closed on Fridays and certain services will be by appointment only until Los Angeles County enters the Yellow Tier of the Blueprint for a Safer Economy plan.

  • SAN FERNANDO POLICE DEPARTMENT:
  1. Records Bureau: Monday through Friday, 8:30 am to 5:30 pm;
  2. Detective Bureau: Monday through Friday, 8:30 am to 5 pm; and
  3. Livescan Services continue have resumed: Monday through Friday, 9 am to 4 pm
  4. Court Commitment Services has resumed: Call the Police Department to schedule.

  • RECREATION FACILITIES: Both recreational facilities (Las Palmas Park, located at 505 S. Huntington St., San Fernando; and Recreation Park, located at 208 Park Ave., San Fernando) remain closed to the public and all in-person programming. Outdoor Fitness classes, including Zumba and Total Body Conditioning, began at Las Palmas Park.
