Hot Issues

Public Health
Governor Gavin Newsom announced the number of ICU placements in California saw its first   daily decrease   on Thursday. Though encouraged by the news, Governor Newsom urges Californians to maintain all precautions to continue 'flattening the curve'. Earlier in the week, the Governor sent   500 ventilators   to the national stockpile in order to help other states, stating that California's current resources are sufficient.

Stock Market
With the launch of Federal Reserve programs related to the recent $3 trillion federal stimulus package, the New York Stock Exchange closed with its best week since 1974. The S&P 500 was up by 1.4 percent, the Dow Jones by 1.3 percent, and the Nasdaq by 0.8 percent. This is a marked difference from the drop seen in early March.

Delivery Service
The Los Angeles County Department of Workforce Development, Aging and Community Services launched a temporary program to deliver groceries and other vital items to seniors and adults with disabilities who are now home-bound due to local and state orders.

Unemployment
Due to the extended period of businesses unable to continue operations, the past three weeks have seen 17 million U.S. residents filing for unemployment benefits. The unemployment rate for April is expected to reach 15 percent.

Presidential Election
After Vermont U.S. Senator Bernie Sanders withdrew his candidacy, Vice President Joe Biden is now the presumptive nominee to be the Democratic Presidential Candidate in the General Election on November.

Aviation
Hollywood Burbank Airport announced it will close Terminal B in relation to the ongoing public health crisis. All remaining operations are moved to Terminal A.

Global Oil Market
Member nations of OPEC and Russia, with input from the U.S., have reached an agreement to cut oil production in order to boost oil prices. Oil prices saw a steep decrease in early March in connection to the COVID-19 crisis.

VICA Holds First Virtual After Dark with Assemblymember Laura Friedman

Yesterday, VICA held a special Virtual VICA After Dark with Assemblymember Laura Friedman. VICA members joined via Zoom, conversed and shared tips on maintaining wellness while staying at home.

Assemblymember Friedman spoke about her work and the work of other California elected officials to aid those affected by the COVID-19 crisis. The Assemblymember said, "w e continue to look for gaps to ensure we can provide the support needed and notify the G overnor's  office." Assemblymember Friedman also spoke about efforts to help individuals experiencing homelessness, providing them safe shelters, and to further minimize the spread of the disease.

When asked about the consequences of AB 5 amidst this crisis, the Assemblymember said that the Legislature had been working on adjustments and amendments to the independent contractors law, but also noted that tackling COVID-19 will take precedent. "It seems most of" the bills addressing AB 5 "have been pushed to next year," the Assemblymember said, noting changes would have to come from the Governor via executive action. Friedman wrapped up her remarks by saying, "we should engage in discussion to be more resilient for these times of shutdowns and planning for the future."

Thank you to all who participated in our first ever Virtual VICA After Dark.

Mayor Garcetti Issues Emergency Order on Paid Sick Leave
Thanks to VICA's efforts and the efforts of the Los Angeles business coalition group, Mayor Garcetti decided to return the Supplemental Sick Paid Leave Ordinance approved by the City Council on March 27. In place of the Ordinance, Mayor Garcetti issued an Emergency Order on Paid Sick Leave, which requires an Employer to provide Employees classified as full-time Employees or who work at least 40 hours per week 80 hours of supplemental paid sick leave. The Emergency Order also addresses many of VICA's concerns. The Order included the following changes suggested by VICA:
  • Exemptions for collective bargain agreements which include COVID-19 related sick leave provisions;
  • Exemptions for emergency and health services personnel, and critical parcel delivery employees, making the Order consistent with other state and local orders which provide exemptions for essential workers; and
  • Offsetting the requirement to provide supplemental paid sick leave with every hour an Employer allowed an Employee to take paid leave in an amount equal to or greater than the requirements in the Order.
Board of Supervisors Will Hear Report Back on Countywide Worker Retention and Sick Leave Policies
On Tuesday, April 14, the Los Angeles County Board of Supervisors is expected to receive a report back on the motion regarding emergency responses to the ongoing public health crisis. The motion calls for a provision requiring employers to guarantee 10 days of supplemental paid sick leave to employees for COVID-19 related reasons. The motion also looks to establish a "right of recall" for recently laid off workers, giving them priority in rehiring and worker retention policies.

Continue contacting the Board of Supervisors to let them know how these policies would impact the business community.

VICA Labor & Employment Co-Chair Sue Bendavid Covers Employer Concerns During Crisis

VICA University goes virtual with the first of a series of webinar workshops to inform our members what they need to know about running businesses in this 'new normal.' During Tuesday's webinar, VICA Labor & Employment Committee Co-Chair, Sue Bendavid (Lewitt & Hackman), covered essential information including S
tay at Home orders, Essential Workers, Communicating With Employees, Wage & Hour Issues, Telecommuting & Business Expenses, Furloughs and Layoffs, Leaves of Absence, and Paid Sick DOL Guidance.
State Bill Would Reduce Tax Deductions for Homeowners
VICA opposes AB 1905, which would eliminate the mortgage interest deduction on non-primary homes and reduce the amount of mortgage interest that can be claimed on a primary home. Mortgage interest deductions were designed to assist homeowners by lowering the costs of buying a home. As the lack of housing supply continues to raise housing prices, reducing the cap on mortgage interest deductions for a primary home would only increase the financial burden of homeowners and further discourage homebuying. With California's housing crisis, the state should not roll back tax incentives that help current and prospective homeowners.
