As of Wednesday, May 27, 2020, the number of positive COVID-19 cases in Plainfield now stands at
Two Thousand and Ninety-Seven (2097)
within the ages of twenty-four (24) days old to ninety-six (96) years old. There are an additional
Two Thousand, Eight Hundred and Eighty-Five (2885)
individuals quarantined as a result of exposure to the virus. There is one new death to report today, a 40-year-old Hispanic male. This brings the total amount of fatalities to ninety-eight (98).
While this crisis lasts, we will be sharing this resource edition of our newsletter every Wednesday. Please stay tuned and share this information with your loved ones and friends.

in the battle against COVID-19. The CDC recommends that everyone wear a face mask or cloth covering when they go out in public along with continuing social distancing and other preventive measures.
A cloth face covering is not intended to protect the wearer, but may prevent the spread of virus from the wearer to others. This would be especially important in the event that someone is infected but does not have symptoms. A cloth face covering should be worn whenever people must go into public settings.

for help on your job search and resume review.
In May,
the Library will begin offering
free live on-line computer training workshops

Paycheck Protection Program Loan Information
The Paycheck Protection Program is a loan designed to provide a direct incentive for small businesses to keep their workers on the payroll. SBA will forgive loans if all employees are kept on the payroll for eight weeks and the money is used for payroll, rent, mortgage interest, or utilities.
You can apply through any existing SBA 7(a) lender or through any federally insured depository institution, federally insured credit union, and Farm Credit System institution that is participating. Other regulated lenders will be available to make these loans once they are approved and enrolled in the program. You should consult with your local lender as to whether it is participating in the program.

Federal Support for Small Businesses, Frontline Hospitals, and Expansion of COVID-19 Testing
|
|
On April 21, 2020, the Senate unanimously passed a bipartisan package to provide $484 billion in additional federal support for small businesses, frontline hospitals and to expand COVID-19 testing.
Small Business Provisions
CV3.5 provides an additional $310 billion to the Paycheck Protection Program (PPP), up from $349 billion included in the CARES Act to a total of $659 billion. Of this additional $310 billion, $60 billion is set aside for smaller and community-oriented lenders to make PPP loans.
- $30 billion for loans made by smaller lenders with between $10 billion - $50 billion in assets;
- $30 billion for loans made by CDFIs, Small Insured Depository Institutions, and credit unions with assets less than $10 billion
Additionally, the bill provides $50 billion more in Economic Injury Disaster Loans (EIDL) and $10 billion more in EIDL grants.
Health Provisions
CV3.5 provides $100 billion to shore up our health care system’s fight against COVID-19, including:
- $75 billion for health care providers for expenses and lost revenues related to coronavirus. There is not new guardrail language that would prevent HHS from distributing the funding to areas with low COVID-19 impact.
- $25 billion to expand testing capacity, including money to develop, produce, purchase, and administer testing capacity including for tests that can determine priori exposure.
- Of that, $11 billion goes to States, localities, territories, tribes, etc.
- $2 billion of that distributed by the Public Health Emergency Preparedness Program formula
- $4.25 billion will be distributed based on relative number of COVID-19 cases
- $1 billion to Centers for Disease Control and Prevention (CDC) for surveillance, lab capacity expansion, and workforce
- $1.8 billion to NICH to develop rapid testing
- $1 billion to BARDA (Biomedical Advanced Research and Development Authority) for COVID-19 tests and supplies
- $825 million to Community Health Centers
- $1 billion to cover testing for uninsured

Governor Murphy Announces that Modified In-Person Graduation Ceremonies Can Begin on July 6
|
|
TRENTON – Governor Phil Murphy today announced that the New Jersey Department of Education (DOE) and the Office of the Secretary of Higher Education (OSHE) will issue updated guidance allowing school districts and colleges/universities to hold modified in-person graduation ceremonies beginning on July 6. The guidance will include requirements that ceremonies be held outdoors, adhere to social distancing protocols, and observe capacity restrictions in order to protect the health of students and families celebrating these milestones amid the ongoing COVID-19 pandemic.
“I am proud to say that our graduates will have the opportunity to join their classmates and families to celebrate graduation,” said Governor Murphy. “Despite the uncertainty of these times, our students deserve to have their hard work acknowledged and celebrate safely. We have reached a point where we feel confident moving forward and giving our graduates the send-off they have so rightly earned.”
“New Jersey is taking a wise, sensible approach toward graduation ceremonies,” said Education Commissioner Lamont O. Repollet. “This plan balances our desire to recognize the accomplishments of our graduating students, while providing the necessary safeguards for their safety, as well as the safety of their friends, families and school staff.”
“We recognize that the ongoing COVID-19 pandemic has significantly impacted students’ plans to walk across graduation stages this year,” said Dr. Zakiya Smith Ellis, Secretary of Higher Education. “We owe it to New Jersey’s students to celebrate their drive to overcome tremendous odds and complete their degrees. With this new guidance in place, we will be working with institutions to help ensure healthy, safe celebrations for students and families.”
DOE and OSHE guidance, which will be issued in full on Wednesday, will include the following requirements for commencement ceremonies:
- Must take place on or after July 6, 2020;
- Must take place outdoors or be drive-in/drive-through (no indoor ceremonies will be allowed);
- Must adhere to the relevant capacity limitation in place at the time of the ceremony (this may require districts to hold multiple ceremonies held over a period of time to ensure capacity restrictions are not exceeded);
- Districts and institutions must determine the minimum number of staff and faculty necessary to facilitate commencement ceremonies and adjust attendance requirements accordingly;
- Caps, gowns, diplomas, and other materials must be mailed to individual student homes, sent electronically where possible, or otherwise distributed in a manner that complies with social distancing guidelines;
- All activities must be coordinated in consultation with municipal officials, such as the local Office of Emergency Management, local law enforcement, first responders, and local health officials.
Additionally, DOE guidance will stipulate that commencements must be held only for graduation from middle school or high school, and not for other ceremonies that mark promotion from one grade to the next. Districts and institutions of higher education can continue to opt for virtual or drive-through/drive-in ceremonies held in accordance with Executive Order

Company Opens Xfinity WiFi Network Nationally for Free, Offers Unlimited Data for Free, Confirms Its Commitment to Connecting Low-Income Families
Comcast is taking steps to implement the following new policies for the next 60 days, and other important initiatives:
- Xfinity WiFi Free For Everyone: Xfinity WiFi hotspots across the country will be available to anyone who needs them for free – including non-Xfinity Internet subscribers. For a map of Xfinity WiFi hotspots, visit www.xfinity.com/wifi. Once at a hotspot, consumers should select the “xfinitywifi” network name in the list of available hotspots, and then launch a browser.
- Pausing Our Data Plan: With so many people working and educating from home, we want our customers to access the internet without thinking about data plans. While the vast majority of our customers do not come close to using 1TB of data in a month, we are pausing our data plans for 60 days giving all customers Unlimited data for no additional charge.
- No Disconnects or Late Fees: We will not disconnect a customer’s internet service or assess late fees if they contact us and let us know that they can’t pay their bills during this period. Our care teams will be available to offer flexible payment options and can help find other solutions.
- Internet Essentials Free to New Customers: As announced yesterday, it’s even easier for low-income families who live in a Comcast service area to sign-up for Internet Essentials, the nation’s largest and most comprehensive broadband adoption program. New customers will receive 60 days of complimentary Internet Essentials service, which is normally available to all qualified low-income households for $9.95/month. Additionally, for all new and existing Internet Essentials customers, the speed of the program’s Internet service was increased to 25 Mbps downstream and 3 Mbps upstream. That increase will go into effect for no additional fee and it will become the new base speed for the program going forward.
- News, Information and Educational Content on X1 and Flex: For those with school-age students at home, we’ve created new educational collections for all grade levels in partnership with Common Sense Media. Just say “education” into your X1 or Flex voice remote. To help keep customers informed, we also have created a collection of the most current news and information on Coronavirus. - 24x7 Network Monitoring: Underpinning all of these efforts, Comcast’s technology and engineering teams will continue to work tirelessly to support our network operations. We engineer our network capacity to handle spikes and shifts in usage patterns, and continuously test, monitor and enhance our systems and network to ensure they are ready to support customer usage. Our engineers and technicians staff our network operations centers 24/7 to ensure network performance and reliability. We are monitoring network usage and watching the load on the network both nationally and locally, and to date it is performing well.

NJ Department of Labor Benefits Related to COVID-19

The New Jersey Department of Labor & Workforce Development is helping NJ residents who are financially affected by the COVID-19. If you have been affected by one of these 10 scenarios, you are eligible to apply for unemployment:
- If you have COVID-19 or symptoms of COVID-19
- If you were exposed to the coronavirus during the course of work and have been told to self-quaratine
- If you are unable to work because your child's school has been closed
- If you are out of work because your employer voluntarily closed because of COVD-19
- If you are unable to work because your place of business was ordered to be closed by a public official
- If you refuse to go to work because your place of business was ordered to be closed, but remains open in defiance of that directive
- If you are losing hours because of a reduction of worktime related to COVID-10
- If you are unable to work because a healthcare provider says you are at greater risk due to pre-existing health condition
- If you are told to self-quarantine due to virus exposure outside of the workplace
- If you have to care for a relative or a loved one with the coronavirus or symptoms of COVID-19

If you are feeling stress about the COVID-19 pandemic, your brain isn’t misfiring. Stress is a normal, healthy biological response to perceived threats and challenges. It’s a response that gets us ready to act — to protect ourselves and our loved ones.
Thankfully, we have good tools for calming this stress response when it’s not helping us — tools that can be used in this or any other situation. The strategies we use to help children navigate their big feelings are the exact same tools I need to be using right now to navigate mine!

The New Jersey department of human services operates a toll free “warm line” which is a resource for people seeking mental health service. The warm line is activated during events that impact the mental health of New Jersey residents. The warm line is available 24 hours and has language access; dial (877) 294-help (4357).

The NJ Motor Vehicle Commission is closed indefinitely.
- All New Jersey Motor Vehicle Commission agencies, road testing, and inspection facilities remain closed to the public as a measure to mitigate the spread of COVID-19.
- Headquarters (TOC) and online services will continue operations. Essential Personnel should continue to report to work as previously directed.
- All driver licenses, non-driver IDs, vehicle registrations, inspection stickers, and temporary tags expiring before May 31 have been extended to July 31. Documents expiring in June or July are extended by two months.
- Most renewals, replacements, changes of address, and other transactions can be processed online at NJMVC.gov.
