ICS Releases Issue Brief - Pay for Success Financing for Child Care: Challenges and Opportunitiesbrief

ICS is pleased to release Pay for Success Financing for Child Care: Challenges and Opportunities.  From the introduction to the brief:

It seems that wherever you turn people are talking about Pay for Success (PFS) financing as a new way to increase funding, through private sector investment partners, for services that address important social challenges. Under Pay for Success financing, government funding is transformed from payment for services to payment for outcomes. Thus, preparing for PFS financing can help organizations build capacity for outcomes-based, data driven management. In this policy brief, we explore whether PFS financing could be used to supplement (not replace) core government funding for child care for infants and toddlers, in order to increase access to and the quality of this vital service.

Coalition Releases Common Agenda for Early Childhood common

The Children's Trust, the United Way Association of South Carolina, and ICS released an updated Common Agenda for Early Childhood on November 18, 2014.  The agenda presents recommendations on how to improve outcomes for South Carolina's youngest children, and it was created through a collaboration of dozens of organizations across the state.  We were thrilled to see so many organizations participate in the drafting of these recommendations, and we couldn't be happier to have been part of this effort.
