California COVID-19 Updates from CARB, CDI, DMV, and POLA/POLB
California Air Resources Board (CARB)
Public Comment Period for Transport Refrigeration Unit Regulation Extended
CTA and over 20 organizations sent a coalition letter requesting a pause in the TRU rulemaking process due to the unique circumstances created by the COVID-19 pandemic. The comment deadline for this rule was extended by a month to April 27, 2020. 
California Department of Insurance (CDI)
California Department of Insurance Guidance
In response to the DMV’s 60-day extension for CDLs, the California Department of Insurance (CDI) is strongly recommending insurers refrain from using the expiration of policyholders’ drivers licenses or vehicle registrations for 60 days from March 16, 2020, for any of the following reasons: 
• To affect a driver’s ability to secure and maintain auto insurance coverage; 
• To affect a driver’s eligibility for a Good Driver discount; 
• To determine eligibility for a California Low Cost Automobile policy; 
• To impact the rates charged to any driver.
Department of Motor Vehicles (DMV)
Expiring CDLs and Vehicle Registration Renewals
Beginning on March 16, the DMV asked California law enforcement to exercise discretion for 60 days in their enforcement of driver license and vehicle registration expiration dates. The DMV and California Highway Patrol (CHP) have confirmed with CTA that this grace period applies to CDLs
