Many neighbors celebrated Cinco de Mayo in conjunction with Taco Tuesday this year. Cinco de Mayo celebrates the date of the Mexican army’s May 5
th
, 1862 victory over France at the Battle of Puebla during the Franco-Mexican War and not the Independence of Mexico as it is widely believed. Although it is a relatively minor holiday in Mexico, it has evolved into a commemoration of Mexican culture and heritage in the United States of America.

Our Historic Highland Park Neighborhood Council Free Food Grab & Go’s were successful thanks to CD1 Council Member Gil Cedillo and Team, CD14 Council Member Jose Huizar and Team, St. Ignatius of Loyola Parish, The North Figueroa Association, FEAST, and Everytable. Our NC Emergency funds were used to feed those affected by COVID-19 in our community directly including but not limited to our unhoused neighbors, working families, and community members.

UPDATES FROM LA CITY AND LA COUNTY
SAFER LA
– Mayor Garcetti has updated the Safer at Home Order to allow florists, toy stores, music stores, bookstores, clothing and sporting goods stores to offer curbside pickup starting Friday, May 8th. Businesses are not mandated to open and should only open if they can do so safely. Starting Saturday, May 9, Angelenos may return to City trails, trailhead parks, and golf courses. Runyon Canyon will remain closed and face coverings will be required. Gatherings are still restricted to those in your household. Physical distancing must be maintained in public.Group gatherings of any size continue to be prohibited and non-essential travel should be avoided.

3 LEVEL RISK ANALYSIS
– As the City of Los Angeles moves through the stages of recovery, we will be guided by data and science. The County has defined seven key public health indicators that will enable public health and government officials to determine whether the COVID-19 crisis is improving, staying the same, or worsening — and to then take action accordingly. COVID-19 RENTER PROTECTIONS
On May 6
th
, 2020, City Council passed a measure extending the freeze on rental increases on Rent Stabilized (RSO) units for one year after this crisis ends. The Mayor signed that into law. The council also adopted amendments to the temporary tenant protection ordinance to prohibit landlords from using coercion, intimidation or fraud to get their renters’ stimulus checks; it provides tenants with a private “Right of Action” if their landlord has violated any of the protections the City has extended during this emergency; requires landlords to provide tenants with Housing Department’s “Protections Notice” every time they contact them about the rental agreement during this period in the language predominantly used by the tenant. Tenants have the right to sue and be awarded up to $10,000 per offense or $15,000 if 65+. Housing documents and resources can be found at

RIGHT OF RECALL AND WORKER RETENTION
City Council approved the Right of Recall and Worker Retention ordinances. Following Council’s approval, the Mayor signed both ordinances into law. You can view the ordinances

EXTRA STEPS TO PROTECT WORKERS AND RESIDENTS
Starting Monday, May 11

, all riders on LADOT transit buses are required to wear face coverings, including Dash, Commuter Express, and City ride. Also starting Monday, all travelers at LAX will be required to wear face coverings.
EMERGENCY COOLING CENTERS
These centers provide members of the public who lack air-conditioning at home with relief from the heat, free of charge.

COVID-19 TESTING
Guidance on Test Results
Symptoms: Cough, shortness of breath, fever, chills, repeated shaking with chills, muscle pain, headache, sore throat, and a new loss of taste or smell.
New guidance for staying in isolation while having tested positive for COVID-19. Now, you need to ensure that at least 10 days have passed since your symptoms first appeared. Before it was 7 days. New evidence shows that COVID-19 may remain in individuals for a longer period of time (#7)
If you were a contact to a suspected or positive case when you were tested you should still remain in quarantine for the full 14 days as recommended even if you test negative.
COVID-19 Testing for Frontline Workers
– All essential workers regardless of symptoms can be tested. This includes health care workers, first responders, social service employees, utility workers, food supply workers, and other public employees. They can use the link below which is a registration page reserved only for these groups.

Skilled Nursing Facilities
– All skilled nursing facilities in the City are required to hand deliver written notices to all residents and workers:
- Must include the last date testing was offered and the next date it will be offered
- Must be circulated at least once a month and at least 2 days prior to when testing will be provided
- Updated notice must be publicly displayed at the main entrance of each facility and provided to anyone in the media, government, or public who asks for it
LA COUNTY PARKS & RECREATION
LA County Parks to reopen on Saturday, May 9

Mother’s Day – Parks stay open on Sunday, May 10 – Local, community and regional parks, botanic gardens (except Descanso Gardens) will remain open on Mother’s Day, Sunday, May 10, for passive use, such as walking, jogging, and leisure time outdoors for individuals or families. Since the holiday is one of the busiest days of the year, LA County Parks reminds all park guests that social distancing is required and group gatherings are prohibited by the health order.
CHILD PROTECTION HOTLINE
Los Angeles County Department of Children and Family Services (DCFS) has been a leading voice in calling attention to the dangers that children face while home and out of the line of sight of mandated reporters like teachers, counselors and medical personnel. The department has been actively engaged in a robust public information campaign whereby residents have been called to make an investment into the welfare of families in our communities by reporting abuse or neglect to the county’s Child Protection Hotline (1-800-540-4000).
