Board of County Commissioners Approves Commissioner Eileen Higgins’ Transformative Legislation to Create a Revolving Loan Fund for Small Businesses
At today's Miami-Dade Board of County Commissioners meeting, the Board unanimously approved legislation sponsored by Commissioner Eileen Higgins, District 5, to create the RISE Miami-Dade Fund , a transformative revolving loan fund for small business in Miami-Dade County with initial seed funding of $25 million by Miami-Dade County, made available through the CARES Act .

Commissioner Higgins has worked closely with Mayor Carlos A. Gimenez and his team to develop the RISE Miami-Dade Fund (Re-Investing in our Small Business Economy). Initially, the fund seeks to help small and micro businesses across the County access capital and receive technical financial assistance t hey need to weather the COVID-19 crisis. But in the longer term, it will become part of Miami-Dade’s permanent small business infrastructure.

Commissioner Higgins said, The RISE Miami-Dade Fund will not only help our businesses recover from the effects of COVID-19, it will forever be a permanent part of the small business infrastructure in Miami-Dade,” said Commissioner Higgins. “Never before has the County made such a deliberate investment into our small business economy, giving more and more of our residents the opportunity to make their entrepreneurial dreams come true—and to experience the freedom and independence that owning your own business provides. I thank my Board colleagues for unanimously supporting this historic vote.”

The RISE Miami-Dade Fund will also seek to raise private dollars to bolster the Fund, with the objective of accumulating over $50 million. In fact, Citi Foundation , the community foundation for CitiBank, has agreed to become the first corporate supporter to the fund .

The RISE Miami-Dade Fund will be established in partnership with the Dade County Federal Credit Union (DCFCU). In turn, DCFCU will partner with local community development financial institutions (CDFIs) who will originate and package the loans. They not only provide low cost loans with favorable interest rates and repayment periods, they also offer technical financial assistance, such as building, marketing and budgeting assistance to help strengthen and grow the businesses.

The Fund is expected to launch in June.

En la reunión de la Junta de Comisionados del Condado de Miami-Dade de hoy, la Comisión a probó por u nanimidad una legislación patrocinada por la Comisionada Eileen Higgins, Distrito 5, para crear el Fondo RISE Miami-Dade , un fondo de préstamos rotativo transformador para pequeños negocios en el Condado de Miami-Dade con una financiación inicial de $25 millones del Condado, disponible a través de la Ley CARES.

La Comisionada Higgins ha trabajado en estrecha colaboración con el Alcalde Carlos A. Giménez y su equipo para desarrollar el Fondo RISE Miami-Dade (las siglas en inglés significan Re-Investing in our Small Business Economy, lo que se traduce a Reinvertir en Nuestra Economía de Pequeños Negocios). El Fondo RISE Miami-Dade se establecerá en asociación con Dade County Federal Credit Union (conocida por sus siglas en inglés, DCFCU). Está previsto que el Fondo se lance en junio.
