MAB Legal Counsel Offers Summary of Governor's Order Limiting Advertising by Big Box Stores
The MAB continues to examine a most recent COVID-19 related executive order issued by Governor Gretchen Whitmer on April 9, extending stay-at-home orders through April 30, and appears to add language limiting the types of products that may be advertised or promoted by stores that are over 50,000 square feet in size. Section 11(d)(3) of Executive Order 2020-42 states that such stores shall "By April 13, 2020, refrain from the advertising or promotion of goods that are not groceries, medical supplies, or items that are necessary to maintain the safety, sanitation, and basic operation of residences."  The MAB's attorneys David Oxenford and John Ronayne have offered the following shared summary regarding this clause:  Read More

NAB Presents Live Q & A with the FCC

More FCC Relief for Broadcasters During COVID-19 Emergency
The FCC announced two actions on April 9, providing broadcasters targeted relief during the heart of this pandemic.  In a Public Notice released yesterday, the FCC announced that it will waive its rules to allow the preemption of children's educational and informational programs during the month of April to allow TV stations to air live or near-live coverage of community events, including religious services.  Read More

Debuts COVID-19 Kids Project
Bringing some morning normalcy to the children of its listening area, 97.7 The Wolf  (WOLV-FM/Houghton) has begun to host short stories from area teachers each weekday. Known as the "CCISD's Supporting Kids through Radio project," these short radio segments are aired at 8:40 a.m., about the time the children would be hearing their morning announcements if they were attending class.  Read More

Hillsdale's Collegian Highlights 'The Dale'
Hillsdale College's weekly student newspaper, The Collegian,  recently highlighted McKibbin Media's new station, 1340 am and 99.5 fm "The Dale."  Launched shortly after McKibbin closed on its purchase of WCSR-AM/FM at the end of February, "The Dale" debuted on WCSR-AM and its companion FM translator, splitting a former simulcast with WCSR-FM, which continues its full-service format.  Read More

"Political Refresher"
with David Oxenford, Wilkinson, Barker, Knauer LLP

On Thursday, April 16, David Oxenford of the Washington DC law firm Wilkinson Barker Knauer LLP will conduct a refresher on the political broadcasting rules. With so many primaries to be held this summer for both state and federal office, this is a good time to review the political rules even in this time of social distancing. We will talk about which advertisers can buy political advertising time, the rates that can be charged, and the public file obligations that are triggered by each sale. We'll also talk about the enhanced disclosures required for non-candidate political ad buys and the questions that come up when stations receive take-down notices challenging the truth of attack ads. Given that we are in such unusual times, David will begin the session with a very quick review of the status of FCC operations during the pandemic, a topic he will cover in greater depth in another webinar on Tuesday, April 21.
