THP-NMD Housing Supplement Fully Implemented as of September 1, 2022


As of September 1, 2022, supplemental funding for providers operating the Transitional Housing Placement for Non-minor Dependents (THP-NMD) was fully implemented across all eligible counties. The THP-NMD Housing Supplement was established in law in 2020, taking effect in some counties on July 1, 2021, and remaining counties this September.

 

The policy provides additional funding on top of the THP-NMD rate—which in 2022-23 is $3,923 for the single and remote site models—to THP-NMD providers to account for the higher cost of rent in some counties. The supplement amounts vary across counties according to local Fair Market Rent, and there is a higher amount for youth who are custodial parents to account for larger housing accommodations.

 

In 2022-23, providers in 16 counties qualify for a housing supplement for non-parenting youth and 43 counties qualify for a housing supplement for parenting youth. View which counties qualify and their corresponding amounts for the current fiscal year in this All County Letter.

9/29 Roundtable of Expert Panelists to Discuss Student Homelessness and Housing Needs


EdSource is hosting a roundtable featuring a panel of experts to discuss current efforts the state and college campuses are taking to address students’ housing needs. The one-hour roundtable will take place on September 29th at 12:00 pm PST and will feature a panel of researchers, students, and policy advocates, including Dr. Rashida Crutchfield, associate professor of social work from California State University, Long Beach.  

 

Research has shown the growing cost of housing continues to be one of the greatest challenges students face as they navigate higher education in California: The Hope Center for College, Community and Justice’s 2019 study found that 19% of students attending community college in California were experiencing homelessness. Another 60% of students reported being housing insecure. 

 

Similar research conducted by the California State University (CSU) Chancellor’s Office found that 10.9% of students attending the CSU system were experiencing homelessness. Register today to take part in the roundtable and learn more about efforts to address student housing needs in California.

New Podcast Helps Caregivers Discuss Sexual Health with Foster Youth


The Reproductive Health Equity Project (RHEP) launched a new podcast to aid caregivers in discussing sexual health with foster youth.

 

The podcast, entitled “Fostering Parenthood,” is hosted by Dorothy Daniels, foster parent and Executive Director of Fostering UNITY. Fostering Parenthood will feature conversations with foster parents on how to discuss sexual orientation, consent, sexual abuse, trauma, and foster youth rights. Each episode will also provide resources and best practices for having challenging conversations with teens about sexual health.

 

The podcast was born out of a need from foster caregivers for more information and support empowering youth throughout their sexual and reproductive health journeys. Ultimately, the podcast’s goal is to help children and youth in foster care become informed, strong and confident individuals.
