An Invitation to HOPE, North Carolina's Inclusive Housing Summit
As HOPE, NC works toward creating inclusive, affordable communities for people with disabilities, older adults and families, I wanted to personally invite you to our upcoming Inclusive Housing Summit scheduled for Thursday, November 10th at The Friday Center in Chapel Hill. We’re excited as it’s filling fast. HOPE, NC looks to you and DHHS for your forward thinking ideas regarding improving the quality of life for people with developmental disabilities in North Carolina.
We have two powerful keynote speakers new to North Carolina's disability landscape, Micaela Connery of The Kelsey in San Francisco, CA and Erik Carter, professor at Vanderbilt University in Nashville, TN. Both bring decades of experience and passion to the field of inclusive housing for people with disabilities, along with the importance of creating a sense of belonging for all residents in a community.

New Edits and Automatic Status Updates for 340B Pharmacies Coming Soon to NCTracks
Providers currently self-report their 340B status as part of the provider enrollment/re-enrollment process. Effective Oct. 23, 2022, NCTracks will receive the Health Resources and Services Administration (HRSA) Provider File as the source of provider 340B status; providers will no longer need to self-attest during enrollment. NCTracks will receive this file quarterly. In addition, four new pharmacy claim edits will be added to NCTracks related to 340B processing:

ACL Awards New No Wrong Door Funding to 10 States
ACL announces new grants to 10 states to establish and strengthen a No Wrong Door (NWD) governance structure within the state. The award recipients include Alaska, California, Indiana, Missouri, North Carolina, New Hampshire, Nevada, South Carolina, Tennessee, and Texas. Total grant awards amount to $3.9 million over two years.
The NWD system vision includes national standards, tools, metrics, and best practices that all states can use to develop a single “high performing” access system to serve all populations who may need any long term services and supports (LTSS), regardless of payer. With the adoption of a NWD vision, each state has a single, coordinated statewide system where multiple agencies at the state and local level align to create a simplified process through which individuals and family caregivers can access unbiased information and one-on-one counseling on the options available in their communities.
The new NWD governance grantees will focus on strengthening the NWD governing body in their state, assessing individual caregiver access, and mapping this access from the state and individual family caregiver perspective.
Each state will seek to:
- Establish and strengthen a NWD governing body and governance structure, comprised of representation from multiple state agencies and key stakeholders, responsible for coordinating the on-going development, implementation, financing, evaluation and continual improvement of the state's NWD system;
- Assess and conduct analysis on individual and family caregiver access to LTSS by identifying key referral sources and gaps in services; and
- Develop a plan to address identified challenges in access to LTSS within the NWD system.

Across the country, there are 574 federally recognized Native American tribes that have a government-to-government relationship with the United States. As sovereign nations, they have legal jurisdiction over their lands and citizens. However, until the passing of the Indian Child Welfare Act of 1978 (ICWA), the authority of Tribes to exercise their exclusive jurisdiction over their Native children in child custody proceedings was not recognized. ICWA established procedural guidelines for placement and removal protocols that mandate notice to Native families and Tribes in all pending child custody proceedings to prioritize family integrity and adhere to tribal sovereignty.
In recent years, ICWA has been a legal battleground between non-native families seeking to adopt native children and native families trying to keep children connected to their culture and communities. The current legal challenge to ICWA is headed to the Supreme Court, which could either reaffirm the constitutionality of the law acknowledging the special relationship between tribes and the federal government or strike it down as an unconstitutional “race-based” law in violation of equal protection and states’ rights.
