VICA's June Sacramento Advocacy Trip
Stuart Waldman and VICA staff meet with CA Assemblymember Rudy Salas
This week, during VICA's Advocacy Day members had the privilege to meet with some of California’s most prominent elected officials. Officials VICA met with: Assemblymembers Waldron, Villapudua, Salas, Voepel, and Quirk. The VICA delegation discussed important issues covering housing, broadband service, and the effects the bills would have on California business. Overall, VICA had a very successful Advocacy Day, garnering both the desired support and opposition from the elected officials along with bolstering beneficial connections in Sacramento.

SB 10 Allows cities to zone for up to 10 units per parcel in transit-rich, jobs-rich or urban infill site areas. SB 10 addresses California’s housing shortage, preserves significant control for local jurisdictions, and reduces barriers for local jurisdictions to undertake processes to increase density in our communities.

SB 9 would require that qualified applications to a local government seeking to create a duplex or subdivide an existing residential parcel be approved ministerial without discretionary review. While VICA is supportive of SB 9’s main provision and intent, we request the author consider revising the bill. Instead of requiring lot splits to be of equal size, we believe SB 9 should require lots to conform to the size of underlying zone requirements. There is confusion regarding the language of SB 9 referring to single-family residential zones and residential zones in different areas. Consistency in the language of the bill regarding residential zones would prevent confusion for developers and local governments.

SB 556 would bring California into conformance with existing federal and state laws seeking to accelerate the deployment of wireless broadband infrastructure. 

SB 246 would require that the State Department of Social Services establish a single, regionalized state reimbursement rate system for childcare, preschool, and early learning services. 

SB 62 would place enormous burdens on employers in the clothing industry and imposes a presumption that entities with no control over garment workers are liable for an employee’s entire wage claim.

VICA Expressed Concern at Bills Targeting the Technology Sector 
This week, VICA expressed strong concerns regarding the introduction of misguided bills in Congress targeting the technology sector. 

Technology has been a longstanding economic pillar for California, supporting millions of jobs, contributing billions to the economy, and playing a critical role during and after the COVID-19 crisis. The recent proposals in Congress have the potential to disrupt the technology ecosystem that we’ve worked so hard to create. 

This month, there has been a package of five antitrust bills introduced. These bills directly target businesses within the technology sector that have helped our economy survive and even flourish before and during the pandemic. While we agree that it is important to have open discussion regarding regulation of industries, we believe that the proposals within these antitrust bills could have far reaching negative impacts on the economy, our businesses, and our communities. 

Our country must be focused on supporting the industries that carry our local economies, rather than passing misguided legislation that will hinder our recovery and burden our industries.

COVID-19
Two weeks after the state broadly reopened its economy, California COVID-19 cases have increased 17% over the last 14 days to over 1,000 cases per day.

Economy
The U.S. economy is rebounding quickly and is on track to regain all the jobs lost in the pandemic by 2022, but the federal deficit is set to reach $3 trillion for 2021.

Prison
California is phasing out its youth prisons and shifting the responsibility to counties, with all state facilities halting admissions this week and shutting down in 2023.
Unemployment
California workers filed 57,000 jobless claims last week, falling for the second week in a row but still far higher than pre COVID-19 shutdown filings.

Recall
Lt. Gov. Eleni Kounalakis on Thursday set Sept. 14 as the date for the recall election targeting California Gov. Gavin Newsom, leaving it up to voters to decide whether to oust a sitting governor for just the second time in the state’s history.

Homelessness
The Los Angeles City Council voted this week to move forward with a new anti-camping ordinance that restricts sleeping and storing possessions in public spaces.
