Grants assistance for small businesses through Empire State Development

The New York State COVID-19 Pandemic Small Business Recovery Grant Program was created to provide flexible grant assistance to currently viable small businesses, micro-businesses and for-profit independent arts and cultural organizations in the State of New York who have experienced economic hardship due to the COVID-19 pandemic.  

Grant awards will be calculated based on a business’s annual gross receipts for 2019 (see below for more information). Grant amounts and calculations are subject to change by Empire State Development.
  • Annual gross receipts: $25,000 – $49,999.99: Award is $5,000 / business
  • Annual gross receipts: $50,000 – $99,999.99: Award is $10,000 / business
  • Annual gross receipts: $100,000 – $500,000: Award is 10% of gross receipts (maximum grant is $50,000)
Eligible Use of Grant Funds
The grants must be used for COVID-19 related losses or expenses incurred between March 1, 2020 and April 1, 2021. These include:
  • Payroll costs
  • Commercial rent or mortgage payments for NYS-based property (but not any rent or mortgage prepayments)
  • Payment of local property or school taxes associated with a small business location in NYS
  • Insurance costs
  • Utility costs
  • Costs of personal protection equipment (PPE) necessary to protect worker and consumer health and safety
  • Heating, ventilation, and air conditioning (HVAC) costs
  • Other machinery or equipment costs
  • Supplies and materials necessary for compliance with COVID-19 health and safety protocols
  • Other documented COVID-19 costs as approved by Empire State Development

IMPORTANT for Open Restaurants - DOT Notification on Outdoor Dining!
As of 6/23/2021, all roadway seating must be used and occupied within 30 days of authorization. If roadway seating is not used and occupied for any 30-day period, any property within such roadway space may be deemed abandoned and the restaurant must have it removed. The City may remove the abandoned property after providing sufficient notice. Any restaurant can reapply to the program at any time after removal. NYC DOT, 6/23/2021
IMPORTANT for Open Restaurants - DOT notification on accessibility!
Please note with summer here, more NYers will be outside enjoying Open Restaurants - which must meet ADA compliance standards. There is currently a city-wide proliferation of consumer law suits against small businesses on the basis of lack of accessibility. Restaurant owners may visit nyc.gov/openrestaurants under 'Resources' and nyc.gov/mopd (search for 'open restaurants' to learn more).
End of NY State Disaster Emergency
On June 23, 2021, Governor Andrew Cuomo announced that the State Disaster Emergency originally declared on March 7, 2020 in response to the COVID-19 pandemic, and which has been periodically extended since that date, is set to expire tomorrow and will not be renewed. With the expiration of the declared emergency, various directives issued through the many Executive Orders since March 7th may similarly expire.  The CDC guidance, however, remains in effect for the current settings (Fairs and Festivals, Large Scale Performing Arts and Entertainment, Pre-K – 12 Schools, Professional Sports, Public Transportationwith mask and distancing requirements. Local governments can continue to enforce CDC guidance in those settings.
The Governor also announced, starting today, that New York is providing $25 million in child care scholarships to essential workers, which will provide additional support for essential workers’ families as Federal CARES Act scholarships end. Go to: ocfs.ny.gov/childcarerelief for more information.
Street co-naming honoring Morris Park community leader Daniel Cestaro
Congratulations to the Cestaro family! The Morris Park community came together on June 19, 2021 to celebrate and rename the corner of Morris Park Avenue and Hone Avenue in honor of Daniel C. Cestaro - co-founder of the Morris Park Community Association, co-founder of the Columbus Day Parade, and hard working neighborhood leader! Thanks to Councilman Mark Gjonaj for organizing the event and to all community members that came to support the celebration!
NYPL Morris Park branch reopening
The Morris Park neighborhood is thrilled that the NYPL Morris Park Branch Library is back!

The Morris Park branch became the neighborhood’s first library when it opened July 21, 2006. The 6,600-square-foot, two-level branch houses a collection of 25,000 adult, young adult and children books, DVDs, audio recordings, and resources in English, Italian, Albanian, and Chinese. There also are 19 public-access computers and wireless The library is now open from 11 AM- 5 PM Monday - Saturday and masks and temp check required for entry. Masks will be provided as needed. MPBID helping our neighbors with free fresh produce
This week will be the final week of our fresh produce giveaway to the Morris Park community! Looking back, we were able to give out over 1,000 boxes of fresh produce in collaboration with several local small business and organizations over the span of 26 giveaway events between October 2020 and June 2021. It was a pleasure to provide this support to the Morris Park community and as always we are sincerely thankful to 'Loving The Bronx' for their partnership and access to boxes of fresh farmers market quality produce. Thank you Nilka Martell and all 'Loving the Bronx' volunteers!
