Governor Murphy Updates:
The Road Back and Renter Support
|
|
TRENTON -- Governor Phil Murphy yesterday announced his vision,
"
The Road Back: Restoring Economic Health Through Public Health,"
to restart New Jersey and put the state on the road to recovery. Governor Murphy outlined six key principles and benchmarks to guide the process for restoring New Jersey's economic health by ensuring public health.
The six principles include:
- Demonstrate Sustained Reductions in New COVID-19 Cases and Hospitalizations
- Expand Testing Capacity
- Implement Robust Contact Tracing
- Secure Safe Places and Resources for Isolation and Quarantine
- Execute a Responsible Economic Restart
- Ensure New Jersey’s Resiliency
Governor Murphy also signed
Executive Order 128
, extending certain protections to NJ renters including using their security deposit to pay for rent with a letter of intent sent to their landlord. Other updates included:
The launch of a Frequently Asked Questions
webpage
for tenants and landlords about rights and responsibilities;
An additional information page for homeowners taking advantage of mortgage forbearance;
An announcement that some larger landlords will waive late-fees voluntarily.
The Governor also reiterated that lenders participating in the state's voluntary mortgage modification program are expected to extend the terms of these loans to allow for repayment at the end of the loan period. These measures move NJ in the right direction, building on the steps the Governor and the Legislature have taken for New Jersey renters and homeowners who are being hurt by the economic fallout of this pandemic. Combined with prior provisions, like the moratorium on evictions, foreclosures, and utility shutoffs as well as expansion of emergency assistance, limiting rent increases for NJ Housing Mortgage and Finance Agency properties and the mortgage forbearance program, today's announcements can help our stay home and stay healthy during this crisis and going forward.

Stimulus "3.5" Signed Into Law
NJ Senators Share Updates for Garden State
|
|
The President signed the
Paycheck Protection Program and Health Care Enhancement Act on Friday. This legislation provides additional federal funding for small business programs and healthcare, including:
$60 billion
in new SBA Paycheck Protection Program funding dedicated to small lenders and community-based financial institutions. These will directly help under-served small businesses and nonprofit organizations with a specific focus on rural, minority, and women-owned businesses.
$50 billion
for the SBA’s Economic Injury Disaster Loan program.
$10 billion
for the SBA’s Emergency Economic Injury Grant program.
$75 billion
in emergency money for our healthcare system.
$25 billion
in funding for testing and contact tracing capabilities.

The federal Paycheck Protection Program, has been funded a second time for loans to small businesses and is
now accepting applications

Goldman Sachs and Pursuit Pledge $10 Million
Available for NJ Small Businesses through SBA PPP

The New Jersey Economic Development Authority has announced that Goldman Sachs, in
partnership with Pursuit
, will commit $10 million to loans for small businesses in New Jersey. The loans will be made available through the U.S. Small Business Administration's Paycheck Protection Program. Loans for this program can be used for payroll expenses, interest on mortgages, rent, and utilities.
“Small businesses are the backbone of our state economy and central to our vision of a stronger, fairer New Jersey. It is vital that we help them overcome the unprecedented challenges COVID-19 poses,” said Governor Phil Murphy. “This commitment from Goldman Sachs and Pursuit will provide crucial resources that thousands of businesses need to keep their doors open and continue supporting their employees.”

The guide provides a listing of federal programs in a funding matrix. The matrix may be used to help determine potential federal, state, and local funding to meet short-and long-terms needs.
Additional guidance is forthcoming to support funding coordination and the braiding together of funding.
Multiple funding sources are regularly braided together and locally coordinated to support individuals experiencing homeless. The programs listed in the funding matrix may not be available in all places. But the matrix is intended to provide an overview of federal programs that may be braided together to support housing, wraparound services, and medical needs.

NJ Human Services Announces $36 Million
in Additional Food Assistance
|
|
Many New Jerseyans who receive food assistance through the state’s Supplemental Nutrition Assistance Program (NJ SNAP) will receive additional benefits in May to help address critical food needs related to the COVID-19 pandemic.
Eligible SNAP recipients will receive their supplemental benefit on their Families EBT card for May with their typical monthly payment. Eligible SNAP households are those who are not currently receiving the maximum allowable benefit. The supplemental payments will be the difference between their regular monthly benefit and the maximum allowable benefit.

NJ DOH Issues New Guidance To Assist
Individuals with Disabilities and Caregivers
on Hospital Visitation Policy
|
|
The NJ Department of Heath (DOH) issued the hospital visitation policy for people with disabilities effective April 25, 2020:
DOH now considers a designated support person essential to patient care people with disabilities. As a result, hospitals must allow a designated support person to be with the individual during hospitalization.

Community Health Law Project A Vital Resource
of Legal Assistance for Disabled Individuals

In the midst of the COVID-19 pandemic, many individuals with disabilities need legal assistance navigating issues related to:
- Housing, including rent and mortgage obligations, eviction, or need for repairs
- Stimulus check issues
- Unemployment benefits
- Health insurance coverage
- Food Assistance
- Wills, Powers of Attorney, and Advance Directives
- Family matters such as child support, visitation, or domestic violence
- Other issues that may be affecting them during this crisis

CMS New COVID-19 Telehealth Toolkit to Accelerate
State Use of Telehealth in Medicaid and CHIP
|
|
The Trump Administration
released a new toolkit for states to help accelerate adoption of broader telehealth coverage policies in the Medicaid and Children’s Health Insurance Programs (CHIP) during the 2019 Novel Coronavirus (COVID-19) pandemic. This release builds on the agency’s swift actions to provide states with a wide range of tools and guidance to support their ability to care for their Medicaid and CHIP beneficiaries during this public health emergency.
This toolkit provides states with issues to consider as they evaluate the need to expand their telehealth capabilities and coverage policies, including:
- Patient populations eligible for telehealth
- Coverage and reimbursement policies
- Providers and practitioners eligible to provide telehealth
- Technology requirements
- Pediatric considerations

Reminder: May 5th Deadline for
Non-Filing SSI Recipients with Dependent Children
|
|
Supplemental Security Income (SSI) recipients who don’t file tax returns will start receiving their automatic Economic Impact Payments directly from the Treasury Department in early May. People receiving SSI benefits who did not file 2018 or 2019 taxes, and have qualifying children under age 17, however, should not wait for their automatic $1,200 individual payment. They should immediately go to the IRS’s webpage at
www.irs.gov/coronavirus/non-filers-enter-payment-info-here
and visit the
Non-Filers: Enter Your Information
section to provide their information.
SSI recipients who have dependent children and did not file 2018 or 2019 taxes need to act by Tuesday, May 5, in order to receive additional payments for their eligible children quickly.

Recently, the Division of Developmental Disabilities highlighted the great work being done by The Boggs Center, including

page, and in particular, the
Just In Time Webinar Series
. This series was developed to assist providers, direct support professionals and other caregivers as they work to support the health and well-being of individuals with intellectual and developmental disabilities during the COVID-19 pandemic.
As we find a path through these challenges, an important survey tool was created to help protect DSPs and those whom they support:
National Survey for Direct Support Professionals
(DSPs). The National Alliance of Direct Support Professionals (NADSP), in partnership with the Institute on Community Integration at the University of Minnesota, developed a survey to understand the impact of the COVID-19 pandemic on the DSP workforce and identify the most effective ways to protect DSPs and the people they support. Please feel free to forward this survey to providers or other entities who employ direct support professionals. Survey answers will be anonymous.
