Board of Education Update
The Board of Education met on Tuesday, September 22, 2020. Below are summarized highlights of the meeting, but for detailed information about all agenda items addressed during the meeting, please click here to access the agenda and referenced documents, and click here to access a digital recording of the Open Session meeting. The next regularly scheduled meeting will take place on Tuesday, October 13, 2020 at 7 p.m.

Please note that there will be a Special Meeting on Tuesday, September 29, 2020 at 5 p.m. for a third reading and public hearing on the Learning Continuity and Attendance Plan (LCAP) required by Senate Bill 98.

In his Superintendent's Report, Dr. Jeff Wilson informed the Board about the following:
  • Dr. Wilson introduced Dr. Lena Richter, the new Executive Director of Curriculum and Instruction. Dr. Richter most recently served in the Glendale Unified School District and has extensive experience in education, having served as an elementary principal and secondary assistant principal. Dr. Richter also has extensive experience in curriculum and instruction, including developing the LCAP, professional development, and implementing dual enrollment.
     
  • Dr. Wilson congratulated Student Board Member Vahini Garimella, who was selected to serve on the Los Angeles County Superintendent's Student Advisory Council. 
     
  • Dr. Wilson reported that he, Board members Joseph Chang and Shelley Ryan and Cabinet members attended a very productive "summit" with the Pasadena City College president, board members and staff to discuss next steps regarding the District's Memorandum of Understanding with PCC regarding dual enrollment. 
Information Items
  • Financial Strategist Update: Dr. Wilson provided the Board with a timeline for a potential parcel tax election, including the need for the Board to make a decision about whether to proceed with a parcel tax election no later than December 4, 2020 for a March 2, 2021 election date. Financial strategist Larry Tramutola discussed the strategies, challenges and issues pertaining to a parcel tax election in the current climate. Tim McLarney, with polling company True North, discussed possible approaches and structures of a poll of the San Marino community relating to the parcel tax.
     
  • COVID-19 Compliance Team Update: Chief Technology Officer Dr. Stephen Choi provided another update about work performed by the District's COVID-19 Compliance Team, which consists of about 25 administrators, teachers, staff, counselors and parents and represents all aspects of the SMUSD community. The Compliance Team continues to incorporate school reopening protocol updates provided by governmental agencies and is preparing for the eventual reopening of school.   • Learning Continuity and Attendance Plan: In a public hearing required by law, Dr. Michael Lin presented the second reading of the District's Learning Continuity and Attendance Plan (LCAP), which replaces the Local Control and Accountability Plan for this school year. Dr. Lin incorporated the feedback that he had received from the Los Angeles County Office of Education and plans to get additional feedback from stakeholder groups. He will present a final version for the Board's consideration and approval at a Special Board meeting on Tuesday, September 29, 2020 at 5 p.m.
     
  • Board Policy 9240 - Board Professional Development: Mrs. Linda de la Torre presented a revision to this existing policy that would require newly elected Board members to complete the California School Boards Association (CSBA)'s Masters in Governance training by the end of their first year. With a second reading of the policy at its next meeting, the Board will consider extending the suggested requirement to all Board members.

The Board approved the following annual action items:
  • Parcel Tax Accountability Report as of June 30, 2020 (accounts for how parcel tax revenues were spent during the past fiscal year)
     
  • Developer Fee Report as of June 30, 2020 (identifies the developer fees collected and expended during the past fiscal year)
     
  • Resolution No. 9 - 2020-21 Sufficiency of Textbooks and Instructional Materials (certifies that each student has sufficient textbooks and/or instructional materials in each core subject for the current school year)
