Phase I Re-Opening Begins May 15, Parish Released Final Plan Today

Yesterday, Gov. Edwards announced that Louisiana will begin to move into Phase 1 of re-opening the economy starting on May 15. Phase I is expected to last a minimum of 21 days before moving into Phase 2. Click here to read full announcement.

Parish President Mike Cooper issued the following statement regarding the reopening plan:

“The Governor’s decision for a Phase One reopening on Friday, May 15th, is great news. We’ve been strategically and thoughtfully preparing for this announcement through research, focus groups, and the help of industry regulating boards — and I can honestly say we are ready with our reopening plan. What I want to continue to stress is that we need to reopen responsibly, using precautions already in place, so we continue to balance the health of our community with the health of our economy."

The following establishments may operate with 25% of total occupancy as defined by the State Fire Marshal and restrictions as set forth on page 6 of the plan:

  • Essential businesses will continue to operate under provided guidelines
  • Places of worship – indoor services
  • Restaurants, coffee shops, cafes – indoor table service
  • Bars and breweries which hold an LDH food service certificate
  • Gyms and fitness centers
  • Anchor stores of shopping malls with exterior doors accessible by the public
  • Movie theaters
  • Museums (excluding children’s museums and any tactile exhibits)
  • Barbershops, hair salons, nail salons
  • Youth activities including youth recreation, non-contact sports, day and
  • overnight camps, and other programs
  • Office-based work
  • Expanded Government Services
  • All non-CISA and non-closed businesses
  • Large venues (e.g., sporting venues, special event facilities)

Our Chamber's Back-to-Business Tool Kit provides helpful information to reopen your business. Reopening must be balanced with careful planning and diligent follow through to help protect those that depend on you for employment and those that rely on your goods and services.
Remember, we only have one shot at opening the right way, and each business could have a profound effect on whether everyone stays open or gets shut down again.
The Tool Kit also includes information directly from resources such as the Center for Disease Control (CDC), Louisiana Department of Health (LDH), Occupational Safety and Health Administration (OSHA) and others, but understand this guidance is advisory in nature and informational in content. It may or may not be a standard or a regulation, and it neither creates new legal obligations nor alters existing obligations.

COVID-19 LIABILITY
Provides relative to the limitations of liability due to the COVID-19 public health emergency

Limits liability of persons who provide relief or recovery equipment or services during a declared state emergency.

Limits liability for restaurants that provide food-to-go during the COVID-19 public health emergency.

LIABILITY RELIEF
Clarifies and reaffirms that the authority of local government to bring enforcement action under the Coastal Zone Management Act is limited to uses of local concern.

Makes common-sense changes to our legal system to help lower auto insurance rates.
