Rose Lane/ NE Sandy Blvd. Information
Central Northeast Neighbors held a Community Connect Gathering on Zoom December 1st. It was well-attended with neighbors and neighborhood businesses to update and ask questions about the Rose Lane Projects that are happening now along NE Sandy Blvd. Zef Wagner and April Bertelsen from PBOT explained the plans and took questions from participants.
Briefly, the proposed plan to add bus lanes to Sandy Blvd. will reduce motor vehicle capacity on the street. The basic concept is to make the right hand lanes where NE Sandy intersects with NE Prescott, NE Fremont at NE N72nd, NE Broadway and NE Glisan priority lanes for buses, and right turn only for all other motor vehicles diverting traffic on to the angled cross streets. In Hollywood, with the exception of removing parking on the North side of Sandy to extend the curb lane for traffic using the I-84 entrance ramp, there will be only one full service lane each direction through much of the Hollywood District.
Many busineses expressed concern over losing parking along NE Sandy Blvd, specially now during the Covid restrictions. Concerns were voiced regarding notification to some businesses. Many concerns were expressed over the traffic backup especially during the work commute times.
At NE 57th and NE Sandy, the concept is to make NE Alameda one-way westbound for motor vehicles between 57th and 56th. No motor vehicles could enter Sandy from Alameda thereby giving more green signal time for Sandy traffic. The bicycle signal will remain in place. No changes were proposed for NE Sandy at NE 82nd.
PBOT now has an explanatory website up December 9th through January 8th with a survey and an interactive map. Portland.gov/roselanes Since the Sandy Blvd. Rose Lane project is being described as a pilot project, there will not be a full blown community outreach program.

Leaf Day
The Portland Bureau of Transportation’s (PBOT) Leaf Day service sweeps 52 districts with the highest concentration of mature street trees and leaves, about a third of the city. Leaf Day is FREE. Find out if you’re in a district and what your Leaf Day schedule is this year.
From November to December each year, PBOT’s Leaf Day service helps us provide cleaner, safer streets, keep our storm drains clear, and ensure our intersections don’t flood. PBOT instituted Leaf Day because the amount of leaves in our 52 Leaf Districts was simply too much for our regular street cleaning equipment.
Leaf Day pickup is FREE for residents in Leaf Districts. There is no need to opt in or out. If you are not in a Leaf District, please know that PBOT cleans and sweeps all other local residential streets once per year and all major arterial streets 3-4 times per year.

Service Changes
Many schedules have been temporarily changed.
We’ve made some important changes over the past few months:
- Face coverings are required (We have them for free on vehicles if you don’t have one).
- Hand sanitizer is available on all buses and some trains.
- Some seats are closed to help keep riders a safe distance apart.
Office hours and status:
Customer Service
We’ve changed our Customer Service hours so we can have staff available when riders need the most help. We’re available by phone, text email or social media from 7:30 a.m.–5:30 p.m., seven days a week.
LIFT
We’ve temporarily reduced reservation call center hours to 9 a.m.–5 p.m. Monday–Friday and 10 a.m.–5 p.m. on weekends. Customer service hours are 9 a.m.–5 p.m. Monday–Friday.
Transit Mobility Center Closed until further notice.
TriMet Ticket Office Operating with normal hours. Masks and physical distancing required.

Rose City Park Playground Project (RCPPP)
Dear Rose City Park Playground Project supporters,
Wow. "Challenging" doesn't begin to describe the year we've lived through. Rose City Park Playground Project (RCPPP) has experienced a number of challenges. Playgrounds everywhere were roped off, illegal to access. Grantors and donors shifted priorities to COVID relief and racial justice issues. Portland Parks and Rec continues to struggle with budget issues and shifting priorities.
Despite these challenges, we whole-heartedly believe in our playground and our community. We believe there is a strong case for supporting our park. in the first quarter of 2020 alone, we:
• Raised $4,000 through our 100 Families for $100,000 Campaign. Thank you to those who have already given this year!
• Identified local businesses to solicit for support
• Identified a national playground sponsor interested in helping make our dream a reality
• Mobilized our Committee to connect with donors and solicit donations. Thank you, Committee!
• Deepened connections with residents of The Ellington, the city-owned apartment complex bordering the park. When COVID-19 is behind us, our community will crave connection and physical activity; we want to be there for you.

NE 72nd Avenue Plans to Close One Lane through Rose City Park Golf Course
The Portland Bureau of Transportation has plans to permanently close NE 72nd Drive to motorists northbound through Rose City Golf Course while still allowing drivers to use the street one-way southbound. The plan is to utilize the eastside of the roadway as a two-way route reserved for bicyclists that pedestrians can also use.
Eliminating northbound motor vehicle travel on this section of roadway will impact three neighborhoods; Madison South, Roseway and Rose City Park. The plan will add vehicle miles traveled (VMTs) by increasing traffic on both Tillamook and Sacramento Streets, both are bike routes, and increase cut through traffic on 60th Avenue and Snake Hill, both are residential streets. Closing NE 72nd Drive to motor vehicles one-way leaves a 20 block barrier where there are no northbound motor vehicle routes for the people who live in the neighborhoods near the golf course to utilize.
A couple of years ago in a Ped PDX mapping exercise with PBOT representatives, the CNN LUTOP committee identified the need for a new pedestrian facility to ascend and descend the Sacramento Bluff (where there are currently only a couple of trails through the shrubbery) to connect with the currently unpaved pathway on the eastside of NE 72nd Drive through the golf course. By paving this pathway, it could also be utilized by bicyclists in addition to bicyclists sharing the full roadway with cars. There was no discussion at the mapping exercise related to closing a portion of the roadway to motor vehicle traffic.

Mom's Famous Cream Puffs
Ingredients
Shells
· 1 stick butter (8 Tablespoons)
· 1 cup water
· 1 tsp vanilla
· 1 tsp. sugar
· 4 eggs
· 1c flour
MOM'S FAMOUS FILLING:
· 1 pint heavy cream
· 1 package (3.4 OUNCES) instant vanilla pudding
· ⅓ cup milk
· Makes approx. 16
Instructions
Shells
1. Bring the butter, sugar, water and vanilla to a boil.
2. Add the flour and stir constantly until it leaves the side of the pot and forms a ball.
3. Remove and cool.
4. Beat in 4 eggs, one at a time until smooth.
5. Drop by T. onto parchment lined cookie sheets
6. Bake at 400 degrees for 15 mins. Reduce to 350 for 15 mins more.
7. Remove and immediately make a small slit on the side with a sharp knife to let the steam escape.
8. LET COOL.
9. Slice in half and pipe or scoop in Mom's filling.
10. Dust with powdered sugar.
Filling:
1. Beat the cream, pudding powder and milk in a mixer until thick like whipped cream!

As the world grapples with the health, social and financial impacts of Covid-19 we are finding ways to adapt. We have opened an Online Farmstand and are only processing orders and accepting payments online. We offer free farm pickup on Sundays at 1304 NE Gertz Rd, PDX or $3 delivery to certain zip codes in N/NE/SE PDX.

Our products will be restocked every Monday morning at 9am. Orders must be placed by Saturday at 9am for delivery on Sunday. Order placed after Saturday at 9am will be delivered the following Sunday.
Pickup is on Sundays from 3-6 at Lil Starts Farm, 1304 NE Gertz Rd, Portland.
Delivery is on Sundays between 9am and 6pm. We will text when your order is delivered.
Please know we take your health, our health and the health of all our community members very seriously. All of our produce is washed in Sanidate, a food grade hydrogen peroxide based sanitizing solution. After sanitizing our small staff will only handle produce with gloves on. Our farm pick-up location will be cleaned with a sanitizing solution immediately prior to pick-up times and all orders will be kept apart in paper bags. For delivery we will be dropping off without knocking and will send you a message immediately after delivering.
