 After Hiatus, Alaska Returns to Northern Forum. On the world stage, relations between the United States and Russia are tense and chilly, thanks to disputes over Ukraine, Syria and cybersecurity. But in a ground-floor conference room in an Anchorage office building Monday, relations between Americans and Russians were warm and friendly as the state of Alaska officially rejoined a circumpolar organization called the Northern Forum. 0Gov. Bill Walker and Yuri Zakharinsky, chairman of the Northern Forum's Regional Coordinators Committee, signed a document returning Alaska back into the fold of the organization that represents regional governments in the far north.

International Team of Women Scientists, Divers, en route to Nunavut. An all-women team of international scientists, researchers and environmentalists is on its way to Iqaluit this week to study climate change and mentor a group of young Inuit woman across Nunavut. The Sedna Epic Expedition is a four-year long project that launched in 2014. This year's expedition is sending a team of 12 to Iqaluit July 25 to explore changes to the Arctic Ocean.

 Heat Wave Sparks Anthrax Outbreak in Russia's Yamalo-Nenets Area. Thirteen members of a nomadic Siberian community have been hospitalized after a heat wave thawed the carcass of an anthrax-infected reindeer and sparked an outbreak of the disease. Around 1,500 of the animals have died from the highly infectious disease since Sunday, the government of Russia's Yamalo-Nenets autonomous district announced on its website Tuesday.

Russian Defense Ministry Collegium to Discuss Arctic, Kurils Development. Russian Defense Minister Sergei Shoigu will hold a meeting of the ministry collegium on Wednesday.
"Members of the collegium will consider the concept of transportation support in the Arctic and Kuril Islands' areas," the ministry's press service reported. "The meeting agenda also includes issues relating to the implementation of the Northern Fleet's activity plan until 2020 and measures aimed at improving the fighting strength of the troops of the Southern Military District." But Churchill, Man., is not just any town - and its port is not just any business. The Port of Churchill is the only deepwater link between Canada's Arctic waters and its railroad network. Or at least it was before Monday, when Denver-based OmniTrax shut it down, offering little warning and even less in the way of an explanation.

 FAA to Arctic Pilots: Do Not Disturb the Walruses. It doesn't take much to scare a walrus. The scent of a polar bear, the footsteps of a hunter or the drone of a bush plane are more than enough to send the blubbery pinnipeds into panic mode.
In past decades, when ice in the Chukchi and Bering seas was plentiful, small groups of female walruses and their pups lounged around on ice floes. At the first sign of trouble, they could easily slide into the water. But now, with long periods of open water and late summer and the extent of early fall sea ice hitting a record low, tens of thousands of walruses are hauling out along narrow stretches of the Alaska coastline, from Cape Lisburne to Point Lay to Icy Cape. Here, all it takes is one unnerved animal to trigger a deadly stampede.

Arctic Council Hails New Scientific Partnership. Three years ago, at an Arctic Council Ministerial Meeting in Kiruna, Sweden, representatives from the U.S. and Russia put forward a proposal to develop a way to encourage cooperation among the Arctic nations on scientific projects. In particular, they wanted to remove the barriers that kept nations from working together effectively, such as securing visas for the scientists and personnel working on a project or getting permission to move equipment into the countries and up to the Arctic regions. After nine meetings, the Task Force for Enhancing Scientific Cooperation, co-chaired by Evan Bloom, from the United States, and Vladimir Barbin, from Russia, has moved towards establishing the Arctic Council's third binding agreement.

Bridging the Future of Arctic Social Science Research, September 23-24, 2016 (Monticello, Virginia, USA).
The event is sponsored by Arctic Horizons. The event will reassemble the members of the National Steering Committee and a small but diverse selection of representatives from the five regional workshops, to total about 15 people. The aim will be to identify and synthesize the core threads of the previous workshops and public contributions proffered between workshops. The target output for the workshop will be a final report draft and outline of steps leading to the final report release in June 2016. The Jefferson Institute will manage production of the publication.
