SPECIAL JUNE MEETING
TEP chooses PARK AVENUE for 138kV poles
They have selected IB, Park Avenue as their first choice in spite of the fact that the route is in the heart of a residential area, a National Historic District, and near a nursing home and re-hab facility - all labeled "sensitive receptors".

UNDERGROUNDING seen as a possibility because of City Ordinance
Kino-Campbell is a "Gateway Route"

"It was late last week that I confirmed with our city legal staff that this (Gateway Ordinance) is in effect and should guide our conversations with TEP for their planned extension of the new power poles. It’s simply consistent with our codes. When I raised the issue of undergrounding with TEP during early discussions of the extension of the route they pushed back arguing cost."

This could very well be a game-changer, or TEP might fight with the city based on the higher cost of undergrounding.

"The conversation I’ve shared multiple times about the TEP plan to install new, large 136Kv power poles, connecting three distinct power substations is likely being presented to the Arizona Corporation Commission to run along the corridor map (already proposed by TEP) It runs down Campbell, up to around the UA, and over to the new substation they want to install by Banner UMC (then down Park)"

"In a recent Zoning Examiner hearing, the ZE noted that he could not separate decisions about what the new UA substation will look like from knowing the alignment it will take. He was correct – the two issues are joined at the hip. Knowing that TEP has chosen a Gateway Corridor that brings certain design standards with it will help in bringing some clarity to the aesthetics of the alignment piece of his concern. "

The meeting this Thursday will be very interesting. If TEP does not address this issue then attendees should do so. Meanwhile Jefferson Park hopes we can persuade TEP that Park Avenue should not be choice #1. So, two issues: Underground the all the lines in the project, by ordinance, those that incorporate the Gateway Corridor (Kino/ Campbell Ave) and do not build through Jefferson Park!

A group of nine neighborhoods and two Tucson coalitions, led by Sam Hughes, are spearheading an effort to demonstrate that undergrounding the lines is the best option for Tucson. They are proposing that the cost (plus or minus 50 cents) could easily be absorbed by TEP, or if they petitioned for an increase, the nominal cost be added to everyone's monthly bills. Thus far, the Undergrounding Coalition has:
1) published a position paper,
2) raised the $28,000 toward the cost of retaining an attorney
3) is in the process of interacting with other neighborhoods along the route to gain additional support.

Grant Road's Future
What will happen from Santa Rita to Palo Verde?
The Grant Road Task Force met in June and reviewed the changes to the 30% plans for Phases 5 and 6 (that's us). What they said:
  • The adjacent neighborhoods would have places set aside for monument signs. Each neighborhood needs to present a set of plans for the monument sign and pay for its construction and installation.
  • There will be more landscaping overall, though it is unclear how the remnants will be handled.
  • There will be no left turns onto Mountain from Grant.
  • There will be more landscaping on the remnant parcels. TDOT will contract to have the remnants "stabilized" and maintained for 2 years.
UNCLEAR - What will neighborhoods have to fund?
  • The number of acquisitions (i.e. # of homes business that will be purchased) has decreased.
  • There will be no "Michigan Left" at Country Club and Grant.
  • There will be not be a special left turn lane from Mountain onto Grant.
  • There will be no turns into SAMOS on Cherry to eliminate the traffic caused by Salpointe High School.
5G issues continue to heat up!
The 5G issue continues to heat up in Jefferson Park; 5 antennas going up in JPNA (at least they are co-located on TEP poles, so this is an improvement), and JPN neighbors on Waverly are concerned! Your Land Use Committee is reviewing the City's draft Small Cell Tower manual (contact joanchall@yahoo.com if you'd like a copy). If you are worried about public safety, privacy, or property values due to small cell towers, contact Ward 3 (ward3@tucsonaz.gov) and the Mayor's office (Ramirez@tucsonaz.gov) and tell them pass the ordinance drafted by SafeTechTucson (https://www.safetechtucson.com/the-ordinance)

"Each week – almost each meeting I attend on this issue – the layers of the 5G onion get pulled back yet a little more. Last week during a Feldman’s meeting I learned that not all the blue staking you might see means there’s a cell pole planned for the location. As the telecom companies are out ‘doing their homework’ looking for sites, they call for blue staking to be sure if they choose a particular location, there won’t be surprises underground that’ll cause them to have to go back to the drawing board. So, if you see blue staking, please continue to bring it to our attention, but don’t immediately assume there’s a 35’ tall pole coming to that site.  (call ward 3, 520-791-4711)
We made some progress with both AT&T and Verizon last week. Each of them had a site selected that neighbors who live in the immediate area found disturbing. In the AT&T case, they’ve agreed to suspend construction until September, and in the interim, they’ll look at the location for alternatives. And in the Verizon case, they’ve agreed to hold off on construction until the end of June, and they’ll reassess then. One part of the Verizon decision is meeting with the neighborhood to discuss Verizon’s plans for the area, and to talk about the health effects some residents are concerned about. 
It’s important to remind you once again – the city is prevented by both federal and state statutes from basing approval or denial of a site location permit on health standards.  
Finally, we’re within a couple of weeks of having the utility site manual finalized. From my perspective, the two most important pieces of that involve a new requirement that new poles cannot be within 150’ of another ‘vertical element’ (streetlight, street sign, other cell poles, etc.) and a very robust public notice policy. I’ll share it with you once we’ve got it ready. 
We’re clearly in a new conversation with the telecom providers than we were about 6 months ago. Then all I was hearing was ‘we have no voice’. Now we’re enjoying a more collaborative approach. Credit the city, telecom providers and TEP for coming together to find solutions."

The U of A will begin to build the Applied Research Building on Helen, just south of the Highland Parking garage. For those residents who bike or walk to the U of A, please note that the Highland Underpass will be closed to pedestrians and bicyclists over the summer and will reopen in August.

( From Garden District Newsletter) The ADU ordinance proposal is going to Mayor and Council study session on June 30th via zoom. There will be a Call to the Audience. At this point, the design guidelines of the ADU ordinance will not be applied the same to all neighborhoods. Homeowner’s Associations are exempt from ADUs.  More affluent neighborhoods that can pay the fees and have the wherewithal and volunteers to qualify for Historical Preservation Zoning (HPZ) and Neighborhood Preservation Zoning (NPZ) will have more protections and stricter design guidelines for ADUs than lower income neighborhoods The ADU ordinance should be written so that it is equitable. The regulations and design guidelines should be the same for ALL Tucson neighborhoods, regardless of economic status of residents.

Parklet at Edison and Campbell Access Rd
Many thanks to the JP neighbors who include trash pick up with their dog walks along the Campbell Ave Access Road!!!
3rd Saturday of the month, 8:00 am, in the parklet at the end of Edison at Campbell Avenue some gather to perform our "Adopt a Park" work. The work also extends south and north on the roadway. Garbage bags and tools supplied. "Many hands make light work". If you do pick up trash during the week, or just prefer to pick it up at your time of choice, please contact Joanne Osuna at cricket16@cox.net and your time will count. We report our hours to Tucson Clean and Beautiful as part of the Adopt-a-Park Program.
