On Thursday, June 4, the Board of Commissioners held a special meeting to discuss moving into Stage Two of Maryland’s “Roadmap to Recovery.” They voted unanimously to move forward with reopening non-essential businesses, including additional personal services, in accordance with Stage Two of Governor Hogan’s executive order that becomes effective at 5 p.m. on Friday, June 5. All businesses must comply with the Governor’s guidance and follow best practices, which are
available online.

What Does Stage Two Look Like?
The following are
highlights
from Governor Hogan's Order dated June 3, 2020. It is recommended and encouraged that you
read the complete order
for a full listing and understanding of the variety of establishments that are permitted to/not permitted to open:
|
|
Now Open, or Expanded Operations:
|
|
RELIGIOUS FACILITIES may open to the public, provided,
however, the total number of persons permitted in a in the facility at any one time
shall not exceed 50% of that facility’s maximum occupancy.
RETAIL ESTABLISHMENTS may open to the public, provided,
however, that the total number of persons permitted in the establishment at any one time
shall not exceed 50% occupancy.
BEAUTY SALONS AND BARBER SHOPS (PERSONAL SERVICES ESTABLISHMENTS) may open to the public
by appointment only, and
no more than 50% capacity: Beauty salons and barber shops may
only provide hair services.
MALL STORES
with outside access may open (ex: Macy's, Dicks Sporting Goods, etc.).

OTHER PERSONAL SERVICES ESTABLISHMENTS such as tattoo parlors, tanning salons, massage parlors, and establishments that provide esthetic services or provide nail technician services may open to the public
by appointment only, and
no more than 50% capacity:
OUTDOOR RECREATION OPPORTUNITIES may open to the public: golf courses and driving ranges, outdoor archery and shooting ranges, marinas and watercraft rental businesses, campgrounds, horse boarding and riding facilities, drive-in movie theaters, outdoor swimming pools, outdoor day camps, and tour boats.
RESTAURANTS/FOOD ESTABLISHMENTS (restaurants and bars; and social/fraternal clubs) may open for
outdoor service only. They may continue curbside service and takeout/delivery. Tables must not have groups larger than six, except members of the same household. Facilities may not offer buffet format.

Facilities that Remain Closed or with Restrictions:
|
|
GATHERINGS OF 10 OR MORE
: Social, community, recreational, leisure, and sporting gatherings and events of more than 10 people (“large gatherings and events”) are NOT permitted.
All SENIOR CENTERS and senior citizen activities shall remain closed.
All FITNESS CENTERS shall remain closed to the general public.
THEATERS shall remain closed to the general public.
MALL STORES
that
do not have direct access exits to outdoors will
remain closed, including the common areas within the mall.
RECREATIONAL ESTABLISHMENTS
that remain closed: Bingo halls, bowling alleys, pool halls, amusement parks, roller and ice skating rinks, miniature golf establishments, and social clubs.
