Please read carefully the APRN Compact - MultiState License proposed legislation that was attached in the recently sent ABON email/survey. The APRN Compact has the potential to impact future AL Full Practice Authority legislation by locking in specific guidelines that may not benefit AL NPs in the future.
The APRN Compact, adopted August 12, 2020 by the National Council of State Boards of Nursing, allows an advanced practice registered nurse to hold one license with a privilege to practice in other compact states

Points of interest:
  1. The MSL would only be applicable for states that have legislatively passed the APRN Compact. For the Compact to be enacted (useable) SEVEN states must pass the legislation. In other words, if AL passed legislation in this next session SIX other states must also pass legislation for the Compact to be active. Until those other states pass the legislation AL NPs would be in limbo and not likely to be in a position to submit legislation for FPA.
  2. The MSL would lock in rules, such as transition to practice hours, that NPAA would be committed to when submitting FPA legislation. Evidence is clear that APRNs are prepared for safe entry to practice at the point of graduation from an accredited graduate program and successful passage of a national certification board examination.
  3. The NCBSN APRN adoption requirement for all four roles DOES NOT INCLUDE controlled substances. This is huge as NPAA and our members fought for controlled substance prescribing and we do not want any steps that would endanger this prescribing right.
  4. NPAA is continuing to engage stakeholders to submit legislation for FPA in the near future!
  5. NPAA is not against the the APRN Compact-MSL, but we believe that FPA for ALL Alabama APRNs is the starting place with the APRN Compact and subsequent MSL to follow.
