MODIFIED STAY AT HOME ORDER - MAY 30
|
|
Lifting mitigation measures is only possible with widespread availability and access to COVID-19 testing, tracing and treatment. The data show that if the state were to lift mitigations abruptly this week, this would result in a second wave of infections, hospitalizations and deaths.
After consulting with doctors, scientists and experts in Illinois and across the world, the Governor has announced he will sign a modified version of the state's stay at home order that will go into effect on May 1 and extend through the end of the month. The modified order will strengthen the state's social distancing requirements while allowing residents additional flexibility and provide measured relief to non-essential businesses in the safest way possible.
The new executive order will include the following modifications effective May 1:
* OUTDOOR RECREATION: State parks will begin a phased re-opening under guidance from the Department of Natural Resources. Fishing and boating in groups of no more than two people will be permitted. A list of parks that will be open on May 1 and additional guidelines can be found on the Illinois Department of Natural Resources website
HERE . Golf will be permitted under strict safety guidelines provided by the Illinois Department of Commerce and Economic Opportunity (DCEO) and when ensuring that social distancing is followed.

NEW ESSENTIAL BUSINESSES: Greenhouses, garden centers and nurseries may re-open as essential businesses. These stores must follow social distancing requirements and must require that employees and customers wear a face covering. Animal grooming services may also re-open.
* NON-ESSENTIAL RETAIL: Retail stores designated as non-essential businesses and operations may re-open to fulfill telephone and online orders through pick-up outside the store and delivery.

FACE COVERINGS: Beginning on May 1, individuals will be required to wear a face-covering or a mask when in a public place where they can't maintain a six-foot social distance. Face-coverings will be required in public indoor spaces, such as stores. This new requirement applies to all individuals over the age of two who are able to medically tolerate a face-covering or a mask.

ESSENTIAL BUSINESSES AND MANUFACTURING: Essential businesses and manufacturers will be required to provide face-coverings to all employees who are not able to maintain six-feet of social distancing, as well as follow new requirements that maximize social distancing and prioritize the well-being of employees and customers. This will include occupancy limits for essential businesses and precautions such as staggering shifts and operating only essential lines for manufacturers.

SCHOOLS: Educational institutions may allow and establish procedures for pick-up of necessary supplies or student belongings. Dormitory move-outs must follow public health guidelines, including social distancing.
The Illinois Department of Public Health will also be issuing guidance to surgi-centers and hospitals to allow for certain elective surgeries for non-life-threatening conditions, starting on May 1. Facilities will need to meet specific criteria, including proper PPE, ensuring enough overall space for COVID-19 patients remains available, and testing of elective surgery patients to ensure COVID-19 negative status.

National Restaurant Association Blueprint for Recovery: Take Action Now

he National Restaurant Association has launched a new nationwide grassroots campaign to encourage Congress to support the restaurant
Blueprint for Recovery
. The Blueprint calls on Congress to:
- Authorize and Appropriate a Temporary Emergency $240 Billion Restaurant and Foodservice Industry Recovery Fund ("RFIRF")
- Replenish Funding and Fix the Structural Issues of the Paycheck Protection Program ("PPP")
- Create a Tax Credit or Grant Program for "Healthy Restaurants"
- Provide Federal Relief for Employer's Share of Unemployment Insurance
- Enact the "SNAP COVID-19 Anti-Hunger Restaurant Relief for You Act of 2020" (SNAP CARRY Act) Proposal
- Increase Funding for Economic Injury Disaster Loans (EIDLs)

Hinshaw & Culbertson has provided an overview of the Families First Coronavirus Response Act that was signed into law by President Trump. The law expands FMLA along with separate paid sick leave benefits to American workers. The law becomes effective April 2, 2020, and it also contains a sunset provision.
The summary contains key facts for (1) paid sick leave benefits and (2) the expansion of the family medical leave provision. As a threshold matter, employers will want to understand if they are subject to the new law, and which of their employees are entitled to the benefits. The summary also identifies the qualifying reasons for either sick pay benefits or expanded paid FMLA leave. Finally, among the important components are the compensation requirements and applicable caps.

Sewer Main Replacement Project#7322
Department of Water Management (DWM) and Sumit Construction crews have begun restoration of the sewer main trench.
Monday, April 27th through Wednesday, April 29th
Crews will return to perform concrete restoration, of the trench, at all locations adjacent to driveways. These locations will be covered with steel plating from in order to maintain access to properties outside of working hours.
Asphalt resurfacing of Barry from Broadway to Sheridan is scheduled to take place in mid to late May.
Neighborhood Impacts:
- Parking: Crews have posted 24-hour "No Parking" signs from on Barry from Broadway to 440 W. Barry from Thursday, April 16th through Friday, May 8th.
- A traffic lane, one-way eastbound, will be maintained in the curb lane.

The Lakeview East Chamber of Commerce has pulled Sidewalk Sale Permits for the following addresses and weekends throughout the Summer and Fall. If you plan to have a Sidewalk Sale or Sidewalk event, you will need to have the printed permit displayed. We are still waiting on the physical permits and will send them to you once we have them. - The alleys will be closed to through traffic at all times.
- Vehicles will be unable to enter/exit garages and parking spaces in the alley between W. Roscoe Street and W. Newport Avenue during this closure.
- Vehicles access to garages and parking spaces located in the alley west of N. Sheffield Avenue and east of N. Seminary Avenue will be maintained (except for 3406 N. Sheffield Avenue).
- If you need further information about alternative parking and temporary parking passes, please contact the contractor, Walsh-Fluor, at 708-253-9772.
- The contractor will maintain garbage and recycling pickup.
