Hear ye, hear ye . . . Vermont is officially back OPEN for business! Hip hip hooray!
 
Vermont had hoped to enter the next and final step of the Vermont Forward Plan sometime around July 4, requiring at least 80% of eligible Vermonters to be vaccinated. Vermonters are used to rising to a challenge and we exceeded that goal by a full three weeks when Governor Scott announced on June 14 that Vermont is now in Step 4!  
 
Step 4? What does that mean?
* No quarantine or testing requirements.
* No travel restrictions.
* Masks and physical distancing are NOT required if you are vaccinated. They ARE required if you are not vaccinated.
* A
nd the best news of all, especially for restaurant owners and diners, all event and gathering restrictions and requirements are lifted.
 
June in vermont is buggy
Vermont is still encouraging residents and visitors to follow Universal Guidelines:
1. Stay home if sick.
2. Wear a mask (if you are not vaccinated).
3. Observe physical distancing when possible.
4. Practice good hygiene (Wash Your Hands).
5. Think before you travel.

Guidelines for the Display of the U.S. Flag 
Guidelines for the Display of the Flag
With summer and several holidays fast approaching, I asked my friend and neighbor Greg Eckhardt (U.S. Army, Retired) to write an article regarding the customs and courtesies associated with using and honoring the U.S. flag.
 
Greg writes: "My goal here is to clarify how the flag should be displayed in a few common circumstances, as well as to clarify some of the customs associated with honoring the flag during ceremonies.

In order that everyone understands the terminology associated with the flag, let's start with Section 1 of the flag code, "The flag of the United States shall be thirteen horizontal stripes (one for each of the original thirteen colonies, seven red and six white), alternate red and white; and the union of the flag shall be forty-eight (now fifty) stars, white in a blue field."

- One mistake I frequently see around Vermont and other states is the position of the flag when hanging on a wall or in a window. Section 7(i) clarifies by stating that "When displayed either horizontally or vertically against a wall, the union should be uppermost and to the flag's own right, that is, to the observer's left."

Display Prominently - Section 6 of the code (Time and Occasions for Display) states in part that It is the universal custom to display the flag only from sunrise to sunset on buildings and stationary flagstaffs...However the flag may be displayed 24 hours a day if properly illuminated. In other words, when the flag is flown at night, it must be well-lit. Section 6 also states that "The flag should be hoisted briskly and lowered ceremoniously" (slowly). It "should not be displayed on days when the weather is inclement, except when an all-weather flag is displayed. Finally, section 6 describes what days in particular the flag should be displayed (like Memorial Day, Independence Day, Veterans Day, the birthdays of States, and so forth).

Vermont Considers Changes to Rental Rules 
The first half of Vermont's 2021 Legislative Session has officially ended, and like everything in the past year, it was a wild ride! Vermont has a biennial legislative session, so any unfinished business can be picked up for action when the legislature reconvenes in early 2022. There were a number of real estate, property and home-ownership bills before the legislature. Of special interest to some Vermont homeowners are two bills calling for changes to the state's rental housing rules.
 
Vermont Capitol in Spring
S. 79, an act relating to improving rental housing health and safety and improve rental housing health and safety has passed the Senate and is currently before several committees in the House. This bill will require the registration of both long- and short-term rentals in order to ensure they meet the requirements of health and safety codes and are paying Vermont's Room and Meals Tax. A $35 per unit rental registry fee would cover the cost of additional inspectors among other expenses.
 
S. 79 would also provide funding to rehab rental properties through the Vermont Housing Investment Program (VHIP) and money for a first-time homeowner rehab and down payment assistance. Vermont is facing a severe lack of affordable rental units for our full-time residents.
 
H. 200 is another bill with an eye to regulating short-term rentals. This bill failed to move forward out of committee but it is possible it may be revisited in 2022. According to state date, there are currently 80,000 short term rental properties in Vermont, and this bill was designed to protect the residential rental market, support full-time residency, discourage real estate speculation, and level the playing field for short-term rentals (less than 30 consecutive days) and other types of lodging. Included in this bill is a provision that would require an owner or landlord to reside on the premises for at least 270 days out of the year.

Stratton's New Mountain Bike Park

There is an exciting new outdoor adventure option in Southern Vermont with the opening of Stratton's new Mountain Bike Park, featuring 5-miles of hand-shaped and machine-crafted downhill mountain bike trails. Designed and built by Sinuosity, the Vermont-based company is respected for eco-friendly practices and unique layouts. They've woven together natural terrain and machine-shaped features to create fun and flowing lines designed for progression. Phase One of the park features eight downhill trails for beginner to advanced mountain bike skill levels, there is a trail for you to progress on at the Stratton Mountain Bike Park.

Stratton Mountain Bike Park tickets MUST be purchased online. Walk-ups will not be accepted to reduce contact points. Tickets can be purchased in advance of your arrival or via Smartphone the day of. A link for ticket purchases can be found below.

Green Mountain Gourmet 
Rhubarb Syrup
 
This super-simple syrup can be used in a variety of ways, ranging from bright and delicious cocktails to an ice cream topping. The recipe makes about 1.5 quarts, but you can easily make 1/2 or 1/4 of the recipe. 
 
8 c. rhubarb pieces, cut in 1" pieces 
2 c. water
2 c. white sugar
Pinch of salt
1/4 to 1/2 c. freshly-squeezed lemon juice
 
Homemade refresh cocktail drink with fresh rhubarb_ lemon and mint. Watercolor hand drawn illustration isolated on white background
Combine rhubarb and water in a large pot. Bring to a boil and then simmer for about 20 minutes with the pot partly covered (otherwise, it can boil over). After 20 minutes, the rhubarb should be very soft and falling apart. Add 1 cup of the sugar, stir in well until dissolved and taste for your desired degree of sweetness/
tartness. You can add more sugar, up to an additional 1 c. if you like it very sweet. Stir well until sugar is dissolved. Let the mixture sit, covered, for about half an hour.
 
Strain the rhubarb mixture through a fine mesh strainer over a large bowl and press the rhubarb pulp with the back of a spoon to extract as much liquid as possible. There should be about a quart. Add lemon juice to taste (start with half of the total amount you'll be using and add more as needed).
 
Ideas 
* Summery Pink Drink - 1.5 - 2 oz of your favorite gin or vodka, add an equal amount of the rhubarb syrup and shake or stir well. Serve in a high-ball or tumbler glass and top with unflavored seltzer water (or a complimentary flavor). Garnish with limes, mint or basil!
* Make it a mocktail by eliminating the alcohol.
* Instead of maple syrup, serve with whipped cream over pancakes or waffles
* Serve over vanilla or a sweet cream ice cream

Thursdays in the Garden at Hildene - Join Hildene's amazing gardeners from 3:30 to 4:30pm, for an informal walk-and-talk in the teaching gardens behind the Welcome Center where Hildene maintains the following gardens: flower cutting, butterfly, peony, and the Giving Garden (which supplies produce to the local food cupboard). Summer in a Jar: Pressure Canning Workshop at Hildene -Those who do canning know well the joy of opening a jar of preserved veggies in January and experiencing the wonderful tastes of summer. On August 29 from 1:00 to 3:00pm at Hildene, Jane and Ken Moriarty will teach participants how to make and preserve a tomato-squash-onion sauce (a base for so many wonderful recipes) by demonstrating the safe and straight-forward pressure-canning methods of today.  $15 for members, $20 for non-members. Limited to 10 participants, each of whom will take home a quart jar of sauce. Preregistration required by Wednesday, August 25. For more information and to register, contact Stephanie at 802.367.7960.
