CHIEF ADMINISTRATIVE OFFICER (CAO) CHANGE
|
|
After 25 years as the Chief Administrative Officer for the Municipality of Cumberland, Rennie Bugley is retiring as of January 29th, 2021.
Mr. Bugley is excited to begin this next chapter, in which he will have more time to focus on his family, health and garden
Over Rennie's 25 years with this organization he's proud of the progress and successes we have had in providing exceptional programs and services to the residents we serve. I know that the staff capacity we have built though the two dissolutions will support our new council now and in the future.
Council and Staff of the Municipality wish Rennie the very best and much happiness in his retirement.

Council Determines CAO Recruitment Process
At the January 27th meeting, council rescinded a previous motion to use an external recruitment agency as part of the CAO selection process. Instead, the recruitment committee moved forward with a decision to use pre-existing organizational capacity to advertise for the position.
Manager of Organization Development and Innovation, Allie McCormick was appointed by council as the acting CAO. McCormick has been with the organization since 2015 and holds a Bachelor of Arts degree in Political Science from Mount Allision University, and a Master of Public Administration degree from Dalhousie University.

Municipal Office Hours for Heritage Day
In recognition of Heritage Day, our three Service Centres and the Dr. Carson and Marion Murray Community Centre will be closed on Monday, February 15, 2021 and will re-open Tuesday, February 16, 2021 at 8:30 a.m.

Mayor Scott Proclaims February, 2021 as African Heritage Month in the Municipality of Cumberland
The Municipality is pleased to once again partner with CANSA and The Town of Amherst in supporting African Heritage Month, 2021.
This year's Theme is: Listen, Learn, Share and Act". This recognizes the important legacy of people of African descent and also brings focus and increased awareness of racialized issues of a community that has overcome great adversity for inclusion.

Public engagement opportunity - Glooscap Campground
The Municipality of Cumberland currently owns and operates the Glooscap Campground. Council is considering the option of leasing the management of the campground to a third party. The third party would then be responsible for upkeep and promotion of the campground.
*Beach access for area residents would be guaranteed in any lease agreement.*
Residents are encouraged to share their thoughts on this in a survey which can be found here. Feedback will be collected until February 5, 2021.

Winter Parking Regulations for the communities of Springhill and Parrsboro
Parking is restricted on Municipal streets in the community of Springhill between midnight and 6 a.m. or at any other time that could interfere with snow clearing operations by Public Works employees.
Parking is restricted on Municipal streets in the community of Parrsboro between midnight and 7 a.m. or at any other time that could interfere with snow clearing operations by Public Works employees.
Vehicles left unattended during these times may be ticketed and/or towed at the owner's cost and risk. Also, please remember that snow from private residences cannot be pushed out into a Municipal street or across a Municipal street for disposal, by either a resident or private contractor removing snow for a resident or business.
These temporary regulations shall be in full force and effect from November 1, 2020 until May 1, 2021.

Application deadline for 2021-22 grants is March 31st. Please be advised that there is an updated grant application form available on our website, along with updated guidelines.
*REMINDER: For accountability purposes, all recipients of grants from the Municipality of Cumberland are required to provide accurate financial documents demonstrating how their grant money was spent from the previous year, and to demonstrate that the project (activity, facility, or event) approved by Council was actually carried out as described in the application. Final Project Financial Report Forms can be found on our website.
Final Project Report Forms should be submitted along with (or ahead of) grant applications being submitted for the 2021-22 fiscal year.

The Municipality of Cumberland operates three water utilities - Parrsboro, Pugwash and Springhill. Health Canada and the Nova Scotia Department of Environment have regulations regarding the quality of drinking water and the tests to ensure the quality is maintained. Results in the Parrsboro Water Utility have determined that there are incidences of increased lead concentration in some of the samples.

PROVINCIAL VOLUNTEER AWARDS

National Volunteer Week: April 18-24, 2021
Nova Scotians who want to recognize outstanding volunteers can now nominate people for the 47th Provincial Volunteer Awards, which mark National Volunteer Week every year. The awards recognize Nova Scotians who are driving positive change and inspiring others in their communities. This year's awards will be broadcast live online on Monday, April 26.
The award categories include the Youth Volunteer Award, Family Volunteer Award and the recently created Nova Scotia Strong Award, recognizing resilience during a time of tragedy or struggle. A Provincial Volunteer Award may also be awarded from each municipality and Mi'kmaw community. Deadline is midnight on March 1, 2021. Learn More

Volunteer Training
Learn 2 Lead is a series of workshops organized by Cumberland area municipalities (Cumberland County, Oxford, Amherst) to offer their residents opportunities to train locally, rather than needing to travel. The goal is to provide additional training to leaders in our communities - volunteers, coaches, and leaders of all backgrounds.
We have been running this program since 2014, and there are lots of upcoming workshops!

Third Annual Fundy Shore Winter Carnival
YES...the carnival will be happening in 2021. It will be modified for COVID-19, but we wouldn't miss it!!
The carnival was created out of a desire to see communities along the Fundy Shore connected and to get people outside in the coldest month of the year. The depths of winter can be challenging for many to get out for anything more than necessary. We wanted to provide some reasons to brighten up the options and get everyone out for some solid winter fun!

This year's Chilli Willi Winter Festival is on! It will look different than most years, due to COVID-19 restrictions, but it will still be happening!
The festival will be focusing its efforts on virtual offerings, so that we can continue to follow all Public Health guidelines.

SportFund COVID-19 Recovery
Sport Nova Scotia is very excited to announce a new one-time Sport Fund COVID-19 Recovery Grant, intended to help organizations who incurred increased expenses due to the pandemic. Expenses supported through the grant will include COVID-19-related program delivery adaptations such as: increased facility rentals, extra equipment, additional coaches/ leadership support, and cleaning materials.
The current allocation for Sport Fund COVID-19 Recovery Grant is $140,000 province-wide. The maximum ask is $5,000. It is not anticipated that the grant will cover all expenses incurred, however, our hope to provide a bit of financial relief to help groups continue to contribute to the sport sector and their communities through these difficult times.
The Sport Fund COVID-19 Recovery Grant criteria, with all of the details of this program is attached. Please note you are required to connect with your Regional Sport Consultant, about this process and for support as needed. If an applicant is a member of a Provincial Sport Organization, the respective Provincial Sport Organization will be contacted directly.

Scott's Gro for Good Grants
Each Gro for good grant will be valued at $2,500 (cash and in-kind product donation) and will be awarded to selected projects across Canada based on community impact, youth involvement and sustainability.
*Each recipient will also be able to compete for an additional grant of $ 2,500 through the #GroForGood social media campaign.
Canadian charitable organizations or non-profit groups are invited to apply for a grant to create or expand a garden or green space that will provide tangible benefits to the community in one or more of the following ways:
-Address a health & wellness need
-Enhancing the environment
-Developing Youth
The gardens or green spaces will need to be substantially completed in the year the grant is awarded and each group will be required to host a celebratory event (dedication, community activity, harvest) in order to be eligible for the additional grant. Applicants will need to demonstrate that they have support from their local municipality and/or school authority along with a plan for the sustainability of the garden. Community involvement needs to be a key element of the project. Application Deadline: February 28, 2021

Diversity and Inclusion in the Workplace Workshop
Learn 2 Lead Cumberland is offering this experiential -reflective workshop which will look at aspects of history, terminology, legislation, barriers and drivers with respect to diversity and Inclusion.
Our discussion will allow us to have an engaging conversation on best practices, share resources and be informed on what we can do in our roles as leaders, learners, educators and community members to reduce barriers.
Using a diversity and inclusion lens participants will also be introduced to socio, cultural and cognitive-functional differences and discuss impacts in the workplace and community. Designed with group exercises and a series of debriefs, the session will aim to maximize participant engagement and knowledge transfer.

Apply for a heating assistance rebate: Heating Assistance Rebate Program
The Heating Assistance Rebate Program helps low-income Nova Scotians with the cost of home heating. Rebates range from $100 to $200. You can apply until 31 March 2021.

Emergency Repair Program
The Emergency Repair Program helps low-income homeowners in rural areas pay for emergency repairs so they can continue to safely live in their homes. You can receive a grant of up to $7,000 for eligible repairs (e.g. heating systems, chimneys, doors & windows, foundations, plumbing, electrical systems, etc.)

Provincial Housing Emergency Repair ProgramThis additional program administered by Housing Nova Scotia helps homeowners make emergency repairs to their homes. Eligible homeowners can receive a forgivable loan up to $6,500 to help cover the costs of materials and labour. Repairs must be permanent and consideration will be given to repairs that improve health and safety such as wiring, roofing, septic tanks and wells

The Senior Citizens Assistance Program
If you are a Nova Scotian senior and would like to stay in your home but can't afford the necessary repairs to roofing, plumbing, or heating, Housing Nova Scotia is ready to give you a grant of up to $6,500 to cover these costs.

Your Energy Rebate
Designed to help with the rising cost of home energy, this Service Nova Scotia rebate is automatically applied to your power bill for most people (those homes fueled by home-delivered oil, propane, firewood, and natural gas).
Those with homes powered by other energy sources, such as kerosene, coal, and wood pellets need to apply. The rebate you receive is equal to the provincial portion of the HST on your bill.

Efficiency upgrade financing available
The Municipality of Cumberland and the Town of Amherst have teamed up with the Clean Foundation to offer qualified homeowners low-interest financing for energy-efficiency upgrades to their homes.
The Property Assessed Clean Energy program is administered by the Clean Foundation for the municipalities, and starts with a home assessment to see if homeowners could save as much or even more in energy and heating expenses than the cost of the retrofits. Financing is available on a first come, first-serve basis, with each municipality committed to up to 10 homes per year.
"We offer low-interest financing to homeowners to help them make clean energy upgrades to their home," explained Andrew MacDonald, director of finance for the Municipality of Cumberland. "The financing is for up to $25,000 and is paid back over a 10-year period." Learn More
