Job Creation – When a small business opens its doors for business they create jobs many of which pay well. Well paying jobs create more disposable income for people to use within the community.
Creates local partnerships – By supporting our local businesses we create lasting partnerships in which businesses owners feel connected and committed to the community. Many times these local businesses donate to fundraisers, charity events, and so much more.
Better for the environment – Local businesses tend to have less negative impact on the environment because they are often located in central business districts or in other existing retail areas and therefore require relatively little infrastructure investment. Additionally small businesses often carry more locally produced goods or are producers of local goods. Locally sourced products are better for the environment because less fossil fuels are used compared to shipping from out of the region or country.

The following information was provided by Cheryl Johnson, Galveston County Tax Assessor:

Galveston County Values Increased $3.7 Billion on existing properties. That does not include industrial or large commercial properties.

Economic Impact of Coronavirus

Although there is no evidence thus far, real estate prices could fall as a result of unemployment, an oversupply of housing and mortgage foreclosures caused by the pandemic (or falling oil prices). This will create economic depreciation and will likely result in reduced values.

CADs typically value half of the school districts each year. In 2020, GCAD reappraised Dickinson, Hitchcock and Texas City ISD's. (If a high number of sales occurred in other areas, values will have increased in those neighborhoods as well.) In 2021, Clear Creek, Friendswood, Galveston and High Island ISD's will be valued.

Economic depreciation takes time to be reflected in the marketplace and CADs are slow to recognize it. It is not likely that values will be lowered in school districts appraised in 2020. Thus, those protesting this year may find it beneficial to protest next year in order to benefit from lower values, thus lower taxes, both years.

Bayou Realtors COVID-19 Message

To our valued clients,

On Monday, April 27, Governor Abbott presented his plan to reopen Texas for business. His stay-at-home order was lifted yesterday, and beginning May 1, restaurants and retail stores will be allowed to open at 25% capacity.

As an essential business, Bayou Realtors has remained open for business throughout the duration of the various stay-at-home orders, albeit limited to appointments only. Thus, while the Governor's plan reopens many previously closed businesses, we will continue to remain open by appointment only until at least May 18, unless the Governor lifts all restrictions prior to that date. At this time, we will again review all of the information available and make a decision as to whether we open our doors to the public.

Since the pandemic began, our priority has been, and will continue to be, the safety of our employees and clients. We continue to closely monitor this situation and to do everything we can to protect you and our employees, as well as assist you in keeping your business as normal as possible.

To accomplish this mission, we ask that you adhere to the health protocols contained in the Governor's Report to Open Texas. The protocols include:

  • Self Screening before entering for any of the following symptoms:
  • Cough
  • Shortness of breath or difficulty breathing
  • Chills
  • Repeated shaking with chills
  • Muscle pain
  • Headache
  • Sore throat
  • Loss of taste or smell
  • Diarrhea
  • Feeling feverish or a measured temperature greater than 100͒℉
  • Known close contact with a person who is lab confirmed to have COVID-19
  • Wash hands or disinfect your hands upon entering our office and after any interaction with employees, other clients, or items in the office.
  • Maintain at least six feet separation from other individuals not within your household. If such distancing is not feasible, other measures such as face covering, hand hygiene, cough etiquette. cleanliness, and sanitation should be rigorously practiced.
  • Consider wearing face coverings (over the nose and mouth) when entering our office, or when within six feet of another person who is not a member of your household.

In preparation for our office reopening at some point, we are working on obtaining supplies such as face masks and hand sanitizer. To minimize your risk of exposure, we require our staff to regularly use had sanitizer, clean their stations, clean the facility, and maintain social distancing as much as possible.

Dickinson Public Library
Dear Patrons,
Beginning May 4th, 2020, the Dickinson Public Library will provide curbside circulation for books and DVD’s. This will be available Monday-Friday from 10am to 5pm with final pickups being done by 5pm. Individuals who would like to utilize this service will need to have a valid Dickinson Public Library card and be in good standing with the Galveston County Library System. Patrons will need to reserve the books online in our online catalog or call the library and we can assist them over the phone. We will be limiting check-outs to 5 items per library card. We are asking that patrons give the staff a one-hour window to pull and process the books for check-out before heading to the library for pick-up.
When you arrive at the library to pick up your materials, please do the following:
*Call the Pickup Line at  281-534-3812 to notify staff that you are here to pick up your reserved items.
*Be prepared to give the color and model for your vehicle to expedite delivery in case there are several vehicles in the queue.
*Please park in from of the library building so we can easily locate your vehicle.
*Please wait in your vehicle. A staff member will deliver your reserved items to you.
The library is following American Library Association guidelines and quarantining the books for 72 hours before handling them and checking them back into the library collection. Along with quarantining the books, we are also sanitizing them as well. We are striving to make this service as safe as we can for both staff and the community until the library can open back up to full functionality.

The General Land Office - Community Development and Revitalization (GLO-CDR) is compiling a list of planning study topics for CDBG-MIT planning activities and needs your input for specific planning studies.
The State of Texas Mitigation Action Plan allocates $214,859,450 for regional and state planning activities. The GLO encourages the elected officials representing 2015, 2016, and Hurricane Harvey-impacted communities to submit a survey and help the GLO understand what your community needs.
Eligible jurisdictions are identified in the State of Texas Mitigation Action Plan. GLO-CDR will concentrate on regional approaches in addition to specific local solutions to promote sound long-term recovery. For an overview of CDBG-Mitigation, please feel free to watch  this video  or view  this handout . Please complete the following survey to help the GLO learn more about how your area was impacted, long-term goals, and what type of planning studies will assist your area in achieving those goals.

We are seeking your help in increasing awareness of the greater Houston COVID-19 Registry ( https://floodregistry.rice.edu/covid19 ) established by Rice University and its partners and promoting its use among your constituents. The GC-CPEH is a partnership between UTMB, Baylor College of Medicine, and the University of Texas Health Science Center at Houston School of Public Health, which recently received designation as a National Institute of Environmental Health Sciences Core Center. We are supporting Rice University in this critical research study to provide information, data, and answers on the spread of COVID-19, who is being affected, and how.  It is a joint venture of Chambers County, Corpus Christi Nueces County Public Health District, Environmental Defense Fund, Fort Bend County Health & Human Services, Harris County Public Health Department, Houston Health Department, Montgomery County, Texas Parks & Wildlife Department, and Victoria Emergency Management. It will enable rapid communication with participants as events unfold, and through use of data science and analytics, provide real-time information to health departments and other vested stakeholders with a need for critical information, enabling them to: •         Track virus spread over time and across geography
•         Measure economic and health impacts
•         Anticipate healthcare needs as the pandemic unfolds
•         Understand behavior in response to policy changes
•         Identify popular and effective sources of information
We envision that the registry will facilitate testing for COVID-19 and give rise to future studies that will help us to understand the environmental conditions that cause considerable, and in some cases, fatal health disparities among those infected. Participants will also be contacted periodically to provide answers to questions that will inform a greater understanding of community response to the pandemic and planning for this and future events .   For questions about the study, you may contact Dr. Marie Lynn Miranda, the project’s lead investigator, or Rashida Callender at Covid19Registry@rice.edu . For questions about GC-CPEH’s or about UTMB’s involvement in the study, please feel free to call me directly at 409-772-7133.

Cornyn Urges EIDL Improvement for Texas Small Businesses
 
WASHINGTON— U.S. Senator John Cornyn (R-TX) today sent a letter to Administrator Jovita Carranza of the Small Business Administration (SBA) urging her to amend the Economic Injury Disaster Loan (EIDL) program to expedite the $10,000 advances to be received within three days, remove the per-employee cap on advance grants, and restore the maximum loan amount to $2 million. This letter follows Sen. Cornyn’s support of the Paycheck Protection Program and Health Care Enhancement Act , signed into law last week, which provided an additional $50 billion for EIDL loans and allotted an additional $10 billion for advance payments for small businesses.
 
“We understand the Administration has had to make difficult decisions to extend limited resources in the EIDL and Paycheck Protection Program (PPP) accounts,” they wrote.  “However, instituting a per-employee cap on EIDL advance grants and reducing the maximum loan amount from $2 million to $15,000 has left many business owners without sufficient support. We have each heard from frustrated constituents unable to keep their businesses open or employees on payroll while waiting on cash advances under the EIDL program.”  
 
“Unfortunately, entrepreneurs are having to make difficult decisions every day about the viability of their businesses, and most cannot wait 2-3 weeks for assistance. We ask that you and your staff work to approve and disburse these grants as quickly as possible.”

We wish to thank you and your respective staff for working to implement the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The programs established by the CARES Act are helping to support America’s small businesses as they work to maintain operations during the COVID-19 pandemic. 
 
The CARES Act, and the Economic Injury Disaster Loan (EIDL) program in particular, was designed to provide support to small businesses across the country. American small business owners are facing significant challenges maintaining payroll, retaining employees, and covering daily expenses during the COVID-19 pandemic. The program’s mission is to expedite access to $10 billion in capital by allowing small businesses who have applied for an EIDL loan to receive an emergency advance of up to $10,000 within three days.
 
We understand the Administration has had to make difficult decisions to extend limited resources in the EIDL and Paycheck Protection Program (PPP) accounts. However, instituting a per-employee cap on EIDL advance grants and reducing the maximum loan amount from $2 million to $15,000 has left many business owners without sufficient support. We have each heard from frustrated constituents unable to keep their businesses open or employees on payroll while waiting on cash advances under the EIDL program. Additionally, most would have looked to other loan programs if they had known the cap was lowered.
 
Unfortunately, entrepreneurs are having to make difficult decisions every day about the viability of their businesses, and most cannot wait 2-3 weeks for assistance. We ask that you and your staff work to approve and disburse these grants as quickly as possible. It is also critical that the administration keep open lines of communication with the finance and business communities when making substantive changes to the terms of the EIDL program. Now that Congress has provided additional funding for the EIDL and PPP accounts, we urge the Administration to return the loan and grant formulas to their pre-existing levels. We stand ready to provide any and all resources you need to efficiently distribute assistance to America’s small businesses.
