We are pleased to announce that summer school will take place on campus, or in-seat, during the month of July for students entering kindergarten through 8th grade. Students entering high school will have the opportunity to complete on-line summer school in July. More detailed information can be found online

KINDERGARTEN JUMPSTART: JULY 20 - JULY 31
(IN-SEAT CLASSES)
Kindergarten Jumpstart is a half-day program for students entering kindergarten in the fall of 2020. The program runs July 20 - July 31. There is a morning AM class from 8:30 a.m. - 11:00 a.m. and an afternoon PM class from 12:00 p.m. - 2:30 p.m. Registration will be available in June.
1ST - 8TH GRADE SUMMER SCHOOL: JULY 13 - JULY 31
(IN-SEAT CLASSES)
In-Seat summer school will be offered Monday through Friday for students entering 1st-8th grade July 13, 2020, through July 31, 2020, from 8:30 a.m. - 2:30 p.m. Registration will be available in June.
9TH- 12TH GRADE SUMMER SCHOOL: JULY 13 - JULY 31
(ONLINE INSTRUCTION)
Online summer school will be offered Monday through Friday for students entering 9th - 12th grade July 13, 2020, through July 31, 2020. It is expected that students will have 4 hours of work and instruction per day.
- Registration: Online registration is available on a first-come, first-serve basis. You can complete the online registration here. Registration forms must be complete separately for each student. All registration must be completed by Friday, June 19, 2020.
- Course Offerings: The purpose of an online-only summer school is to provide several options for students to receive high school credit and therefore continue on-track for graduation. Offerings will include Personal Finance and Health for initial credit, and Credit Restoration for students needing to recover credit from failed courses needed for graduation.

Congratulations to the Hallsville High School Class of 2020! Last week, the Hallsville High School Counseling Department hosted its annual Senior Awards Ceremony virtually.

Graduation
Class of 2020
Our thoughts have been with the senior class of 2020 during this unprecedented time, especially in regards to graduation. Graduation is a time of celebration for students, parents, and family members, and an event that should be celebrated to its fullest.
As there are many state and federal guidelines to follow, graduation was not hosted on May 17th as originally planned. However, it is the District’s goal to provide seniors with a formal commencement ceremony. It is our hope that by rescheduling, the conditions will allow for a more traditional graduation.
We have identified the evening of
Friday, June 26th
at Hallsville High School football field as the first reschedule date for the in-person graduation, with Saturday, June 27th being an inclement weather date. If it is not conceivable to hold graduation on June 26th due to guidelines still in place, then a reschedule date of
Friday, July 24th
has been chosen, with Saturday, July 25 as an inclement weather date.
It is our hope that social distancing restrictions will not impact our ability to celebrate students in person. However, it is essential that parents, students, family, and community members understand that the district must follow local and state social distancing mandates regarding mass gatherings for the safety of our community. It is a real possibility that the extension or re-implementation of social distancing measures prohibiting mass gatherings could prevent these in-person ceremonies from occurring. It is also probable that this will be a ticketed event with limits to the number of guests. We will release information as plans are developed.

Board Highlights
May Meeting
Preparing for Fall Semester:
The Missouri School Boards Association (MSBA) released a 97- page document listing considerations and suggestions related to the reopening of school. The document has generated a controversial response in the public. It is important to note that this document represents one institution’s opinions among many; for example, MUSIC and legal firms have also published guidelines for consideration. The organizations authoring these documents have done their best to address considerations that may or may not be applicable across the many districts in Missouri—from large districts in densely-populated urban areas to tiny rural schools with only 50 students.
Hallsville has begun our preparations for the fall. As plans are developed, we will continue to reference documents like those mentioned above, along with official guidance from the CDC and our county and state health departments. Once completed, we will have developed various primary and contingency plans specific to the unique needs of our district. Some of the areas to be addressed include health and sanitation, curriculum and instruction, building and transportation logistics, impacts on athletics and activities, and human resources considerations, among others. Plans will be finalized over the coming weeks and months.
Curriculum Camp
: Curriculum camp will be held virtually starting after Memorial Day. The time spent working will be a combination of collaboration and independent work in order to adjust unit and lesson plans, materials, assignments, and assessments for next year. Cross-grade communication will ensure a clear understanding of the content that will need additional time and attention. Teachers have been asked to also prepare contingency plans in the event of additional closures in the fall.
District Facilities Plan
: The district will resume revision of the district facilities plan, including the identification of priorities for the next round of capital improvements. The full process will include the administration of a community survey to solicit input on perceived facilities needs using a no-fee professional community survey administration awarded to the district from Patron Insight.
FY21 Budget
: Mr. Hoffman and Mr. Downs continue our work on budget scenarios for next year. DESE has released the application for CARES Act funding, and there is additional discussion on another federal aid package for public schools. The Missouri legislature passed a budget with full funding of the foundation formula in FY21, which will hopefully materialize and not become subject to withholding. Year-to-date sales tax revenues are holding at a slight increase over the prior year through April. By contrast, DESE just announced they will reduce our May payment due to a lack of gaming revenue. In addition, earlier today, the governor held a conference call with Missouri superintendents. He indicated that due to the current situation, the state will have a $1.2 billion revenue hole, so absent additional funds from the federal government, the state will be looking at $500-700 million in additional cuts above what has already been announced. The governor told districts to anticipate additional major withholds from the June payment. We will continue to move forward with a conservative approach and present the FY21 budget for approval as usual in June.

Bond Construction Updates
As the Primary School construction project approaches completion, the construction manager has determined the project is running under budget. During its special meeting on May 11, the Board of Education elected to reduce the GMP to reclaim some of the funds for use on other projects. These funds—along with remaining bond premium, interest income from investment of bond proceeds, and capital projects reserve funds—will be used to complete the following high-priority projects: installation of security cameras and a public address system in the secondary building, partial roof replacement on the high school, and demolition of the old maintenance shop. Board action is requested on the following change orders: (1) Early release of funds to the district (this will result in a reduction to the GMP); (2) Partial re-roofing of the secondary school building; and (3) Demolition of the old maintenance building and site work.

The May 2020 report presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. Work continues for interior finishes for both gymnasium and classroom additions including overhead lighting, HVAC registers, ceiling grid, and flooring. The exterior envelope is wrapping up with final metal fascia and roofing. Site concrete is currently being installed and is near completion. The front canopy at the gym is also now installed. Mechanical system startup is nearly complete and we anticipate gym equipment arriving on-site at the end of the month.
SM Wilson has requested Board approval of pay application #10, also included in the update. Klingner has reviewed and approved the pay application and will certify with a signature in advance of the Board meeting.

Kindergarten Registration
Class of 2033
Kindergarten registration
for children who will be 5 years or older on or before July 31, and will be entering kindergarten in August 2020, will take place online in July 2020. More information for families will be available in June and will be posted on our district’s website and social media, as it becomes available.
The following documents will be needed to complete your online registration:
- Child’s birth certificate
- Immunization records
- State issued ID of the parent on the birth certificate. If unavailable, a parenting plan or other legal document must be supplied to the school.
- Proof of residency: Including 2 of the following documents:
- Lease/Rental agreement
- Current utility bill (or service start up receipt) showing physical address of residence and parent’s name.
- Mail, telephone, and cable service are not acceptable.
Screenings will take place the first couple of weeks of school during the regular school day.

Matt Cooley
Assistant Principal of the Year
Secondary Assistant Principal, Matt Cooley, was awarded the Assistant Principal of the Year award for the Northeast region of the Missouri Association of Secondary School Principals. His efforts over the past 3 years have greatly benefited Hallsville Schools and the Northeast Principals Association. Matt is responsible for leading in many ways from student discipline to instructional leadership in the high school building. He has helped strengthen the high school staff by focusing on the culture of the building and leading us in a positive direction. This is a great honor for Matt and our school district, and we are proud he has chosen Hallsville as his home. Next fall, Matt will be recognized for this honor at the fall conference held in Columbia, and he will then have an opportunity to compete for the state level AP of Year award.

Coach Brandon Crites
Leading the Boys Basketball Team
The Hallsville School District is pleased to announce that Brandon Crites has been selected as its Head Boys Basketball Coach for the 2020-2021 school year. Coach Crites is a 2005 graduate of Hallsville and has been a member of the boys basketball coaching staff for the past six years as an assistant coach. Brandon was an incredible athlete during his career; his collegiate playing experience combined with the knowledge gained from being a part of successful basketball programs will no doubt assist him in making a smooth transition to becoming our head coach. Coach Crites states, "I am honored and grateful for the opportunity to mentor our students and represent our community in this way. Our teams will bring toughness, competitive spirit, courage, and togetherness that will make our community proud. I believe we will build our basketball program into something very special."
We are very excited to add Brandon to our coaching staff and look forward to watching him lead our boys basketball program.

MATC Completers
Congratulations, Seniors!
In only Hallsville’s third year partnering with Moberly Area Technical Center, we are excited to celebrate our largest class of completers with seven seniors who have dedicated themselves to their technical fields. It is impressive that these student’s volunteer to put in the extra time it takes to become a course completer, with arriving at school earlier than the rest of their classmates, riding a bus 30 minutes each way, and dedicating extra time to a program on top of their regular coursework.
The ability to be a part of a consortium that cares for our students and treats them as their own is a valuable asset to our district because it helps us ensure all of our students have opportunities to become college and career ready. Congratulations to this year’s Hallsville High School MATC completers! We know this experience will help you in your future professions!
