Dear People of God of the Southwest California Synod,
 
May the grace of our Lord Jesus Christ and the love of God continue to uphold you.
 
When Saint Peter wrote to the early church in his first letter, he had specific words for their leaders and shepherds: “…tend the flock that is in your charge, exercising the oversight… as God would have you do it… and be examples to the flock.” (I Peter 5:2-3)
 
The follow communique is a pastoral word about the process we have now begun that will call a pastor and elect a bishop to serve the SWCA Synod. I have taken words from the Bishop’s Election Manual provided by our Churchwide Expression. I have referenced constitutional provisions within this synod’s governing documents. I have added a few of my own thoughts and encouragements, having served for a number of years in another synod’s Office of the Bishop.
 
Electing a bishop is one of the most important responsibilities in the life of a synod in the Evangelical Lutheran Church in America (ELCA) and a key responsibility of the Synod Assembly. As an election, it is a process governed by the constitution, bylaws, and continuing resolutions of the synod. However, it is also a pastoral call process. As such, it involves discernment, from the perspective both of individual potential nominees and of the synod as a whole. Thus, engaging in prayerful reflection and seeking the guidance of the Holy Spirit are indispensable aspects of the process of nomination and election. 
Provision S8.12. in the Southwest California Synod Constitution delineates the responsibilities of the person who is elected as bishop. There are no fewer than thirty-two multi-faceted areas of oversight listed in that provision. It will be very important for the voting members to read this ministry description for this calling before any votes are cast. Prayerful reflection on the ministry of this synod and thoughtful consideration of the role of the bishop are critical aspects at each stage of the nomination and election process. 

Chapter 9 of our synod’s constitution addresses nominations and elections. S9.04. specifically guides the process for the election of a bishop.

Considerable variety exists among the 65 ELCA synods in their constitutional processes for the nomination and election of bishops. Regardless of the specifics, it is exceedingly important that we carefully and precisely follow the requirements of the SWCA Synod constitution (and any applicable bylaws or continuing resolutions).  

The SWCA Synod Constitution has two provisions (S9.04.02.b. and S9.04.03) which insure that prior to, or during the election process within the Synod Assembly, no advantage is given to any particular candidate(s) for bishop over other nominees. All ELCA ministers of Word and Sacrament are eligible for election. The SWCA Synod allows candidates to be pre-nominated. That process has already begun and ends March 26, 2021. However, the full slate of nominees is not complete until the guidelines are satisfied after the voting members of the Synod Assembly cast their first nominating ballot. The nominees who choose to stay in the process provide the required biographical information to the Assembly. Background checks are also required. When those requirements are fulfilled for all nominees, the slate of nominees is then complete and ready for the next ballot. The two constitutional provisions listed above permit no organized advocacy or circulation of information about potential nominees before or during the assembly. The nominees themselves provide information to the Synod Assembly prior to the second ballot. As the balloting process continues, there are speeches and a time for questions and answers. This maintains fairness to the process and to the nominees who were pre-nominated as well as those who were first named on the nominating ballot during the Assembly. This synod, in adopting its constitution, decided that holding forums, town halls, or other events with potential candidates prior to the Synod Assembly will not be part of the process of electing a bishop in the SWCA Synod. Neither is the distribution or dissemination of information that advocates for a particular nominee in keeping with the governing documents of this synod. It is very important as we conduct our first virtual two-day Synod Assembly, that we do everything possible to maintain a fair, uncompromised, and Spirit-filled election of a bishop and calling of a synodical pastor.

When I first began as your interim bishop, I wrote asking you to begin praying for the unknown person who will become your next elected synod pastor—your next bishop. I have heard you doing that in some of the services I have attended. Thank you. You are calling a synodical pastor and giving that person many wonderful opportunities and duties. It is a sacred responsibility to be part of the election process. It will be a sacred responsibility when the voting members cast their votes. It is a sacred responsibility and privilege to accept the will of the people as the elected bishop and to hear the call to serve as the synodical pastor of this synod.

Querido Pueblo de Dios del Sínodo del Suroeste de California,

Cuando San Pedro escribió a la iglesia primitiva en su primera carta, tuvo palabras específicas para sus líderes y pastores:  "... cuiden al rebaño que está a su cargo, con afán de servir... como Dios quiere que lo hagas... y sean ejemplos para el rebaño." (1 Pedro 5:2-3)
 
El siguiente comunicado es una palabra pastoral sobre el proceso que ya hemos comenzado y que llamará a un pastor y elegirá a un obispo para servir al Sínodo del Suroeste de California. He tomado palabras del Manual Electoral del Obispo proporcionadas por nuestra Iglesia Nacional. También he hecho referencia a las disposiciones constitucionales en los documentos que rigen a este sínodo. He añadido algunos de mis propios pensamientos y aliento, después de haber servido durante varios años en la Oficina del Obispo de otro sínodo.
 
Elegir un obispo es una de las responsabilidades más importantes en la vida de un sínodo en la Iglesia Evangélica Luterana en América (ELCA) y una responsabilidad clave de la Asamblea Sinodal. Como elección, es un proceso regido por la constitución, los estatutos y las resoluciones continuas del sínodo.

Sin embargo, es también un proceso de llamada pastoral. Como tal, implica discernimiento, tanto de los candidatos potenciales tanto como individuos, así como de todo el sínodo. Por lo tanto, participar en una reflexión por medio de la oración y buscar la dirección del Espíritu Santo son aspectos indispensables del proceso de nominación y elección.

La Disposición S8.12. en la Constitución del Sínodo del Suroeste de California delinea las responsabilidades de la persona que es elegida obispo. En esa disposición figuran no menos de treinta y dos áreas multifacéticas de supervisión. Será muy importante que los miembros con derecho a voto lean esta descripción del ministerio para este llamado antes de que se emitan los votos. La reflexión en oración sobre el ministerio de este sínodo y la consideración reflexiva del papel del obispo son aspectos críticos en cada etapa del proceso de nominación y elección.

El capítulo 9 de la constitución de nuestro sínodo aborda las nominaciones y las elecciones. S9.04. orienta específicamente el proceso para la elección de un obispo. Cuando comencé como su obispo interino, les escribí pidiéndoles que comenzaran a orar por la persona desconocida que se convertirá en su próximo pastor sinodal electo: su próximo obispo. Los he oído hacer eso en algunos de los servicios a los que he asistido. Gracias. Están llamando a un pastor sinodal y dándole a esa persona muchas oportunidades y deberes maravillosos. Es una responsabilidad sagrada ser parte del proceso electoral. Será una responsabilidad sagrada cuando los miembros con derecho a voto emitan sus votos. Es una responsabilidad sagrada y un privilegio aceptar la voluntad del pueblo como obispo electo y escuchar el llamado a servir como pastor sinodal de este sínodo.
