Border-town Mayors Call For End to COVID-19 Test for Travellers
Several border-town mayors on both sides of the Canada-U.S. border held a virtual news conference on yesterday morning to call on Canada to end its COVID-19 test requirement for fully vaccinated travellers.
The event was held on the same day the U.S. reopened its land border to fully vaccinated recreational travellers.
But the border-town mayors said they aren't fully celebrating just yet, because a big obstacle for travellers still remains: when entering Canada, they must take a molecular test which is expensive. They argued that while the U.S. land border is now open, the cost of Canada's test requirement will continue to hamper a return to tourism on both sides of the border.
When entering Canada, no matter how short their trip, travellers must take a pre-arrival molecular COVID-19 test — such as a PCR test — which can cost anywhere from $150 to $300. Sometimes travellers can get free or discounted tests, but they aren't available in all parts of the U.S. and might not provide results within a traveller's time frame.
Although many Canadians are planning to go to the U.S. now that the land border is open, others say they're staying put until the test requirement is dropped.

TIABC Advocates for
Canada's Motor Coach Industry
TIABC recently submitted a letter fo Honourable Randy Boissonnault, Canada's new Minister of Tourism & Associate Minister of Finance, urging government to include motor coach operators across Canada to be eligible businesses to receive support for the Tourism and Hospitality Recovery Program.
In the letter, TIABC reminded the Minister that over the past 19 months, motor coach operators experienced some of the most devastating revenue declines in the tourism industry. With a sharp decrease in cashflow and increased debt loads, these businesses are depending on being included in the Tourism and Hospitality Recovery Program in order to survive.
The letter also stated that Canada’s tourism sector recovery relies on a healthy and thriving motor coach industry.
TIABC looks forward to hearing from the Minister on next steps and other actions that lead to motor coach operators receiving the support they need as part of the new Tourism and Hospitality Recovery Program and will ensure to update our members and readers.

TIABC & BCHA Say MRDT Should not be Used for Community Project in Tofino
Last week, TIABC and BCHA submitted a joint letter to the Mayor and Council of the District of Tofino expressing concern about the their proposal to use a portion of the visitor tax collected by accommodators to help fund Tofino’s proposed wastewater treatment plant.
They reminded the Tofino Council that the Municipal & Regional District Tax (MRDT) has been a long-standing, highly effective destination marketing funding source that has helped build Tofino into one of BC’s top tourism destinations, outpacing much of the rest of the province for visitation, vacancy rates, revenues per capita, and many other key measures within the visitor economy.
Both organizations stressed that in a worst-case scenario, the breakdown of this important three-party agreement on the use of the funds could ultimately put a halt to MRDT collection, and that from a broader industry perspective, once a community like Tofino sets a precedent for use of MRDT beyond tourism marketing, programs or projects, other BC communities are likely to follow suit, putting the entire provincial tourism marketing eco-system in jeopardy.
While both TIABC and BCHA recognize that a wastewater treatment plant is necessary and overdue for Tofino, especially given the rising numbers of both residents and visitors to the community; at the same time, using dedicated tourism marketing resources is not the means by which to subsidize this project.
The organizations are eager for the opportunity to meet with Tofino Council to work toward a solution that meets both district and industry objectives. We will ensure to keep you up to date on this important issue.

Impact of US Border Opening to BC
With the end to the 20-month closure of the US/Canada borders this week, tourism experts including TIABC's CEO Walt Judas have noted that leisure travellers may not be rushing to US destinations in the immediate future unless Canada changes the regulation or order regarding PCR tests to re-enter the country.

BC's Tourism Sector Welcomes
Return of Coho Ferry Service
The MV Coho ferry has resumed round-trip service between Victoria and Port Angeles, Washington.
The vessel arrived at Victoria’s Inner Harbour with passengers and vehicles from the US. and was welcomed by a flotilla that involved the fire department, coast guard, and Victoria Harbour ferries. The vessel has served the BC and the Victoria region for 60 years, carrying up to 1,000 passengers and 115 vehicles.
While travellers, regardless of citizenship, must be fully vaccinated to enter the U.S. or Canada, passengers arriving in Victoria must submit a negative COVID-19 PCR test result.
The arrival of the Coho Ferry was a welcomed sight to BC's tourism and hospitality industry. Destination Greater Victoria CEO Paul Nursey said the resumption of service is a step in the right direction for the region’s tourism sector.

BCRTS Tourism Summit 2021
Session Recordings Now Available
On November 3rd and 4th, the BC Regional Tourism Secretariat hosted its Summit together with the Global Sustainable Tourism Council (GSTC).
The conference was filled with inspiring moments, key insights and presentations (including TIABC's CEO Walt Judas) to reimagine the future of tourism. The virtual format allowed a connection with over 900 delegates from BC, Canada, and over 60 other countries.
As a virtual event, many aspects will live on beyond the days of the Summit and can be accessed until December 5th, 2021. BCLCA Ideas Forum A Great Success
On October 19th, CEO Walt Judas presented an update of TIABC's advocacy priorities to participants of the virtual BCLCA Ideas Forum.

Mountain Bike Tourism State of the Sector Review Generates Optimism for 2022
On November 3rd, the Mountain Bike Tourism Association hosted a State of the Sector session with some 140 participants. The presenters represented a broad range of organizations in the sector from events and commercial operators, to trail and social advocacy groups.
Each organization provided an update on how they managed through the past two years and shared some of what they are planning or anticipating in 2022 and beyond. The general outlook from the session was quite positive overall as mountain biking participation levels continue to grow. The biggest challenge moving forward is to ensure that there is a more sustainable approach to managing and maintaining the provincial trail network which relies heavily on volunteers - approximately 8000 kilometres for mountain biking alone.

Capilano Suspension Bridge Canyon Lights

Annual Public Meeting
Destination Canada is hosting its Annual Public Meeting. While 2021 has continued to present the tourism industry with obstacles and setbacks, the easing of border restrictions and new vaccine mandates have led to positive progress for Canada’s visitor economy.
Hear about the impacts of the past year, and the vision for a more competitive sector to rebuild the tourism industry, both domestically and internationally.

Rendevous Canada - 2022
RVC+ is going hybrid in 2022! The new format will bring back in-person attendance, while also incorporating a virtual component, creating opportunities for more of industry to engage and make appointments with international buyers, travel trade media and Destination Marketing Companies.
The in-person portion of RVC+ will be a buyer-seated marketplace in Toronto, Ontario. This will be Canada’s RVC and hosted by Destination Canada and TIAC, creating an exciting opportunity to welcome international buyers back to Canada and showcase the beauty of this country, as well as the meaningful travel experiences offered across each province and territory.
