This virtual discussion will integrate a panel of subject matter experts from Deloitte, the Veterans Affair (VA), DC Metro and more. Veteran Transition Event

Deloitte and Disability:IN DC are cohosting an event to discuss the often difficult process veterans face when transitioning to the civilian workforce.This virtual event brings together a panel of Veterans and subject matter experts from Deloitte, DC Metro, Wounded Warrior Project and the Department of Labor to share key insights related to the Veteran transition. The intent of this event is to build awareness of the challenges Veterans face when transitioning into the civilian workforce and the resources available to empower and support them.
History of Veterans Day
Veterans Day, formerly known as Armistice Day, was originally set as a U.S. legal holiday to honor the end of World War I, which officially took place on November 11, 1918. In legislation that was passed in 1938, November 11 was "dedicated to the cause of world peace and to be hereafter celebrated and known as 'Armistice Day.'" As such, this new legal holiday honored World War I veterans.
In 1954, after having been through both World War II and the Korean War, the 83rd U.S. Congress -- at the urging of the veterans service organizations -- amended the Act of 1938 by striking out the word "Armistice" and inserting the word "Veterans." With the approval of this legislation on June 1, 1954, Nov. 11 became a day to honor American veterans of all wars.

What is a web accessibility overlay?




Overlays are a broad term for technologies that aim to improve the accessibility of a website. They apply third-party source code (typically JavaScript) to make improvements to the front-end code of the website.

Strengths and weaknesses of overlay “widgets”
Overlay widgets are unnecessary and are poorly placed in the technology stack.

Strengths and weaknesses of automated repair
While some automated repair is possible, customers should be discouraged from using an overlay as a long-term solution.

Fitness for achieving compliance with accessibility standards
While the use of an overlay may improve compliance with a handful of provisions in major accessibility standards, full compliance cannot be achieved with an overlay.

In Honor of Veterans Day



We’d like to assess our hiring policies and processes to ensure they’re welcoming of disabled veterans. Can you help?

Indeed, one of the best ways to express “thanks for your service”—on Veterans Day and every day—is to ensure veterans, including those with service-connected disabilities, are welcomed and valued in your workplace. This includes providing accommodations, if needed, to help them perform their best on the job. Jobs for Veterans State Grants
The Jobs for Veterans State Grants (JVSG) program provides federal funding, through a formula grant, to 54 State Workforce Agencies (SWAs) to hire dedicated staff to provide individualized career and training-related services to veterans and eligible persons with significant barriers to employment and to assist employers fill their workforce needs with job-seeking veterans.
Program Staff: The JVSG program supports the Disabled Veterans’ Outreach Program (DVOP) specialist position, Local Veterans’ Employment Representative (LVER) staff, and Consolidated Position staff. DVOP specialists provide individualized career services to veterans with significant barriers to employment, with the maximum emphasis directed toward serving veterans who are economically or educationally disadvantaged. Veterans with barriers include homeless veterans and vocational rehabilitation clients. Local Veterans' Employment Representatives conduct outreach to employers and business associations and engage in advocacy efforts with hiring executives to increase employment opportunities for veterans and encourage the hiring of disabled veterans. Consolidated Position staff serve in a dual role as DVOP and LVER.
Program Authorization: Title 38, United States Code, Section 4102A (b) 5 (38 U.S.C. §4102A(b)5) authorizes funds provided to each state to staff and support DVOP specialists, LVER staff, and the reasonable costs associated with such representatives, including travel to the National Veterans’ Employment and Training Services Institute (NVTI). DVOP and LVER roles and responsibilities are defined in 38 U.S.C. §4103A for DVOP specialists and 38 U.S.C. §4104 for LVER staff.
Program Funding Allocation: Most State Workforce Agencies’ funding allocation is determined by a ratio that reflects the total number of veterans seeking employment in a given state to the total number of veterans seeking employment in all states. Several states receive a minimum amount of funding to ensure that a certain level of staff can be maintained, particularly in states with remote pockets of Native Americans and a large number of sparsely populated rural counties.
Program Administration: Every four years states submit a combined Workforce Innovation Opportunity Act (WIOA) state plan. State plan generally include a narrative description of the populations of veterans that will receive targeted services, provisions for priority of service for veterans and other eligible persons and performance goals. Each year thereafter, states submit an Annual Funding Modification to their approved state plan.
Transition Employment Assistance for Military Spouses and Caregivers (TEAMS)
A series of Department of Labor (DOL) employment workshops that extend the Department’s Transition Assistance Program to assist military spouses and caregivers as they plan and prepare for their job search in pursuit of their employment goals. All TEAMS workshops are instructor-led virtual training, provided at a variety of times, to meet the needs of individuals stationed throughout the world.
TEAMS workshops are stand-alone training modules. You can take all of the workshops or only a few and you can take them in any order that fits your availability and schedule.

Often, a few simple workplace adaptations are all that is necessary for an employer to benefit from a dedicated, skilled employee who has sacrificed in service to our nation.
Employers who hire disabled veterans may qualify for certain tax incentives. For employers who are federal contractors and subcontractors, there are additional reasons to proactively recruit veterans— doing so can help them achieve their goals under the Vietnam Era Veterans’ Readjustment Assistance Act as well as Section 503 of the Rehabilitation Act. Through a range of initiatives, the Federal Government has also pledged to be a model employer of veterans, including those with disabilities.
Regardless of the nature of employer, the frequently asked questions may assist in understanding issues related to hiring disabled veterans.

Ensuring Accessible Application and Interview Processes
A new video from the Mid-Atlantic Americans with Disabilities Act (ADA) Center offers guidance for employers to ensure their application and interview processes are accessible and inclusive of candidates with disabilities. Topics include providing reasonable accommodations to job applicants, restrictions on asking disability-related questions and medical exams, and ways to focus on essential functions to make informed decisions. The video is the third in a series titled, “The Practical Employer and the ADA: Successful Hiring.”

Registration is now open for the Job Accommodation Network’s 2021-2022 webcast series. The webcasts are free, fully accessible and provide practical information and expert guidance on job accommodation and Americans with Disabilities Act compliance issues. Improving the ROI of your Mental Health Benefits

The World Health Organization began recognizing October 10th as World Mental Health Day in 1992, and for nearly 30 years, has used this day to highlight the reality that we all face mental health challenges in our daily lives. WHO was ahead of its time in working to destigmatize mental health challenges, and the theme of this year’s campaign – “Mental health care for all: let’s make it a reality” – seems designed to put stigmatization to rest once and for all.

The Annual State of Mental Health in America Report outlines how far we have to go—and what we have to do—to create a healthier nation

The results of a respected annual mental health study were released this month, and although they don’t include pandemic-related data, the report does reveal a general trend toward a deterioration of mental health among the population in the United States—one that existed even before the COVID-19 crisis.
The nonprofit advocacy group Mental Health America’s (MHA) eighth-annual State of Mental Health in America Report ranks the 50 states and District of Columbia based on mental health and treatment access measures, while also highlighting pressing issues and recommending policy strategies to alleviate the growing public health problem.

In the 2022 State of Mental Health in America Report, MHA cites four goals of the report:
  • To provide a snapshot of mental health status among youth and adults for policy and program planning, analysis and evaluation
  • To track changes in the prevalence of mental health issues and access to mental health care
  • To understand how changes in national data reflect the impact of legislation and policies
  • To increase dialogue with and improve outcomes for individuals and families with mental health needs

Blackbox Safety wins Pitch Perfect Challenge
Jackson Dalton of Blackbox Safety, Inc wins Disability:IN’s Pitch Perfect Challenge

On Tuesday, October 19th, Disability:IN hosted the final round of the Pitch Perfect Challenge. The challenge, which went through a Semi-Final round and then a Final round, involved eight Disability Owned Business Enterprises (DOBEs) as they pitched their ideas to supplier diversity corporate experts for the chance to win $10,000 in cash and in-kind prizes. The entrepreneurs will also receive a scholarship to Dartmouth College’s executive education program at Tuck Business School and have an opportunity to meet with supplier diversity decision-makers.

The judges panel included supplier diversity professionals from Cox Communications, City National/Royal Bank of Canada and MGM Entertainment.

Our organization, formerly the DC Metro Business Leadership Network, is the largest regional member network of a variety of industry employers advocating for inclusion of individuals with disabilities in today's workforce, marketplace and supply chain. A non-profit business-led network established in 2006, our purpose is to bring the business community together in a dialog through education, training and resources with a focus on removing attitudinal and organizational barriers by exchanging best practices to ensure that the inclusion of individuals with disabilities as smart business.

Our Staff

The Hon. Katherine McCary, President, C5 Consulting, LLC serves as CEO and Executive Director. Katherine served as founding chair of the USBLN (now Disability:IN) for nine years, the founding chair of the VA BLN (Now Virginia Ability) for 13 years and has launched more than 11 chapters. She received the USBLN Lifetime Achievement Award in 2009. She recently joined GRACE Global Response and Collaborative Environment as Director of Inclusion.
