Dear Friends,
As you may be aware, yesterday we announced the first confirmed case of COVID-19, commonly referred to as coronavirus, in Howard County. The patient is a woman in her 80s who has underlying health conditions and is currently in the hospital. Today, the Howard County Health Department announced three new confirmed cases of coronavirus. A man in his 40s who is on dialysis in the hospital, a woman in her 70s who is now self-isolating at home, and a man in his 50s with underlying health conditions who is also self-isolating at home.

Howard County is now under a State of Emergency. As of midnight last night, the Mall in Columbia, the Shops at Savage Mill, and all Howard County movie theaters have been instructed to close for at least seven days. We have been preparing for this to happen and are following recommendations of the Howard County Health Department on how to further slow community spread.
Governor Larry Hogan additionally issued an Executive Order to close all bars, restaurants, movie theaters, and gyms starting at 5:00pm today, March 16th. Carryout and delivery service is allowed. Additionally, there is a strict ban on gatherings of more than 50 people at all venues and locations per CDC recommendations. He has prohibited all utilities from shutting off any residential customers, and is prohibiting any evictions.
We will continue to provide our community with updates through the Ball Bulletin on our mitigation measures to limit the spread of COVID-19, also known as coronavirus, in our community and in Maryland.

Howard County Government Updates
Yesterday, we announced the first case of COVID-19 in Howard County. Video of the press conference can be found

According to the Maryland Department of Health (MDH), the patient was determined to be a resident at Lorien Elkridge, a nursing home facility in Howard County. Lorien Columbia, Lorien Hall Assisted Living and Lorien Encore at Turf Valley in Howard County have no cases. The patient has been hospitalized, and the facility is in the process of notifying all residents, staff, and family members.
State and local officials will conduct testing, as indicated, for residents and staff. MDH has provided infection control guidance to the facility, and inspectors will be on-site to make sure it is being followed. MDH recommends that members of the public who recently visited this facility monitor themselves for symptoms of a respiratory infection including fever, flu-like symptoms, cough, difficulty breathing or shortness of breath.

Department of Community Resources and Services
The Department of Community Resources and Services is canceling all group programming, activities, and events for 50+ centers, including exercise programs. All Social Day programs are suspended. Effective
Monday, March 16th, all 50+ Centers will be closed
in accordance with guidance from the Governor through the duration of the Maryland State of Emergency.
Scheduled meal programs will be held at the following centers: Florence Bain Center, Ellicott City 50+ Center, and North Laurel Community Center. Other food access options in additional DCRS locations are being coordinated. All home visits and center or facility-based visits are suspended. All in-person childcare training and certification classes or workshops have been suspended until further notice. When possible these programs will be delivered online.
Essential DCRS services will be available by appointment for residents who need consultation via phone or web, including The Maryland Access Line (MAP) 410-313-1234, State Health Insurance Counselors, Ombudsman Services, our Adult Guardianship Program, and for our children and families, our CARELINE – 410-313-2273.

Department of Fire and Rescue Services
HCDFRS cancelled all public training's and public education visits. They will notify all those that signed up for courses via email. As soon as new classes can be scheduled, they will make an announcement on our social media pages. Training's that have been cancelled include:

- Crowd Manager Safety seminar
- Assisted Living
- Stop the Bleed
- Fire and Fall Prevention
- Safety House presentation
- Station and apparatus tours
- Home Safety visits

Department of Recreation and Parks
Howard County Recreation & Parks has been working closely with our office, the Howard County Health Department, and other local agencies as we continue to monitor and take protective measures against the spread of the coronavirus (COVID-19).
In light of concerns for our participants and Howard County residents, Recreation and Parks will be closing all facilities and canceling all scheduled special events, programs, classes and facility rentals beginning tonight at midnight through March 29. League play is also delayed until at least March 30. If an event, program or tournament is canceled, participants will have the option of a full refund or credit.
Additionally, all weddings scheduled to take place on HCRP property (Belmont Manor, Waverly Mansion) are all cancelled through May 11th. During this time, all Howard County parks will remain open to the public. HCRP will make a decision on facilities on resuming scheduled programs on March 30.

Office of Transportation
At this time, the RTA continues to operate on a regular schedule. RTA and the Office of Transportation have already taken measures to enhance our bus cleaning to include disinfection of each bus on a nightly basis and operators have been given supplies to make sure their work areas remain disinfected throughout the day.
We encourage riders to practice safe social distancing while on transit and not travel via public transit if they do not feel well.

Baltimore Gas and Electric (BGE)
Many businesses and organizations are preparing for a possible suspension of operations as people are encouraged to maintain social distance to curb the spread of the virus.
With that, there are potential impacts to our customers’ incomes and their ability to meet their financial obligations; to include paying their utility bills.
To that end, BGE has announced that service disconnections related to non-payment will be suspended and we will be waiving new late payment charges until at least May 1st
BGE will also be working with customers on a case-by-case basis to establish payment arrangements and identify energy assistance options
BGE hopes this step provides some measure of relief to our customers as we all manage through this emerging event.

Columbia Association
Columbia Association is taking a number of actions to promote the social distancing policies and cleaning guidelines advocated by public health officials. Due to new local COVID-19 developments, all Columbia Association facilities will be closing effective 6pm on Sunday, March 15, 2020 and will remain closed through Sunday, March 29, 2020.
This includes all sport and fitness facilities (fitness clubs, Haven on the Lake, pools, tennis, ice skating, golf, Columbia SportsPark, etc.); all Community Services facilities including Columbia Art Center, Youth and Teen Center, and Columbia Archives; and Columbia DogPark, CA Headquarters and the Customer and Member Service Center. Additionally, all CA public programs, classes and events are canceled effective immediately through Sunday, March 29, 2020.
A decision whether to extend these closures and cancellations beyond March 29 will be made as additional information becomes available.

Comcast
Comcast recognizes that their company plays an important role in helping customers stay connected – to their families, their workplaces, their schools, and the latest information about the virus – through the Internet. Below are a few of the updates Comcast is taking to help customers who may be isolated or self-quarantined at home.
- Speeds will increase from 15/2 MBPS to 25/3 for all new and existing customers, and will become the speed of the service going forward.
- New families who connect will get 60 days of Internet service for free.
- The Internet Essentials program is normally available to all qualified low-income households in Comcast’s service area for $9.95/month.

Howard Community College
Howard Community College has been closely monitoring the rapidly evolving situation with the coronavirus disease (COVID-19), now classified as a global pandemic. The health and safety of all faculty, staff, and students is paramount.
- Spring break will no longer be held April 6–12. Spring break is now March 16–22, during which time the college will be closed, with campus access only for authorized employees.
- For March 23–29, credit and noncredit classes will be canceled. More details about this week for students, faculty, and staff will be forthcoming.

Howard County Detention Center
The Detention Center is taking the temperatures of all new intakes into CBF and the Detention Center. Anyone with a temperature of 100.4 degrees or higher, as well as anyone who may have visited a “hot spot,” is to be placed in the quarantine housing unit until followed up and cleared by medical staff.
A facility wide special sanitizing of the Detention Center and CBF will occur every Friday. This is in addition to the Detention Center's daily cleaning regimen. A Strike Team was created to frequently clean all common areas – visiting room, medical unit, library, program rooms etc. (2 times per shift). All departmental vehicles are being sanitized daily.
Messaging is sent out over the inmate television system of the importance of hand washing and cleaning. Every inmate gets a bar of soap weekly. Additional hand sanitizers were added in the visiting room and other areas. Additionally, the Detention Center is waiving sick call fees (even though required by statute) due to the nature of the current virus situation.

Howard County Library System
Due to the confirmed cases of COVID-19 in Howard County and around Maryland, along with the recommendations from Governor Hogan to practice social distancing, avoid gathering in large groups, and cancel large events, starting
Monday, March 16, Howard County Library System is closed until March 27.
Before HCLS closes, please stop by our branches this weekend to stock up on books, DVDs, and other materials. HCLS will waive fines for materials that will become due during the time we are closed. Additionally, the period of time in which you can pick up requested items will be extended so you don’t lose your items on hold.

Howard County Public Schools
Effective

Beginning Tuesday, March 17, HCPSS will be providing free “Grab-N-Go” nutritious meals to anyone age 18 and under at four school sites and five mobile sites. Meals will be available from 11:30 a.m.–1:30 p.m., weekdays, Tuesday, March 17 through Friday, March 27.

Howard County Sheriff's Office
The Howard County Sheriff’s Office announced all eviction orders in Howard County will be stayed for an initial period of 15 days, to be reevaluated as new developments arise.

Howard County State's Attorney
At this time, all Maryland Courthouses are closed to the public through April 3rd. Additionally, the Circuit Court and State’s Attorney’s Office will not conduct any business that requires a jury or grand jury, respectively through April 6th.

Legislative Updates
Due to the coronavirus, Speaker Adrienne Jones and President Bill Ferguson announced they will end the 2020 Maryland General Assembly early and call Sine Die on Wednesday, March 18th. Below are two important pieces of legislation which were recently introduces in the MGA in response to the coronavirus.
State Budget- Revenue Stabilization Account Transfers- Coronavirus (
HB1661
/SB1079)
- Governor Larry Hogan signed emergency legislation on 3/9/2020 that authorizes him to transfer by budget amendment up to $50.0 million from the State’s Rainy-Day Fund to fund costs associated with the novel Coronavirus (COVID-19). The Senate and the House of Delegates passed this legislation unanimously.
- Senate President Bill Ferguson and Senator Clarence K. Lam introduced the COVID-19 Public Health Emergency Protection Act of 2020. Speaker Jones introduced the cross-file (HB1663) in the House of Delegates. This emergency bill authorizes the Governor to take certain actions that could facilitate access to health care and mitigate health care costs for individuals undergoing COVID-19 diagnosis and treatment, such as prohibiting cost-sharing for disease testing. During the state of emergency, the Governor can prohibit retailers from increasing the sale or essential price of essential goods and services. The Governor can also prohibit employers from terminating employees because they have been required to be isolated or quarantined.

What is the Coronavirus?
Symptoms of Infection with COVID-19 (Novel Coronavirus)
This virus can cause either mild illness like a cold or can make people very sick with pneumonia.
- Fever
- Cough
- Shortness of breath
- Difficulty breathing
Prevention
There are currently no vaccines available to protect against COVID-19 infection. To help prevent illness from this or other viruses you should:
- Wash hands often with soap and warm water or use alcohol-based sanitizer.
- Avoid touching your eyes, nose or mouth with unwashed hands.
- Cough or sneeze into your elbow or into a tissue.
- Avoid close contact with people who are sick.
- If you are sick, stay home from school or work.
- Get a flu shot
Treatment
There is no specific treatment available for COVID-19. However, if you have traveled or been in close contact with someone who has traveled to affected areas and now have a fever and cough or shortness of breath, you should:
- Seek medical care. Call ahead before you go to a doctor’s office or emergency room and tell them about your recent travel or contact and your symptoms.
- Stay home except for seeking medical care and avoid contact with others.
Preparation
Plan ahead in the case you should have to stay home because you are sick or to care for a loved one who is sick.
- Have an adequate supply of nonprescription drugs and other health supplies on hand, which could include pain relievers, stomach remedies, cough and cold medicines, fluid with electrolytes and vitamins
- Check your regular prescription drugs to make sure you have an adequate supply; refill your prescriptions if needed
- Have a thermometer, tissues and hand sanitizer
- Have a two-week supply of food available at home

Frequently Asked Questions
What should I do if I have flu-like symptoms?
- Mildly symptomatic patients (like fever or mild cough) who are otherwise healthy can self -quarantine, monitoring temperature and symptoms and check in with your medical provider as needed.
- Individuals who have severe symptoms, such as difficulty breathing, should seek care immediately. Always call ahead to your medical provider or emergency department.
- Older patients and individuals who have underlying medical conditions or are immunocompromised should contact their physician early in the course of even mild illness. In most situations, those patients will need to be evaluated in an emergency department. Always call ahead to your medical provider or emergency department.
I don't have symptoms, but was recently in contact with someone who was tested positive.
- At this time, due to limited resources, if you are not having symptoms (asymptomatic) you will not be tested. Please stay home and self-quarantine for 14 days.
I was tested and confirmed positive for coronavirus (COVID-19).
- If you are confirmed positive, and are otherwise considered healthy, you may be sent home to self-isolate.
- If you are still waiting for test results, you should continue to self-isolate until otherwise instructed.

County Council Meeting Updates

- The Legislative Public Hearing scheduled for 7:00 pm this evening, March 16th, has been postponed. Notice will be sent out when it is rescheduled.
- The Monthly Meeting at 1:00pm today, March 16th, will be held and will be both streamed and broadcast on County Cable.
