Housing & Redevelopment Authority of Clay County Notice of Opening Housing Choice Voucher Waiting List for Certain Preference Households
Housing Choice Voucher Program
Clay County HRA is currently only accepting applications for the following preferences for our Housing Choice Voucher Program:
The Clay County HRA will be opening its Housing Choice Voucher (Section 8) waiting list from February 4, 2021 until February 28, 2021, for the following preference categories:
- Families who are Clay County residents who contain a member with a disabling condition.
All applications received during this time-period will be entered into a lottery for placement on the waiting list. Up to the first 500 selected applications will be placed on the waiting list. Applicants will be notified by the end of March whether their application was placed on the waiting list, and, if selected, their placement position in the lottery.
The waiting list also is open indefinitely for the following higher ranking preference categories which will not be subject to the lottery:
- Families who are Clay County residents and whose head of household or spouse is 75 years of age or older.
- Households applying to buildings with project-based vouchers.
- Households who have participated in an HRA rental assistance program and been terminated by the HRA in the past two years due to an increase in earned income.
- Households who are currently participating in a permanent supportive housing program in Clay County who, based upon a standardized assessment, are determined to no longer require permanent supportive housing (by referral only).
- Households who are Clay County residents who are currently receiving time limited rental assistance (i.e. transitional housing) but will be terminated within 6 months due to reaching the time limit (by referral only).
- Households who live in Clay County HRA-owned or managed unsubsidized units (by referral only).
To qualify, applicants must:
- Be of low income according to HUD criteria;
- Not been evicted from federally assisted housing within the past 5 years for drug related activity;
- Not currently engaged in the use of any illegal drugs;
- Not a current registered sex offender;
- Not been convicted of the production or manufacture of methamphetamine and;
- Not owe money to another public housing agency

Clay County HRA has programs for people experiencing homelessness. All applications for these programs come through the local Coordinated Entry System (CARES-Coordinated Assessment, Referral, & Evaluation System).

Our community uses a client-centered, coordinated entry system to access homeless services. We use a brief assessment that helps us understand your housing needs. Assessments can be done in any of the local emergency shelters, by homeless outreach providers, or at the Community Action Agencies. We use this system to help streamline services effectively and fairly. Services are based on funding and availability; housing is not immediate or guaranteed. Housing Provider staff will contact people who have done the CARES assessment when there are openings in local homeless programs.
All CCHRA homeless programs follow the West Central Continuum of Care Prioritization Policies.
