Public Comment Period Open Today!

The Arizona State Board for Charter Schools has opened the public comment period for

the proposed rule changes, which add the annual submission of the Compliance Statement of Assurance and remove two requirements under A.A.C. R7-5-501(C).


The Compliance Statement of Assurance serves as a compliance check for all charter holders authorized by the Board. The Board approved the use of the Compliance Statement of Assurance (“Compliance Statement”) to assist in communicating to charter holders the compliance expectations and requirements to which each charter holder must adhere. The Compliance Statement contains a list of the contractual and legal requirements applicable to charter holders and the operation of charter schools.


Arizona Revised Statute § 15-182(E)(1) requires the Arizona State Board for Charter Schools (“ASBCS” or the “Board”) to exercise general supervision over the charter schools it sponsors. Pursuant to Arizona law, charter holders are required to comply with all provisions of its charter, other contractual agreements with the Board, and federal, state and local law. A.R.S. §15-183; A.A.C. R7-5-501(A)(1).


Board staff is recommending the addition of the annual submission of the Compliance Statement of Assurance to A.A.C. R7-5-501 for Board consideration.


Additionally, Board staff is recommending the removal of two submission requirements that Charter Holders must report to the Board under A.A.C. R7-5-501(C) for Board consideration. The changes are outlined below. 


In accordance with the Board’s Procedures for Rule and Policy Adoption, the Board has posted the draft rules for the first opportunity for public comment on our website.


The public comment window will be open July 6, 2022 – July 26, 2022.

All public comment received by July 26, 2022 will be presented to the Board and members of the public will have an additional opportunity to provide comment to the Board at the meeting during which the Board considers the proposed changes to Board rules.

FY 2023 Final Budget Forms

We have issued the final fiscal year 2023 Charter School Annual Budget Forms in conjunction with the Arizona Department of Education (ADE). As the Fifty-fifth Legislature, Second Regular Session, has now concluded, these budget forms include additional enacted legislation. The most significant changes are described below.


Data Entry tab—Added student count category FRPL for students who meet the National School Lunch and Child Nutrition Acts’ eligibility requirements for free and reduced-price lunch on row 54 and included the amount in the total on row 53.


BSA55 tab—Increased the DD, ED, MIID, SLD, SLI, and OHI Group B support level weight; added line 35 for the new FRPL Group B weight and included the amount in the Group B totals on the existing rows 33 and 34; and increased the base support level and charter additional assistance per student amounts.


Schools should revise their budgets before May 15, 2023, to include these changes. Schools should use the final budget forms for budget revisions submitted after June 29. ADE will not accept budget revisions submitted on the preliminary budget forms after that date. Schools must upload any revised forms through the Common Logon on ADE’s website.

Feedback Sought on Financial Framework


In July 2019, the Board implemented its current Financial Performance Framework. With nearly three audit cycles now completed, Board staff is seeking stakeholder feedback on the financial framework measures, including the measure targets and how the measures are calculated. During fiscal year 2023, Board staff anticipates bringing to the Board proposed changes to the financial framework’s measures based on feedback received from stakeholders and charter leaders.

Join the New Ed Tech Ambassador Program

The Arizona Department of Education, in partnership with Arizona Technology in Education Association (AzTEA), is thrilled to announce the start of the AzTEA's Ed Tech Ambassador Program! We would love to have Ambassadors represented from all over Arizona and hope that you can share this information across your schools and networks.


AzTEA is an affiliate of the International Society for Technology in Education (ISTE). Some of AzTEA's goals include providing a forum for professional learning around educational technology and encouraging the improvement of instruction by promoting professional standards in educational technology. 


AzTEA's Ed Tech Ambassador Program has been designed as a "train the trainer" model" with Ambassadors and Ambassadors in Training who lead professional learning regarding the shifts required for educational technology integration with the new AZ Educational Technology Standards (AzETS). The program's goal is to continually develop a cadre of teacher leaders from around the state who can provide professional development to schools, districts, and regions regarding understanding the AzETS and effective educational technology integration and implementation.

CISA Security Alert Issued

On May 17, 2022, the Cybersecurity & Infrastructure Security Agency (CISA) issued a new alert, Weak Security Controls and Practices Routinely Exploited for Initial Access, that discusses the weaknesses malicious cyber actors commonly exploit and mitigations. All Arizona entities including state agencies, counties, school districts, charter schools, universities, and community college districts can use this information and other industry best practices to help strengthen their network security controls.


In addition to providing the alert link above, we added it to our school district Information Technology (IT) FAQ #5 under school district resources on our website at www.azauditor.gov. Our school district IT FAQs contain IT control information that any government organization can use.


Please share this alert with others in your organization, especially those responsible for IT security, cyber-incident response, and training employees on cybersecurity awareness.

Pre-Hire Discipline Check Reminder

Prior to hiring both certified and non-certified educators, schools are required to check the Arizona Department of Education’s (ADE) public-facing and internal systems for possible discipline or open investigations for immoral or unprofessional conduct.

 

To assist schools, the Board is providing a list of many of the educators who were disciplined at the most recent meeting. Please note that this information is only a snapshot of most educators who were disciplined at the most recent Board meeting and does not, in and of itself, satisfy the requirement for schools to check ADE’s systems described above prior to hiring. Kindergarten Entry Assessment (KEA)

As we think forward to the upcoming Kindergarten Year (2022-2023), it is important to note a key piece of legislation that passed in June 2021. That key piece of legislation came to fruition under Senate Bill 1572

  

Senate Bill 1572 updates A.R.S. §15-701 to the following: 

  

Provide for universal screening of pupils in preschool programs, kindergarten programs and grades one through three that is designed to identify pupils who have reading deficiencies pursuant to section 15-704. IF SUFFICIENT MONIES ARE APPROPRIATED, BEGINNING IN THE 2022-2023 SCHOOL YEAR, THE STATE BOARD OF EDUCATION SHALL ADOPT A STATEWIDE KINDERGARTEN ENTRY EVALUATION TOOL TO ADMINISTER TO PUPILS IN KINDERGARTEN PROGRAMS WITHIN FORTY-FIVE CALENDAR DAYS AFTER THE BEGINNING OF EACH SCHOOL YEAR OR WITHIN FORTY-FIVE CALENDAR DAYS AFTER A PUPIL ENROLLS. 

  

As we plan for the adoption and implementation of this tool, ADE has been

offering tool agnostic training that reviews the process around data collection regarding the Kindergarten Entry Assessment (KEA). These tool agnostic trainings will be running through the end of July as we await the selection and identification of the statewide KEA tool. In addition, ADE has made available an informational webinar that provides a high-level overview of the purpose of the Kindergarten Entry Assessment

  

The 2022-2023 school year will serve as a baseline data/transitional year. This will allow all charter and public schools the opportunity to receive training on the KEA process and the KEA platform. During the 2022-2023 year, schools that are familiar with the selected tool (if applicable) and schools that are willing can use the platform it to gather data. Schools should strive to the greatest extent possible to enter baseline data into the platform for the 2022-2023 school year. 

  

ADE will continue to provide training on the KEA during SY2022-2023 so that full implementation can occur in the 2023-2024 school year.

State Cooperative Purchasing Program Interest Form

Last week the Office of Digital Teaching and Learning released an “Interest Form” inviting Arizona Local Education Agencies (LEAs) to share their thoughts on participating in a group effort to drive cost savings through the Arizona Cooperative Program.

 

We wanted to follow up with additional information and answer a few questions. 

   

  1. The Cooperative Purchasing Program mentioned in the “Interest Form” communication is the existing Arizona Cooperative Program administered by the State Procurement Office. 
  2. This “Interest Form” aims to gauge Local Education Agencies’ interest in working together to leverage the existing State of Arizona “Computer Hardware and Support” Contracts. This initiative will aim to combine the purchasing volume of Arizona LEAs to drive down costs for computers and related services. 
  3. The State’s Cooperative Program is open to school districts, charter schools, community colleges and other non-profit educational institutions. Members also include non-profit organizations and other Political subdivisions. 

  

Help us make sure that the needs of local education agencies are well represented in the State Cooperative Program. The more participation, the better!
