Nevada County - Friday late afternoon, our Association Executive Kathy Hinman met with the Nevada County Covid-19 Coronavirus Taskforce and over 50 other community key stakeholder representatives over Zoom remote meeting communications to address what are essential services and how the county will act and enforce to slow down the spread of the coronavirus in our county. During the County meeting, law enforcement and county staff re-iterated the content of the Governor's Order and stressed that those in the non-essential services to close offices to the public and, in the spirit of the order, confine to local residences with the exception of citizens meeting the needs of essential services (Medical, access to food and care of family members). While limiting non-essential functions, they are also closing city parks and facilities and posting signs at trailheads to deter interface with others. Please access mynevadacounty.com/coronavirus to refer to the County website for the latest in coronavirus information, protocol and resources - The site will provide updated information on a continual basis.

C.A.R. Updates - Governor Newsom’s Order late Thursday evening has led to many questions from members asking for guidance on how this applies to their transactions, the MLS and the way they conduct business on a day-to-day basis. C.A.R.'s legal department has drafted a new document to help answer some of these concerns. Click Here to access the new site and the full document titled “C.A.R. Guidance on Governor’s Stay-at-Home Order" found under the tab "Your Transactions” . We have provided an excerpt below pertaining to essential services:

C.A.R.'s Guidance on Governor's Stay-at-Home Order
Updated March 20, 2020

“Yesterday Governor Newsom and the State Public Health Officer issued Executive Order N-33-20 requiring all Californians to stay home except as needed to maintain continuity of operations in 16 infrastructure sectors. This supersedes all existing local city and county orders that are less restrictive. The  real estate industry is not exempt from this prohibition  except as needed to maintain “continuity of operation … of … construction, including housing construction.” Therefore, REALTORS® should cease doing all face-to-face marketing or sales activities, including showings, listing appointments, open houses and property inspections. Clients and other consumers are also subject to these orders and should not be visiting properties or conducting other business in person. Property management and repair work, which generally involves maintaining sanitary and safety conditions is permissible. Additionally, many other aspects of the real estate industry can continue to occur without in-person contact, including documentation and signing, and in many circumstances, closings. Other activities may also be managed remotely, though there may be some difficulties.”

We are fortunate to live in an age offering amazing technology with property showings through virtual tours, searches via internet websites and communication with your clients through "zoom", whatsapp", "Facebook live" "GoToMeeting" and other remote methods. This is a good time to tap into those resources, become educated on the offerings and put new practices in place to assist with your business. Also, take the available time at home to develop and work through your marketing strategies for the upcoming summer months and to get ahead of game by accessing your free C.A.R. 45 hours of education, completing your CE requirements and perhaps acquiring an C.A.R. or N.A.R. certification or designation that could lead to more referrals.

An important reminder – if you have questions and are seeking guidance on transactions as they relates to COVID-19, please take advantage of your member benefits and contact the C.A.R. Legal Hotline for legal advice at (213) 739-8282.

Please not that all association hosted live marketing sessions and tours have been cancelled until further notice and staff are assisting you remote from their homes.

COUNTY OF NEVADA OFFERING ALTERNATIVE BUILDING/PLANNING SERVICES - We received notice today that Nevada County staff worked diligently to get drop/pick up boxes and tables put in place in the main Rood Center lobby area (by the CDA entry double doors) so that people can drop new submittal packages, permit applications, resubmittals, etc. Everyone needs to ensure they are following the directions on the boxes/tables prior to leaving any packages. Main points are ensuring they are complete, tightly packaged so they don’t get mixed with other projects, and they ask that you do not leave payments with the submittals. You will be directed to pay fees online after being contacted by staff at a later date.

Customers can quickly check inspection times online through the today's inspection link. If you have questions or concerns, contact Craig Griesbach , Director of Building & Code Compliance Division, (530) 265-1583.

CLOSINGS - Would your client like to close yet the Recorders Office may not be open for live or electronic recordings....C.A.R. advises REALTORS to talk with their title companies about gap insurance that could address the situation so that the deal can move forward.
