Update from Norwin School District
Superintendent Dr. Jeff Taylor
February 11, 2021
Dear Norwin Families,

I am pleased to announce that starting Monday, February 15, 2021, the School District will begin four days of in-person instruction at each of our K-4 elementary schools.

Therefore, K-4 parents who selected the 4-day In-person Operational Model, please understand that your child, whether formerly in the Blue or Gold group, should attend school in-person on Monday, February 15th. With this transition in our K-4 schools, please note the following:

  • In K-4, the District will no longer offer the Hybrid with Synchronous Instruction Operational Model;
  • The other two operational models for K-4 students are the Remote with Synchronous Instruction Model and the Norwin Online Academy;
  • In K-4, the District will no longer use Blue and Gold student groups;
  • Wednesdays will continue to be remote, asynchronous instruction days in order to provide time for small group instruction, remediation, and enrichment through differentiated instruction; and
  • Curbside pickup will continue to be offered from 11:00 a.m. to noon Wednesdays at every Norwin school until further notice.

K-4 Transportation

When Norwin makes this transition on Monday, February 15th, transportation to and from school will continue to be done as safely as possible. We will continue to achieve social distancing to the maximum extent possible, although there will be an increased number of students on the bus. Elementary students will have assigned seats posted in every vehicle.

We are asking for everyone’s patience as we make this transition. We understand that throughout the week of February 15th, there may be a few minor delays in pick-up and drop-off times with the increased number of students on the bus. Also, to reduce the amount of idle time that buses are parked outside the school and students are waiting to disembark, buses are scheduled to arrive at the elementary schools at 8:40 a.m. As a result of more students and a planned later arrival to school, pick-up times may be up to five or ten minutes later than the current pickup time for the first few days of this transition.
As a reminder, families are encouraged to use the FirstView App to monitor their students’ bussing information, including pick-up times, drop-off times, and bus location. This application will provide the data as close to “real time” as possible given the GPS feed and satellite positioning.

Most buses will continue to have the same daily stops, and the bus times will settle into a routine within a few days. Our elementary principals are committed to being flexible regarding arrival times and allowing sufficient time for students to eat a school breakfast if they choose to do so.

The Plan for Grades 5-12

While we assess the transition to four-days of in-person instruction in grades K-4, there will not be any operational model changes for students in grades 5-12. However, students in grades 5-12 are included in our plans for future phases.

My second priority is our seniors at the high school. We are working on a plan to expand in-person instruction for 12th graders to four days. Our seniors need as much in-person instruction as possible so that they are college and career-ready after graduation.

Therefore, at the Norwin School Board meeting on Monday, February 15, I will be sharing the District’s plan for providing additional in-person instruction for our seniors.

Some Final Positive Thoughts

Since our February 1st announcement of this K-4 transition plan, COVID-19 conditions in the community have remained very advantageous for the School District. On February 5th, the state downgraded Westmoreland County to a “Moderate” level of transmission after many months in the “Substantial” level. Also, incidence rates of COVID-19 in the community have also been steadily reducing and have not been this favorable since October.

In closing, thank you for your flexibility throughout this pandemic, and please continue to remain #NorwinStrong.

Best regards,

Dr. Jeff Taylor
Superintendent
