PPE Unite for South Bay Distribution

The Torrance Area Chamber of Commerce and the City of Torrance partnered PPE Unite this past Saturday to provide personal protective equipment (PPE) to South Bay small businesses.
“Our mission at PPE Unite is to help flatten the curve by reducing occupational exposure risk. To say that small businesses have been dramatically impacted by the impending Covid-19 health crisis would be an understatement. The disruptions within the workplace that are caused by a single positive case and staff exposure are truly a threat to business. Our goal is to offer a small gesture that can relieve some of those financial burdens as businesses reopen and get back on their feet,” stated Jay Tsao, co-founder PPE Unite.
The South Bay event turned out to be a huge success and the largest PPE-up event to date serving close to 900 businesses. “We usually go through about 5-6 pallets of face masks, hand sanitizer, and face shields, but at this event we distributed two whole truckloads (~24 pallets). It was quite a turnout and a great showing from the South Bay business community”, commented Tsao. Read article online.

Biden-Harris Administration Increases Lending to Small Businesses in Need, Announces Changes to PPP to Further Promote Equitable Access to Relief

The Biden-Harris administration is announcing several reforms to build on this success by further targeting the PPP to the smallest businesses and those that have been left behind in previous relief efforts. While these efforts are no substitute for passage of the American Rescue Plan, they will extend much-needed resources to help small businesses survive, reopen, and rebuild. Specifically:
- Institute a 14-day period, starting Wednesday, during which only businesses with fewer than 20 employees can apply for relief through the Program.
- Help sole proprietors, independent contractors, and self-employed individuals receive more financial support.
- Consistent with a bipartisan bill, eliminate an exclusionary restriction that prevents small business owners with prior non-fraud felony convictions from obtaining relief through the Paycheck Protection Program.
- Eliminate an exclusionary restriction that prevents small business owners who are delinquent on their federal student loans from obtaining relief through the Paycheck Protection Program
- Ensure access for non-citizen small business owners who are lawful U.S. residents by clarifying that they may use Individual Taxpayer Identification Numbers (ITINs) to apply for relief.

Congressional Representatives Address Torrance Members

This past Friday, 174 individuals attended the annual ‘State of the Region’ featuring Congressional representative Maxine Waters and Ted Lieu. "It is important to hold events such as the annual Congressional ‘State of the Region’ especially in a year with so many issues involving the economic recovery for both business and individuals. We need the support and experience of our key politicians to campaign on their behalf. Congresswoman Waters and Congressman Lieu are true advocates for the overall success of their constituents and will continue to fight for all of us as we navigate the coming year", stated Sherry Kramer, Continental Development Corporation and past chairman of the board.
Congresswoman Waters discussed the CARES Act and provided statistics for South Bay cities regarding the Paycheck Protection Program. Waters also focused on the American Rescue Plan, which is an Emergency Legislative Package to Fund Vaccinations, Provide Immediate, Direct Relief to Families Bearing the Brunt of the COVID-19 Crisis, and Support Struggling Communities. Torrance Chamber Supports SB74, Keep California Working Act

A coalition of more than 40 business organizations led by the California Chamber of Commerce have announced their support for SB 74 (Borgeas; R-Fresno), which establishes a $2.6 billion grant program that offers small businesses a lifeline while they struggle to survive pandemic-induced shutdowns and regulations.
The CalChamber and the coalition members are supporting the measure due to the catastrophic impact that COVID-19 policies are having on the state. California is currently experiencing high rates of unemployment and small businesses in the state have been devastated by shutdowns. SB 74, in conjunction with the Small Business Grants Program Budget proposal and federal aid programs, would assist affected businesses by providing them with a financial bridge until they can fully recover. In conjunction with the recent adoption of the COVID-19 emergency regulations, the California Division of Occupational Safety and Health (Cal/OSHA) has developed a model COVID-19 Prevention Plan (CPP) to assist employers in developing their CPP.
The emergency regulations to protect workers from COVID-19 went into effect on December 1, 2020, as announced that day in a press release from the California Department of Industrial Relations (DIR).
The emergency regulations apply to most workers in California not covered by Cal/OSHA’s Aerosol Transmissible Diseases standard. The regulations do require the employer to develop a site-specific written COVID-19 prevention plan, although the employer has the alternative to incorporate the conditions into its existing Injury and Illness Prevention Program.
