Thomas Charles (“Tom”) Johnson, “Father of the 100 Best Fleets” award program and legend in the fleet management industry passed away at UCSF Medical Center in San Francisco, CA on December 27, 2022, due to complications from Lou Gehrig's disease (aka ALS, amyotrophic lateral sclerosis). Fleet management consultant, author of several fleet management books, always upbeat and ready to MC fleet events, he will be missed. In lieu of flowers, tax-deductible contributions to support ALS research in Tom's memory will be gratefully accepted at: https://donate.als.org/tomjohnson.

Grants Accepting Applications

- $33M currently available to develop and launch zero-emission mobility projects including:
- Innovative transit services – like on-demand shuttles, vans and buses
- Ride-on-demand services – similar to those provided by Uber or Lyft
- Bikesharing and scooter-sharing
- Carpooling and vanpooling
- Electric vehicle carsharing
- Funding includes set-asides for tribal governments
- $100K vouchers for Community Transportation Needs Assessments in DACs

Clean Cities Receiving Increased Funding
|
|
Congress has recommended significantly increased funding for Clean Cities Coalitions to assist in granting, up to $60M. An additional $100M will be programmed through the EPA’s DERA program.
|
|
Sac Metro Air District Grant Program Now Open
|
|
- $20M in Funding available - open until funds are full awarded
- On-road, Off-road & Infrastructure Project Proposals Welcome
- Applicants with a complete project proposal including a completed Payee Data Record form, usage and ownership documents, detailed price quotes, equipment photos, and other requirements are encouraged to apply.
|
|
Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program
|
|
- $1.5 billion is available for the FY 2023 RAISE grants due by February 28
- SACOG, El Dorado & Placer County Transportation Agencies RAISE funding assistance
- Understand grant requirements, provide technical assistance, and provide letters of support
|
|
US DOE $80M School Energy Upgrade Grant Program
|
|
- Energy improvements to schools, especially schools in DACs
- Also included, $100K for up to 25 local education agencies to train personnel as energy managers
- Grant applications are due by January 26
|

New Updates, Regulations, and Requirements

|
County of Sacramento Storekeeper Recruitment
|
|
The County of Sacramento Fleet Management is opening recruitment for Storekeeper.
-
Storekeepers order, receive and issue parts and supplies used in vehicle & equipment maintenance
- Monthly salary: $4,153 - $5,047
|
|
The 2023 standard mileage rates have been released by the IRS, and apply to EVs, hybrids and conventional vehicles:
- 65.5 cents per mile driven for business use
- 22 cents per mile driven for medical or moving purposes
- 14 cents per mile driven in service of charitable organizations
|
|
Electricity Rates Higher Than Forecast
|
|
Electricity costs are going up and will most likely be beyond the forecast cost per kWh that CARB used in their ZEV cost savings data. The “Renewable and zero carbon sources must supply 60 percent of retail electricity in 2030” and the percentage increases to 90% in 2035.
|
|
May 2023 will bring another “May is Bike Month” sponsored by the Sacramento Area Bicycle Advocates (SABA). This is a great show how you can reduce your carbon footprint while increasing your health! In 2022:
- 284 Workplaces Participated
- Nearly 40,000 Vehicle Trips Were Avoided
- Over 550,000 Cycling Miles Were Traveled
- 30 tons of CO2 Saved

The Biden-Harris administration has released the “US National Blueprint for Transportation Decarbonization” establishing a roadmap for a zero-carbon grid by 2035 and reaching net-zero carbon across all transportation and energy sectors by 2050.

Nikola Capitalizes on Green Hydrogen
|
|
Nikola will be delivering fuel cell trucks in 2023 and is taking advantage of rapid developments in the Green Hydrogen space. Nikola’s inclusive lease plan (truck, fuel & maintenance bundled) will benefit from the US DOE’s $8B investment in a national network of hydrogen hubs and their “Hydrogen Shot” program to bring the price of green hydrogen to $1/kg.

FreeWire has entered into agreements to put their Boost DCFC chargers at gas stations with Phillips 66 (and their affiliated Conoco and 76) and with Chevron’s franchise and corporate-owned stations.

The Ford F150 “Lightning” has been awarded the Green Car Reports “Best Car to Buy in 2023.”

Nevada Lithium Mine Court Problems
|
|
Lithium Nevada Corp’s efforts to open a lithium mine on Indian land in Northern Nevada have hit a snag in federal court. Native Americans have filed several state court actions to stop the mine without success, but a federal appeals court could now rule against allowing the mine to move forward.
|

Stellantis Building Archer Aircraft
|
|
Stellantis, parent of 16 auto OEMs including Chrysler, Fiat, Citroen and Peugeot, will build a four-passenger, 12 propeller VTOL aircraft with a 100 mile range for Archer. Manufacturing is schedule to be done in Georgia beginning in 2024.

Stellantis, parent company of Dodge/Ram has indicated that they have plans to develop a hydrogen fuel cell model of their Ram pickup truck line.
|

PG&E Green Hydrogen Energy Storage
|
|
PG&E has applied for permits to build their first major power storage facility using renewable hydrogen in Calistoga. The facility will have a starting capacity to store 293MWh of energy, enough to provide 48 hours of zero-carbon electricity, and will be expandable to 700MWh.

Tesla Semi - Load Weight Dictates Range
|
|
PepsiCo is putting 15 Tesla Semis into service in Modesto hauling light loads of chips over 400 miles, and 21 Tesla Semis into service in Sacramento hauling heavy loads of soda 100 miles.

HD NOx Standard Unrealistic?

|
Engine manufacturers believe EPA has developed their new NOx standards based on incomplete, inaccurate and faulty information, indicating that sensors and catalysts that can meet the standards do not exist.

Vinfast Delivers in December

Vinfast has delivered their first VF8 SUVs in December, with plans to to begin taking orders for their FV6 and FV7 models in March.

HD EVs Unable to Plow Snow
|
|
The City of New York uses their refuse fleet with front plow attachments to plow snow when the streets need to be cleared. As with other high-energy-demand operations, the battery electric trucks are not able to perform satisfactorily with current technology batteries.
