VICA VICTORY - Governor Newsom Extends California Film Tax Credit
Governor Newsom released his 2023-2024 proposed budget this past Tuesday. Included within his budget is a five-year extension of the film and television tax credit program.
In a statement on Tuesday, Motion Picture Association chairman and CEO Charles Rivkin said that Newsom’s proposed budget “underscores the importance of funding programs that stimulate our economy and support job creation.”
Rivkin added, “The Motion Picture Association applauds Governor Newsom for acknowledging the role California’s film, television, and streaming industry can play in driving economic growth. We look forward to working with leaders in the legislature alongside our union, guild, and other industry partners to pass this important extension that will bolster the creative economy and keep California the home of motion picture production.”

Action Alert! Tell the US Consumer Product Safety Commission to Leave Our Gas Stoves Alone
Earlier this week, a member of the US Product Safety Commission called for a ban on gas stoves, stating that this ban "should be on the table" amid rising concerns over harmful indoor air pollutants admitted by the appliances.
Natural gas distributors argue that an outright ban on natural gas stoves would increase costs for homeowners and business, like restaurants, with little to no environmental gain. Lawmakers have asked the commission to consider requiring warning labels, range hoods, and specified performance standards.
Click the button below to tell the US Product Safety Commission that a ban on gas stoves - meaning increased burdens for homeowners and business owners - is not the solution to our climate crisis.

LAST CHANCE TO LET US KNOW - VICA's 2023 Legislative Priorities
At the end of 2022, VICA gathered recommendations from our members on what they believe are the most important legislative priorities for 2023. After working to consolidate this list of recommendations, we are now turning back to our members to vote on their top ten priorities for the new year.
VICA members, you should have received VICA's 2023 Legislative Priorities survey (distributed through SurveyMonkey) in your email one more time this week. If you have not yet filled out the survey, this is your last chance! If you are a member and did not receive the survey, or have any questions, please email Cathy at cathy@vica.com.

FAA Experiences System Outage
Officials are still trying to figure out exactly what led to the Federal Aviation Administration system outage on Wednesday but have traced it to a corrupt file, which was first reported by CNN. In a statement late Wednesday, the FAA said it was continuing to investigate the outage and will "take all needed steps to prevent this kind of disruption from happening again." "Our preliminary work has traced the outage to a damaged database file. At this time, there is no evidence of a cyberattack," the FAA said.
LA County Homelessness Emergency
The Los Angeles County Board of Supervisors on Tuesday unanimously approved an emergency declaration aimed at dramatically speeding up services to the tens of thousands of people living in encampments and vehicles. The declaration started the clock: County officials with the Homeless Initiative now have two weeks to report to the board exactly what parts of the county bureaucracy can be scrapped. The declaration, crafted by Supervisors Lindsey Horvath and Kathryn Barger, aims to cut steps in three time-consuming county processes: contracting, procurement and hiring.
Southern California Hit Hard by Storm
Southern California on Tuesday began digging out from a storm that forced mass evacuations, damaged homes, left roads impassable and made a muddy, wet mess of Los Angeles hillside neighborhoods. The system has moved out of the region, but only after landing a powerful punch. The National Weather Service called it “the most impressive” storm since 2005, soaking some parts of the Central Coast with more than a foot of rain. The latest in a series of atmospheric rivers to pound an already drenched California brought astonishing rainfall to L.A. County as well — including more than 6 inches in Bel Air, Porter Ranch, Woodland Hills and Alhambra; more than 5 inches in Beverly Hills, La Cañada Flintridge, Sierra Madre and Pasadena; and more than 4 inches in Agoura Hills and Calabasas.

Porter, Lee, and Khanna Senate Bid
The intensifying contest to succeed Feinstein would ripple far beyond the long-serving senator’s seat, as four House Democrats have already jumped in or indicated interest. Less than 48 hours after Porter became the first Senate candidate to launch, we got multiple candidates who are familiar to Orange County voters. Progressive stalwart Rep. Barbara Lee’s likely departure is major news in Oakland and Alameda County. Rep. Adam Schiff is all but guaranteed to jump in and Rep. Ro Khanna has confirmed he’s interested and being urged to run.
Newsom Announces CA Budget
California will delay some spending commitments, reverse recent steps to shore up its fiscal health and shift funding sources to limit the cuts it must make to close a projected $22.5 billion budget deficit, Gov. Gavin Newsom said today. The shortfall, slightly less than the $24 billion that financial analysts for the Legislature estimated in November, will not prevent the state from fulfilling its ambitions of transforming education, homelessness, housing affordability and health care, the Democratic governor insisted. “We’re keeping our promises,” Newsom said during a press conference in Sacramento, where he unveiled his proposed $297 billion spending plan, about 3.6% smaller than last year’s record budget.
Harvard-Westlake Player Goes Pro
Angel City Football Club selected Harvard-Westlake forward Alyssa Thompson with the first choice in Thursday’s National Women’s Soccer League draft. The 18-year-old registered for the draft last week, decommitting from Stanford. She had made a non-binding verbal commitment in 2020 to attend Stanford, beginning in the fall of 2023, before the start of her sophomore season with the Wolverines. “This was the hardest decision that I’ve ever had to make, but in the end, I decided that it was the best for me,” Thompson said Thursday when asked about her decision to turn professional.
