Biboon Gabeshiwin Recap

This year's Biboon Gabeshiwin (winter camp) was a great success! Chi-Miigwech to all staff, volunteers, Bayfield School, partners, and participants. Retaining and revitalizing Ojibwe / Anishinaabe culture is vital to who we are as people. Ensuring these traditions stay alive for our next generations is of the utmost importance. Aho!


In case you missed it, Biboon Gabeshiwin features outdoor and indoor activities, such as ice fishing, sled dogs, snow snake, wolf/animal telemetry, snowshoeing, asemaa teachings, storytelling, and much more.


Biboon Gabeshiwin started on Friday with outdoor activities at Buffalo Bay Campgrounds. A community feast was held at Bayfield School Friday evening, featuring a meal prepared by local chef Chris Basina. After the feast there was aadizookaan storytelling with Mike Sullivan and Waawaakeyaash Keller Paap.


Saturday was packed with more outdoor activities, a Canning Blueberries workshop with Amber Hanson, Home-use Net Hook Foraging with Dave Curran, Ojibwemowin games, Pemmican Making with Sarah Gordon Altiman, and more storytelling Saturday night to conclude the week.

Community Notice: Tax Schemes with Non-Members

Per RCCL 39.10, Tribal Members are prohibited from engaging in property tax avoidance schemes with non-members.


The Tribal Council took action on February 21, 2023 to prohibit Red Cliff tribal members from engaging in property tax avoidance schemes with non-members (RCCL sec. 39.10) for a period of ninety days while it seeks a permanent solution to this important problem.


The Tribe encourages its members to avoid becoming involved in such arrangements with non-members because such schemes create effective tax havens for nonmembers, drive up the cost of private lands, and encourage development of reservation lands by nonmembers, all ultimately restricting the Tribe’s ability to provide for the membership.


Tribal members who engage in such activity and allow documents to be filed with the County Register of Deeds reflecting nominal tribal ownership interests in violation of RCCL sec. 39.10 will be subject to prosecution under tribal law, which provides for a fine of up to $5,000 for each day that such filings persist.

The Tribal Council hopes to obtain a more permanent solution to this problem before the ordinance is set to expire on Monday, May 23, 2023. Any comments or inquiries should be directed to Tribal Attorney David Ujke at the Red Cliff Legal Department 715/779-3725.

Background

Instances of these tax schemes began after four Tribes (Lac Courte Oreilles, Bad River, Red Cliff, Lac du Flambeau Bands of Lake Superior) won a Seventh Circuit Court of Appeals case in August 2022. The court ruled that Wisconsin cannot impose property taxes on lands owned by the tribes or their members within the permanent homelands they negotiated in the Treaty of 1854. Non-members used this court decision and enlisted Tribal Members to “own” a small percentage of non-member property, with the goal of the non-member avoiding the legal requirement to pay taxes. 2023 Tribal Council Election Information

The 2023 Red Cliff Tribal Council election cycle is underway. Red Cliff Tribal Members will have the opportunity to vote for a Chairperson, Treasurer, and three At-Large seats.

The Primary Election is set for Friday May 5, and the General Election is set for Tuesday July 4. Both elections will take place at Legendary Waters Resort & Casino. Polls will be open from 8 AM - 8 PM.


The deadline for members to declare candidacy for Chairperson or Treasurer is April 5. The deadline for members to declare candidacy for At-Large Seats is June 19. Notice of candidacy should be submitted to the Tribal Council Secretary via email at secretary@redclif-nsn.gov or call 715-209-3989.

Apply to serve on the Election Board

The Red Cliff Tribal Council is seeking seven (7) community members to serve on the 2023 Election Board. You must be 18 years of age, a Red Cliff Tribal Member and eligible to vote at the Tribal Elections.


The Election Board will serve both the Primary and General Elections.


If you are interested in serving on the Election Board, pick up an application at the Tribal Administration Building. Applications need to be submitted to the Front Desk of the Administration Office by March 29, 2023 by Noon.

Tribal Council Meeting

The Red Cliff Tribal Council is scheduled to meet on Monday March 6 at Legendary Waters.


The Regular Session is expected to begin at 4:30 PM. Community members are encouraged to attend.

Winter Parking Reminder

Community members are reminded to abide by the Winter Parking Regulations so the roads crews can safely and efficiently remove snow. Vehicles that are improperly parked on the road impede snow removal, and the snow built up around them impedes the ability to get emergency vehicles to residences where they are needed.


The Red Cliff Police Department may begin towing vehicles that are a consistent issue.

Water & Sewer Billing Notice

Attention Red Cliff Water & Sewer paying customers: The Water & Sewer Department is having temporary issues reading meters. The Department is working on resolving this issue and will complete meter readings as soon as possible.


Please note - late fees will not be incurred, as this is not the fault of the customer.

Badger Box Update:

No Badger Box Giveaway this month

There will not be a badger box giveaway this March. However, the Red Cliff elder population and homebound individuals will receive a box.


The grant that has allowed the Hunger Task Force (HTF), based out of Milwaukee, to provide these nutritious and well-received Badger Box food boxes across the state, is scheduled to end in June 2023. They are waiting to see if Governor Evers's budget gets passed. Within his budget is money set aside for programs like the Badger Boxes.

 

To reach the most clients and trying to be fair across the board, HTF has designed a reduced allocation of food boxes beginning this month (March), with the intention to have enough food left to provide boxes throughout the remaining time the grant will run.


Red Cliff unfortunately will not be conducting a food box giveaway this month. We are expected to receive only 200 boxes each month until the grant is completed. With that said, Red Cliff will ensure that our elder population and the homebound individuals will receive a food box. I sincerely apologize about this significant change in the way we operate.


I look forward to the time that this program will return and we can again provide the wonderful boxes of food out to the whole community again.

WI Native Vote to host education dinner series

Wisconsin Native Vote, Native American Rights Fund (NARF), and the Red Cliff Tribe will host a dinner and night of fun on March 7 from 4-7 PM at Legendary Waters.


This is a free dinner open to the public. Discussion will be centered around the Wisconsin Supreme Court's impact on Native people, and the challenges Native voters face. There will be a free raffle, door prize, and bingo.

Giwiidosendimin Circle of Healing and Zaagichigaazowin Home Visiting Program will host Ribbon Skirt Making workshops on March 16 from 5-7 PM and March 18 from 10 AM - 4 PM! Materials will be provided.

Circle of Security Parenting Class

Giwiidosendimin Circle of Healing will host Circle of Security Parenting Classes on Wednesdays from 5-7 PM. Class dates are set for every Wednesday from March 15 through May 3 at the Project LAUNCH Offices located at 88985 Nuzzo Road in Red Cliff.

RFP: Construction of New EMS Facility

The Red Cliff Band is seeking sealed bid proposals for the construction of a new Emergency Medical Services (EMS) facility located at 37100 State Hwy 13 in Gaa-Miskwaabikaang (Red Cliff Reservation).


Project Description

Red Cliff is seeking to contract with a General Contractor to construct a 7,100 sq. ft. building. The first level will include a large unconditioned garage area, an unconditioned storage area, and a conditioned lounge/sleeping quarters. The smaller second level will include a conditioned storage and IT/security room.


Proposals should be submitted by Thursday April 6 at 4 PM.

An optional pre-bid meeting has been scheduled to allow potential bidders the opportunity to learn more about the project prior to submitting their bid. The meeting will be facilitated in-person at Red Cliff and virtually through the Microsoft Teams meeting platform. Bidders are encouraged to submit questions in writing prior to the meeting. Verbal questions will also be accepted during the meeting, provided bidders confirm verbal questions in writing for the record. After the meeting, an amendment to the original RFP will be made publicly available with the questions and answers discussed at the conference. If attending the conference in-person, an opportunity to visit the proposed build site will be extended upon request. 

The pre-bid meeting will take place on Tuesday, March 14th, 2023 at 8:30 am at the Red Cliff Tribal Administration Building located at 88455 Pike Rd. Bayfield, WI 54814. A Microsoft Teams link for the meeting will be extended upon request.

Dr. Stolp joins RCCHC Staff

Dr. Kathryn Stolp has joined the RCCHC as a Physical Medicine and Rehab Physician. Dr. Kate is a Wisconsin native who received her MD degree from University of Minnesota and did residency training in Physical Medicine and Rehabilitation followed by a fellowship in Electromyography and Neuromuscular Diseases at the University of Michigan. She comes to us after a 29-year career at Mayo Clinic Rochester where she served as director of the Mayo Spinal Cord Injury Program, the Mayo PM&R Residency Program Director, Associate Dean for Graduate Medical Education, and chair of the department of Physical Medicine and Rehabilitation. She has been president of two national medical organizations. In retirement, she is a competitive ballroom dancer, Wisconsin Master Naturalist, volunteer Executive Director of Washburn Chequamegon Bay PFLAG. She lives with her husband in Washburn and has two grown sons.

Noojimo'iwewin Center Meetings

Harm Reduction - Keep our Community "SAFE"
Saving lives from HIV and Hepatitis C requires aggressive strategies to reach people at high risk. The purpose of the Red Cliff SAFE Program is to help reduce harm from risky behaviors.

The SAFE Program is operated out of the Red Cliff Community Health Center. This program is available to all members of the Red Cliff Band of Lake Superior Chippewa as well as surrounding communities. Individuals can access clean syringes, sharps containers, sterile water, antibiotic cream, alcohol wipes, and condoms. By improving access to these materials, we help people who inject heroin, meth, and other drugs to reduce their risk of contracting HIV and Hepatitis C.

In addition, the Red Cliff Community Health Center now offers Narcan. Narcan is for the emergency treatment of known or suspected opioid overdose. When you come in for our needle exchange, you can request a dose(s) of Narcan at no charge to you.

If you or a loved one are at risk for HIV or Hepatitis C, we will never judge you or your behaviors. You can access the services by simply stopping at the health center reception and asking for the SAFE Program. The services are provided within the health center setting and are completely confidential.

The goal is to expand sites within the next year. The current services are available Monday – Friday, 8:00am-4:30pm except holidays. You can get more information by calling (715) 779-3707.

Boozhoo families with the Red Cliff Early Childhood Center! Week 22 of the Second Step Curriculum will work with your children on how to join in with others who are playing Teachers will be implementing this curriculum and families will also receive these exercises to continue practicing at home.

Notice of various Early Head Start closure dates

Dear Early Head Start Families,


I hope that the New Year finds you and your family happy and healthy.


I would like to let you know that we will be reducing our service hours for Early Head Start. We will be closed for students eight extra Fridays through the end of the school year.


Below are dates of closure that were regularly scheduled for services. We will also be sending out amended calendar pages to assist with keeping track of the changes.


March 10, March 24, May 5, May 19, June 2, July 14 


This is only through this school year and will impact 8 scheduled Fridays. We know that this may cause challenges for some families and for that we apologize!

WIEA to host Youth Art Contest

The Wisconsin Indian Education Association will host a Youth Art Contest as part of its WIEA Conference set for April 20-21, 2023 in Madison.


Student artists are asked to submit a piece of artwork that reflects the theme of this year's WIEA Conference: “In Beauty and Unity, We Walk the Healing Path.”


Artwork will be judged by selected community members, and based on the following criteria:

Originality, creativity, and culturally connected.

Relationship of the work to the theme: “In Beauty and Unity, We Walk the Healing Path”.


One submission per student.

The winning selection will receive $150 and the runner-up will receive $50.


The contest is open to all American Indian and Alaskan Native students in the State of Wisconsin grades 6-12.


Artwork must be submitted no later than Friday March 10, 2023.
