Week 7: A Public Works Package Emerges

Infrastructure advocates collectively cheered this week as a $1.5 billion dollar bonding bill and additional cash-funded projects list was revealed and heard in committees. Click here for a full list of funded programs and projects.

Some highlights include:

  • $245.16 million for the Department of Transportation, including $79 million for local road improvement fund grants, $67 million for local bridge replacement programs and $18 million for the port development assistance program.

  • $235.4 million for drinking water and wastewater projects, including $10 million proposed for lead service line replacement

  • Met Council: $108.62 million in bonding, including $72 million for bus rapid transit projects

  • Minnesota State: $177.33 million, including $49.58 million of a $173.68 million request for asset preservation and replacement

  • The University of Minnesota: $132.13 million, including $92.6 million to renovate Fraser Hall and $39.53 million for asset preservation and replacement

  • 40+ projects for nonprofits and local units of government would receive one-time cash dollars for capital projects

The House and Senate Committees are planning to vote on the bill next week. A 3/5ths majority is needed for a bonding bill to pass the entire House and Senate. Cash bills need a simple majority.

On Thursday night, the House passed the Earned Sick and Safe Time bill, which essentially requires businesses of any size to provide six paid sick days a year. There was an amendment adopted that would allow construction unions the option of waiving the requirement for contractors. The bill has one more committee stop before it goes to the full Senate for a vote.

A bill regarding contractor liability and wage theft was introduced in the House yesterday. It will be heard in the House Labor Committee next Thursday. There is no Senate companion bill, yet. AGC will be meeting with the proponent next week to discuss issues and concerns.

AGC’s Legislative Committee will meet online next Thursday. Contact Laura Ziegler if you would like to join.

This year, we will expand our focus on contributions and achievements African Americans have made that extend across the United States and beyond. From achievements in STEM to arts, sports, and politics, African Americans have made an imprint and an impact in all aspects of society for the greater good of everyone.

MnDOT is asking potential contractors to assist with evaluating construction staging and risks to constructing this proposed project while minimizing impacts to the traveling public.
