Message from the City Manager Regarding Shakir Khan


As most of you have heard, the San Joaquin County Sheriff’s Office filed Elections related charges against Shakir Kahn. I would like to take a moment and assure you that the City Council and City staff are all dedicated to continuing to serve this community. 


The Sheriff’s Office alleged that Shakir Kahn registered voters and personally cast ballots in those voters names.  The press conference laying out these allegations can be found here. In response to the allegations, Mr. Kahn submitted his written resignation from City Council late yesterday afternoon.


This investigation is conducted by the Sheriff’s Office and involves the elections process operated by the California Secretary of State and the San Joaquin County Registrar of Voters. 

Energy Market Conditions


Energy markets continued to see significant price spikes through December, resulting in average prices of more than $250/MWh, primarily driven by the high cost of natural gas during this period. Across the West, natural gas future prices spiked for January 2023 but have since traded at lower prices for February 2023. While the City of Lodi has in place energy procurement hedging guidelines to help minimize exposure to short-term energy cost increases, these price spikes are anticipated to put upward pressure on consumer energy bills in the near term. A 5-year look at the monthly historic market prices for wholesale energy in the CAISO electric market offers a sobering look at where the energy markets have been as of late.
