EXPIRING FUNDS

Please provide MoDOT a plan to spend Non-Primary Entitlement (NPE) and COVID funds by Dec. 13. If you are unable to spend these funds, please contact your MoDOT aviation project manager to start the turnback process for NPE. In the next couple of weeks, consultants for each airport will receive an updated email on available expiring funds and include a meeting invitation. This meeting will provide an opportunity to present and discuss each airport's plan for their expiring funds.

 

Expiring NPE Funds - Need to be expended by:

·   2019 NPE: July 21, 2025

·   2020 NPE: July 30, 2025

·   2021 NPE: Aug. 1, 2025

 

Expiring COVID funds - Need to be expended by:

·   CRRSA: June 16, 2025

·   ARPA: Aug. 15, 2025

 

2022 BIL AIG Funds

BIL AIG 2022 funds will not be extended and will be recovered by the FAA. Please submit the final design cost (if design only) and/or final construction bid cost and/or final construction inspection cost to MoDOT by March 1, 2025.  



LOCAL MATCH AIP AND BIL

The Airport Improvement Program (AIP) including Non-Primary Entitlement (NPE), State Apportionment, Discretionary and Congressionally Directed/Community Directed Spending (CDS) and BIL Airport Infrastructure Grants (AIG) will be a 5% local match for non-hub and non-primary airports for federal fiscal years 2025 and 2026.

The CIP Letter went out during the month of October (email only). FAA CONSULTANT WORKSHOP INFORMATION AND REGISTRATION

The Federal Aviation Administration (FAA) Office of Airports will be holding the final National Workshop of 2024 on Thursday, Nov. 21 from 8:30 a.m. to 5:00 p.m. The Office of Airport Compliance and Management Analysis (ACO) is hosting this virtual workshop for consultants working with airport sponsors with ensuring or obtaining compliance with federal obligations. Please share this information with your consultant network so we can have maximum participation.

The intent of the workshop is to partner and collaborate with the airport sponsors, consultants and other stakeholders to ensure we are providing the best possible service to our airports. We will cover several topics that will improve communication, manage expectations and allow us to leave with a mutual understanding of what is collectively needed to make our programs and processes run as effectively and efficiently as possible. 


Topics will include:

  • Compliance Program Overview
  • Land Use Change Policy
  • Air Carrier Incentives Policy
  • Financial Review and Single Audit Process
  • Case Studies on Aeronautical Access
  • ACO Roundtable

INTRODUCING THREE NEW AVIATION TEAM MEMBERS

Many of you met our new team members at the 4 States Conference in Kansas City. We want to reintroduce them and identify what their role is in supporting the Aviation Section.


Emalee Harris:

Emalee is working with Brian Boehmer in the Statewide Planning section. In addition, she is the project manager for the central and east central areas of the state.
