New Leadership at MoDOT

The Missouri Highways & Transportation Commission announced Ed Hassinger as MoDOT’s new Director, effective Nov. 13. Director Hassinger holds a Bachelor of Science Degree in Civil Engineering and is a Registered Professional Engineer. He has dedicated over 40 years of his career to fulfill the mission of MoDOT and has held positions in bridge, traffic and bridge maintenance and served as a leader as assistant district engineer, and as district engineer in two districts, Northeast and St. Louis. Since 2013, Ed has been the Chief Engineer with the added responsibility of Deputy Director since 2018. He has consistently produced results that have made Missouri a national leader in project delivery, providing great value to Missourians.

FTA Section 5310 Rural/Small Urban and 5311 Rural Applications

Currently, there is no federal funding application available for the Section 5310 and 5311 programs. When applications become available, a notice will be posted in this newsletter and on our website at Transit Applications and Reporting.

FMCSA Drug and Alcohol Virtual Training-Part 382 is on Jan. 9, 2025 - Click to enroll. Enrolled attendees, use this link to access the webinar. Section 5310 transit agencies with vehicles that are 16 passenger or more (including the driver) can attend this training.


Transit Investment Tops List of Legislative Priorities for 2025

Missouri saw historic funding for public transit over the last two years with $11.7 million, a 580% increase since 2021 and is now a part of MoDOT’s core operating budget.

 

This funding will help provide the non-federal or local match required to enable transit providers to draw down some of the $91 billion in federal funds earmarked for transit as part of the $1.2 trillion Infrastructure Investment and Jobs Act. Federal funding support requires a 50:50 match for transit operations and an 80:20 match for capital programming.

Notice of Funding Opportunities (NOFO)



FTA Bus Safety and Accessibility Research Program – Jan. 17, 2025, deadline. Up to $10 million is available to research standard bus designs, safety innovations and systems and bus compartments that support safety and accessibility goals.


FTA Technology Transfer (T2) Program – Feb. 11, 2025, deadline. Up to $5 million is available to fund an applicant, through an FTA cooperative agreement, to develop and manage FTA’s T2 program with an expected period of performance spanning at least 48 months.


FTA Buy America Waiver; Vans and Minivans

FTA has extended the Buy America waiver for vans and minivans, for a period of five years. This partial, time-limited, general nonavailability waiver extension follows FTA’s review of a RFC, to which AASHTO responded.


FTA CCAM Fact Sheet on Medicaid Transportation Coordination

FTA and CMS created a Medicaid Coordination Fact Sheet to help clarify the 2023 Medicaid Transportation Coverage Guide and encourage partnership and coordination between state Medicaid agencies and state DOTs.


FTA FAQ for General Directive 24-1: Required Actions Regarding Assaults on Transit Workers

FTA published an FAQ clarifying General Directive 24-1, in addition to the webinar held in October, also available on FTA’s website. The FAQs clarify requirements to support transit agencies in meeting the Dec. 26 reporting deadline to FTA.

 

U.S. DOT is revising its drug and alcohol procedures to provide temporary qualification requirements for mock oral fluid monitors, provide for consistent requirements by identifying which individuals may be present during an oral fluid collection and clarify how collectors are to document that a sufficient volume of oral fluid was collected. 


FTA 2024 Circular Update Guidance – C 9050 and 9040 videos posted

FTA is releasing a series of videos summarizing the changes and requirements to the revised circulars. Most recently, the Circular 5010 Awards Management Requirements guidance video was posted. See the videos on FTA's website.

Missouri Transit Providers Optimistic About Future


For the first time since the pandemic, both urban and rural transit providers in Missouri are echoing the same sentiment – optimism. Ridership numbers are nearing and, in some places, exceeding ridership numbers from prior to 2020. Operator shortages have been nearly eradicated. Millions in new vehicle fleets have been purchased by both urban and rural providers across the state.

 

These highlights were just a few of the many discussed during Citizens for Modern Transit’s virtual State of Public Transit event, held on Nov. 19 in conjunction with the Missouri Public Transit Association. Those in attendance heard from leaders of the state’s two largest metropolitan areas and rural transit providers.

Introducing a New National RTAP Technology Tool - RideSheet

 

National RTAP introduces its newest technology tool - RideSheet. RideSheet is a simple, spreadsheet-based tool for operating and reporting on small demand-response transportation services.


RideSheet supports rural, small urban and urban specialized services ready to move away from paper, whiteboards and ad-hoc spreadsheets and move to systematic and accessible tracking tools. RideSheet is a database for tracking trips, runs, customers, drivers, vehicles and services.
