Oversized / Lived-In Vehicle Enforcement Map + Opening of Safe Parking Site | |
San Jose's Department of Transportation has developed a map of oversized vehicles on our streets. That includes identifying lived-in vehicles. The map is publicly available at the DOT website. The map shows the scope of the problem we are facing and that nearly every corner of the city is affected by lived-in vehicles.
Our new Safe Parking Site on Berryessa Rd will be opening in January 2025, providing designated spaces for 85 RVs. This initiative will help relocate or remove RVs from our streets, reducing their impact on neighborhoods and businesses. The program focuses on fairness and citywide enforcement, including temporary tow-away zones at RV encampments in every district. We are working closely with our housing department to prioritize streets in District 4.

CARE Act Takes Effect This Week | |
This week marks a significant milestone in Santa Clara County’s efforts to address homelessness and mental health crises as the Community Assistance, Recovery, and Empowerment (CARE) Act officially rolls out. Designed to provide a compassionate and structured approach to assist individuals struggling with severe mental health conditions, the CARE program offers a new pathway to stability and recovery. Through court-ordered care plans, the initiative will connect unhoused individuals to mental health services, housing resources, and ongoing support, addressing the root causes of their homelessness and promoting long-term well-being.
The CARE Act allows families, behavioral health providers, and others to refer individuals into the program if they are experiencing psychosis or related mental health issues and are unable to care for themselves. Participants will work closely with a multidisciplinary team, which includes case managers and mental health professionals, to develop personalized care plans. These plans aim to balance accountability with empathy, requiring participants to engage in treatment while also ensuring they have access to resources like housing and supportive services.
For San Jose, the CARE program represents a step forward in addressing the intersection of mental health and homelessness, which has long been one of the region’s most pressing challenges. With over 6,000 people experiencing homelessness on any given night in San Jose, and a significant portion dealing with untreated mental health conditions, the CARE Act offers a proactive tool to bridge the gaps in the existing system. By focusing on early intervention and sustained care, the program hopes to reduce the strain on emergency services and provide more meaningful outcomes for individuals in need.
While the program is not without its challenges—such as ensuring sufficient resources and scaling the initiative to meet demand—it reflects a broader commitment to innovative solutions. The CARE Act’s rollout signals progress in shifting the focus from punitive measures to empowering interventions, fostering a vision of a community where everyone has the opportunity to thrive.

A new multifamily affordable housing has been proposed for development at 1207 North Capitol Avenue in Alum Rock. The project proposal includes the construction of a new five-story building offering affordable housing and residential amenities. Plans call for the demolition of an existing single-family residence on the site.
The project site is a parcel spanning an area of 1.5 acres. The scope of work includes the construction of a new five-story affordable housing project offering 129 multifamily units.
The affordable housing project integrates functionality, aesthetics, and community engagement. The building design features a C-shaped footprint, with interconnected open green spaces as communal amenities. The architectural orientation ensures most units receive ample daylight from the West, East, and South, while the courtyard benefits from Southern light. Exterior balconies provide functional outdoor spaces and balance the building’s mass with individual units.
The project includes over 13,000 square feet of communal areas such as lounges, community rooms, fitness facilities, and exterior open spaces. These areas promote physical health, recreation, and socialization, fostering human connections and a strong sense of community. It is positioned along a major public transportation route, with easy access to a nearby light rail station. The estimated construction timeline has not been announced yet.

The survey is for youth and young adults ages 12-25 who live and/or attend school in/around San José. It was designed to gather information about the lived experiences of community members. This information will help the City of San José Youth Commission make recommendations to leaders and policymakers about improving services and creating more opportunities for young people in our community. All questions are optional, and you may skip any question(s) you prefer not to answer.

Open enrollment is officially underway for Kaiser Permanente’s Community Health Care Program serving Californians without access to any other health coverage.
Even with the expansion of Medi-Cal in 2024, too many Californians remain uninsured. The Community Health Care Program (CHCP) helps to address this gap by providing Kaiser Permanente’s high-quality care and coverage to eligible Californians in our service areas.
CHCP members are enrolled in the Kaiser Permanente Platinum 90 HMO plan. Monthly premiums for comprehensive coverage are subsidized, and CHCP members do not have to pay copays for out-of-pocket costs for most care at Kaiser Permanente facilities.
Individuals do not need to be U.S. citizens to qualify.
The deadline to apply for CHCP is January 31, 2025, and space is limited.
