ANNOUNCEMENT: CAEP Newsletter to be Released Twice Monthly

Beginning in October 2024, the CAEP Newsletter will be released twice a month, on the first and third Wednesdays of the month. If you would like to submit an item for consideration, please submit it no later than the Friday before the week of publication. For example, items in the Wednesday, November 6th, edition need to be submitted by Friday, November 1.

CAEP Deliverable Reminders


Consortium Carryover and the Written Expenditure Plan

Consortium carryover is one or more prior fiscal years exceeding 20% and is assessed and acted upon annually. Consortium carryover includes the carryover of all its members. State leadership identified consortia with 20% or more carryover as of September 30, 2024, with the Quarter 4 Expenditure report submission.


Consortia with 20% or more carryover must submit a written expenditure plan to the State showing how the consortium will work to reduce their carryover below the 20% threshold.


The Written Expediture Plan in now live in NOVA. Consortia who have exceeded 20% carryover will have 45 days (Oct 1-Nov 14) to complete the plan at the consortium level. Consortia will be submitting one jointly developed written expenditure plan. Members will review and approve the written expenditure plan once it has been submitted by the consortium lead.


CAEP Leadership conducted a webinar on October 9, 2024, to review the Carryover Compliance Tracking and Requirements. A second webinar regarding technical assistance and best practices for Carryover Compliance occurred on October 16. This second webinar's PPT will be available and posted to the CAEP website once it has been remediated.


Consortia who exceeded 20% carryover and are required to do a Written Expenditure Plan are encouraged to reach out to the TAPS for any additional assistance that is needed.



CAEP Budget and Work Plan Due Date

The Member Budget and Work Plan was due in NOVA by September 30, 2024. The consortium will have to certify the plans by October 30, 2024.

The Quarter 1 student data is due in TOPS Enterprise no later than October 31, 2024. Additionally, the Employment and Earnings Follow-up Survey is also due on the same day, October 31, 2024.

CAEP Summit 2024 - Now with a Hybrid Option - Register today!

High Road Training Partnerships 2024-25

Request for Applications - Healthcare Grants

The California Workforce Development Board (CWDB) and the California Labor and Workforce Development Agency are pleased to announce up to $28,500,000 in available grant funding for the High Road Training Partnerships 2024-25 Healthcare Grant Program (HRTP HC), a California Jobs First initiative.

Purpose of the Grant: The HRTP HC grant program will build on the state's previous investments in the healthcare sector by funding training partnerships that increase the number of workers in quality jobs in high-demand healthcare occupations.


Eligible Applicants: Applicants for this funding opportunity may include, but are not limited to, the following entities:


  • Community-based organizations
  • Community colleges
  • County social services agencies
  • K-12 education entities and adult schools
  • Labor-management partnerships
  • Labor organizations
  • Local workforce development boards
  • Native American tribes and tribe-serving non-profit organizations
  • Non-profit organizations
  • Public universities
  • Workforce intermediaries
  • Worker centers and workers' rights organizations


Application and Deadline


All applications must be submitted through the Cal-E-Grants portal by 5 p.m. on November 12, 2024. Only applications submitted through the Cal-E-Grants portal will be considered.

Undocumented Student Action Week - Vision in Action

The Eighth Annual California Community Colleges’ Undocumented Student Action Week (USAW) will take place Oct. 14-18, 2024! During this week, several webinars will be held with a focus on building a strong ecosystem for California community college students that breaks down silos and promotes a collaborative campus approach to aid the success of our undocumented students. Register to receive updates about workshops, speakers and agenda items. We encourage you to bring other students and campus colleagues who share the passion for uplifting undocumented students. This memorable week of collaboration and advocacy will focus on empowering our system to best serve our students’ diverse needs. Glenn Adult Program Celebrates 30 years!

In a milestone celebration, the Glenn Adult Program commemorated its 30th anniversary of serving the community. The event was made even more special with the presence of Glenn County Office of Education Superintendent Ryan Bentz and Adriana Sánchez-Aldana, Executive Director of the California Council for Adult Education, whose attendance and gracious remarks highlighted the exceptional work being done by staff. Sánchez-Aldana’s words of praise highlighted the staff's and educators' unwavering commitment to empowering students and advancing adult education. Her presence was a testament to the statewide recognition these programs have earned for their dedication to quality learning opportunities.


Another highlight of the event was the presentation of Congressional, Senate, and State Assembly Certificates of Recognition to Principal Elena Jones and the staff of Glenn Adult Program. Representatives from the offices of Congressman Doug LaMalfa, Assemblyman James Gallagher, and Senator Brian Dahle honored the team with these prestigious awards, acknowledging their hard work and the positive impact their efforts have had on the community.

Technology and Digital Learning Symposium - Call for Proposals and Registration is Now Open!

Plans are underway for OTAN's Technology and Digital Learning Symposium 2025, scheduled for Friday, March 7 and Saturday, March 8. TDLS will be a hybrid event offering in-person and virtual sessions. The in-person event will be hosted by our friends at Long Beach School for Adults and online.


The Call for Proposals is open! You are invited to present and share your promising practices, strategies, lesson plans, and other resources related to technology integration and digital learning in your programs with your adult education colleagues. The Call for Proposals closes on Monday, December 2.

OTAN is looking for presentations that highlight technology, how it enhances the learner experience, extends the classroom to learners, and how technology integration helps adult education programs be more effective and efficient. CALPRO Research Forum Webinar: Promoting Math Identity and Productive Struggle

Date/Time: Monday, November 4th at 1 -2 pm


Join us for an insightful webinar focused on promoting math identity in adult learners and embracing productive struggle in mathematics. Research shows that students who lack confidence in math often give up when faced with challenges, mistakenly thinking that struggling indicates a lack of intelligence. Although struggle can conflict with educators’ notions of successful teaching, struggle and mistakes are the best times for brain growth and are a necessary component of learning and understanding. Teaching that embraces and uses productive struggle helps students apply their learning to new problems and situations. This research forum webinar explores ways to foster a positive math identity and embrace productive struggle in adult education classrooms.

Consortium Directors' Peer Learning Circle (PLC)


The Consortium Directors' Peer Learning Circles serve as a specialized forum for Consortium Leads, Co-Leads, Managers, and Directors. This platform offers a unique space to engage in discussions on challenges, queries, and distinctive scenarios frequently experienced by Consortium Leads, who often navigate the complexities of both the Community College noncredit system and the K12 system. It provides an invaluable opportunity for leads from across California to exchange ideas, find thought partners, and disseminate strategies and best practices, thereby fostering excellence throughout the state.

Directors' Corner | Discussion

The Directors' Corner serves as an online platform designed to promote the exchange of ideas and facilitate access to colleagues throughout the state. Additionally, the Canvas Course is a repository of consolidated resources for Consortium Leads/Directors. This platform aims to foster a robust networking environment, allowing for the seamless sharing of queries, resources, and insights on various scenarios among directors throughout the State.
