2022 Housing Development Review
The City of Springfield continues to implement the Council’s Housing Strategy to increase the supply and affordability of housing in the community. 2020 was a record year for development in Springfield, with the City issuing building permits for the most new dwelling units in a decade (196). That record was broken in 2021, with permits issued for 280 new units. In 2022, the City issued permits for 376 new dwelling units! See more about residential development in Springfield in 2022 below.

Council Considering Multi-Unit Property Tax Exemption

As part of its Housing Strategy, the Council is exploring adoption of a property tax exemption for newly created multi-unit housing developments. This State-enabled property tax exemption (ORS 307.600-637) allows cities to exempt some property taxes for several years for newly created multi-unit housing that is near transit to incentivize this type of development.

Council will discuss this potential exemption program in its March 13, 2023 work session which begins at 5:30. The public can attend by phone, virtually via Zoom, or in person in the Council Chambers at Springfield City Hall. The Council packet and details on how to tune into the meeting will be available on the Council's webpage by Friday, March 10th.   
Land Sought for Affordable Housing
Springfield receives an annual allocation of federal funds to help increase the supply of affordable housing. But we can’t build more housing if we don’t have land to build on. If you have vacant land that would be suitable for multifamily housing or a cottage cluster development and are interested in selling it at fair market value, or want to learn more, please get in touch! HOME Funding for New Affordable Housing

Cornerstone Community Housing is planning to develop a new affordable housing project at 1875 16th Street, north of Q Street. The development would include 39 affordable units and common area, serving seniors and people with disabilities earning no more than 60% of area median income. Resident services through the Healthy Homes program would also be provided on site.

On February 14th, the HOME Consortium Governing Board, with a recommendation from Springfield City Council and the HOME Request for Proposals Evalution Committee, awarded $2 million in HOME funds toward this project. Total development cost for the project is over $12 million. Cornerstone plans to apply for additional funds for this project from Oregon Housing and Community Services (OHCS) this summer. 
Community Development Block Grants
The City of Springfield uses Federal Community Development Block Grant (CDBG) funds from the US Department of Housing and Urban Development (HUD) to assist with affordable housing development, housing-related services, neighborhood revitalization, public improvements, and downtown redevelopment activities. The primary purpose of the CDBG program is to benefit low- and moderate-income persons. 

The DRAFT Fiscal Year 2024 Community Development Block Grant (CDBG) Annual Action Plan is available for review and comment. 
  • Public Comment – The public is encouraged to comment on the draft plan. The comment period is open and will close on March 22nd. 
  • Public Hearing - The Community Development Advisory Committee (CDAC) will hold a public hearing on the draft FY 2024 CDBG Annual Action Plan at their committee meeting on March 22nd and will make a recommendation to City Council for FY 2024 CDBG funding allocations.
