Quarter 4 Expenditure Report

The Quarter 4 member expenditure report is due in NOVA on September 1, 2024. The consortium will have until September 30, 2024, to certify the reports.

CAEP Three-Year Plan 2025-2028 Guidance

Now Available

The CAEP Three-Year Plan 2025-28 Guidance is now available. The California Adult Education Program (CAEP) three-year planning process provides CAEP consortia and consortium members a chance to (1) collectively assess the impact of services provided over the previous period, (2) identify educational and workforce needs among adult education beneficiaries and providers in the region, and (3) define strategies to meet these needs over the coming three years. The planning process presents an opportunity to evaluate the current status of adult education and workforce services, which can promote stronger collaboration among agencies and deeper connections to students and communities. The Three-Year Plan itself becomes a tool to facilitate member engagement, accountability, and on-going planning and improvement throughout the three-year cycle.


This CAEP Three-Year Plan 2025-2028 Guidance Document provides guidance and establishes procedures to complete and submit a CAEP consortium's required Three-Year Plan using the California Community College Chancellor’s Office (CCCCO) NOVA online platform. Sections of this document correspond to sections of the Three-Year Plan as it appears in NOVA and describe the content that must be included in the consortium's response per California Education Code.

CAEP High Impact Practices

The California Community Colleges and the California Department of Education released a new report that offers specific practices to better meet adult students’ needs and close persistent equity achievement gaps.


Twelve local adult education sites (six adult schools delivered by K-12 education systems and six community colleges) from more than 400 sites were selected for this research study, Closing the Equity Gap for Adult Learners in California: 7 Promising Practices to Advance Student Outcomes. The study captured why and how student performance and employment outcomes at these 12 sites, especially for students of color, far exceeded state average metrics.

CAEP TAP is pleased to offer a virtual event designed to equip new consortium leads and administrators with the essential skills and knowledge for optimal effectiveness in their roles. This professional development initiative aims to ensure consortia leads are aware of CAEP deliverables while providing them the tools and resources to navigate associated support. This training is targeted to consortium leads and administrators who have recently become a CAEP lead or director, with experience ranging from less than a year to up to three years.

Consortium Directors' Peer Learning Circle (PLC)


The Consortium Directors' Peer Learning Circles serve as a specialized forum for Consortium Leads, Co-Leads, Managers, and Directors. This platform offers a unique space to engage in discussions on challenges, queries, and distinctive scenarios frequently experienced by Consortium Leads, who often navigate the complexities of both the Community College noncredit system and the K12 system. It provides an invaluable opportunity for leads from across California to exchange ideas, find thought partners, and disseminate strategies and best practices, thereby fostering excellence throughout the state.

Directors' Corner | Discussion

The Directors' Corner serves as an online platform designed to promote the exchange of ideas and facilitate access to colleagues throughout the state. Additionally, the Canvas Course is a repository of consolidated resources for Consortium Leads/Directors. This platform aims to foster a robust networking environment, allowing for the seamless sharing of queries, resources, and insights on various scenarios among directors throughout the State.
