Taking stock of what our office accomplished over the course of 2022, I'd like to share with you some highlights, some facts and figures, and a call for your feedback as we run full speed into 2023.

Responding to constituent concerns is a major part of the role of a District Office and we are ready to respond to a variety of issues and assist you with accessing city services or answering questions
and directing you to the best point of contact. In 2022, the District 4 office received 224 cases, down from 538 cases in 2021, which represents a 41% decrease overall.

So much of what we do involves physically being in the district, interacting with our neighbors, and being part of our community. I’ve lived in District 4 a long time, as have most of my staff, so we know the area, we know the beauty, and we know where there’s room for improvement. Here’s a rundown of the events we organized and participated in throughout the year.

For almost ten years, North San José residential development had stalled.
I'm proud to have brought various stakeholders together, including Supervisors Otto Lee and Cindy Chavez, plus Mayor Sam Liccardo and staffs from both the City of San Jose and the County of Santa Clara. The result is an agreement between the City and County that paves the way to build housing in North San José.
This process was arduous and time consuming, but the result is a new path forward for to address our growing housing crisis and start on a path of developing a transit-oriented community in North San Jose. Regional problems can only be solved through collaboration and communication, when we all pull in the same direction.
I look forward to seeing tens of thousands of new housing units built in San José in the coming years, and I’m proud to have been part of these historic negotiations.

Just one of the major developments coming to North San José thanks to our recent negotiations, the 210 Baypointe Parkway site is a parcel spanning an area of 4.3 acres. The project is slated to bring 292 apartment units and 42 townhome condominiums on the site currently home to a commercial building spanning 67,045 square feet. The proposed design mixes studios, one-bedroom and two-bedroom rental units, as well as three-bedroom and four-bedroom condominiums which will be offered for sale. The project site is located between East Tasman Drive and Zanker Road. The residences will be built near VTA light rail and bus service, parks, shops, and restaurants, with convenient access to nearby major employers like Samsung, ASML, and Cisco.

The City of San José Department of Parks, Recreation and Neighborhood Services is now accepting applications for the 2023-2026 Bringing Everyone’s Strengths Together (BEST) Grant Program. The mission of this program is to provide funding for San José youth to build on their strengths and reduce their risk of gang involvement and youth violence.
Qualified non-profit organizations serving San José youth may apply through Thursday, March 23,2023 by 4 p.m. Applicants are required to attend one of the two identical pre-proposal workshops. More information on workshop dates and the virtual links can be found here.

Councilmember David Cohen promotes community cleanup events for residents throughout the year. It's a fun and easy way for everyone to get involved in their community, complete community service hours, and help serve their neighborhood by removing debris, trash and illegally dumped items from streets, creeks, and parks.

Local businesses have a new opportunity to reinvigorate their business, save money, and support community-wide energy conservation efforts through a new program from San José Clean Energy, the local clean electricity provider operated by the City of San José.
The San José Energy Efficient Business Program has unlocked several rebates to San José business owners for qualifying HVAC, refrigeration, or water heating projects. These rebates, totaling up to 80–90% off the project cost, will make renovations to your small business more affordable and kickstarting these upgrades so much easier! All business customers with an active San José Clean Energy account are invited to participate.
