Question:

Dear PTAlink,

Our school has a large number of Chinese speakers that our PA struggles to communicate with, due to the PA leadership being dominated by English speakers. I know the DOE has translation resources for schools, but do you know if PAs can access these? For example, we need help translating our website and our meeting minutes, and an interpreter for our monthly meetings. 


Answer:

Thank you so much for this great question! Because PA/PTAs are autonomous, Chancellor's Regulation A660 does not mandate that the DOE provide translation and interpretation services to PA/PTAs for meetings or communications. However, principals can use some of their Title III monies to support families whose primary language is not English. Just as Title I money provides for parental involvement, Title III can provide language access to families. PA/PTAs can also fundraise and budget to provide language access. Parent Coordinators can refer parent orgs to appropriate T&I services. See https://ptalink.org/topic-areas/parent-leadership/english-language-learners-advocacy
